Skill Requirements for Information Technology Managers in South Korea (한국 정보기술관리자들의 기술요구사항에 대한 연구)

  • Information technology (IT) managers play a very important role in implementing information systems as well as in organizing IT resources. In order to adequately prepare candidates for such positions, it is important that one determine exactly what skills are required for success in this position. This study is intended to reveal the most up-to-date skill requirements for IT managers through analyzing job ads posted on online job boards in South Korea.

Impact of ICT Investment on Agricultural Sector: Analysis of Korean Corporations Based on IT Portfolio Framework

  • In several industries, including the agriculture industry, information and communication technology (ICT) expenditure has been gradually increasing. This study explores the ICT investment of Korean agricultural corporations, and examines the effect of ICT investment on their profitability using an IT portfolio framework. As the organizational capabilities and environment in which ICT is used is critical in examining its impact, the IT-savvy level is used as a moderator. An increase in ICT investment size results in a significantly positive effect on profitability in organizations with higher IT-savvy levels, whereas there is no effect in organizations with lower IT-savvy levels. This study shows the necessity of understanding the structure of ICT investments in the agriculture industry, and suggests the importance of organizational capabilities and environment in making best use of ICT.

  • With the improvement of the Information Technology and the change of the business environment, the dependency of business on the Information Technology shows sharply increase. The Information Technology, however, is centered on the support of the technology viewpoint and thus the influence and effect of Information Technology on the business is hardly analyzed. The information system, therefore, requires not only technology-centric support management but service-oriented and systematic introduction of Information Technology Service Management(ITSM). The domestic ITSM market is currently expanding into variety of industries like finance, telecommunication, manufacturing and public service and at the same time the consequent reconstruction process of information system is continuously under way so as to qualify for the ISO 20000 certification. Especially the public organizations rapidly adopt the ITSM, in order to improve the quality of public service together with a goal of realizing the electronic government and of managerial innovation. The existing ITSM still, however, shows the tendency of depending only on the system construction and the management on the visible requirements whereas the overall process is not likely being improved. Hence, this study suggests, focusing on the life cycle of service, the model of ITSM based on Information Technology Infrastructure Library(ITIL) v3 which is appropriate for the public service. We expect, as stated in this study, that our ITSM model shall be widely accepted to the public agencies who promote the advance campaign by setting up the ITSM or reconstructing the existing process.

  • This study is to firstly investigate information infrastructure in North Korea such as communication network, hardware, software and etc, and then, based on it, to grasp the present condition of information technology in libraries there. Also, it is to analyze the information system of science technology in order to research the circulation system of science information with focusing on the Central Science Technology Intelligence (CSTI), a representative intelligence agency for science technology in North Korea, and on the retrieval program of “KWANGMYOUNG System”developed by CSTI and used broadly.

R&D Performance Analysis on Convergence Technologies Using Patent Citation : Comparison of IT/ET Convergence with Others (특허인용정보를 활용한 R&D 융합기술의 성과분석 : IT와 에너지의 융합기술과 타 융합기술과의 비교)

  • To have global competitiveness in newly growing industry, good quality R&D's in convergence technology arerequired. Korean government also started to emphasize the importance of convergence technology as a new engine of growth for the future development. Since 2008, worldwide energy crisis and concerns on low carbon green growth made people focus on the convergence between information technology (IT) and energy technology (ET). However, the R&D performance comparison among the convergence technologies is not well explored so far. Therefore, this study uses Korea's patent citation database to measure the R&D performance of convergence technologies. We adopt technology development cycle, technology spillover analysis, and technology diffusion analysis to see the knowledge flow from R&D industry to others. We find that IT_ET convergence technology generally shows higher R&D performance than other convergence technologies. Contrary to public belief, convergence R&D by big companies has relatively low performance especially measures in technology spillover and technology diffusion. This implies that they might concentrate on delicate Fuel Cell Energy/Environment Technology (FEIT) or Nano Environment/Energy Information Technology (NEIT) rather than general energy information technologies. We also find that Korea's chemical industry may play a crucial role for the growth of other convergence technologies.

  • It is no doubt that information technology is the key factor of national safety. Information technology is positively useful for national security such as crime prevention and detection, criminal investigation, disaster management, and national defense. However, it might be a threat to the security as we saw in the examples such as '3.4 DDoS attacks' and 'Nong-hyup Computer Network Failure.' Although the effect that information technology makes upon the national security is immense, the current legal system does not reflect these changes well. National security should be kept during 'prevention-response-recovery' process regardless it is in the online on offline. In addition, public administration for national security should be based on laws. However, the current legal system is lack of legislative basis on cyber and physical disaster, and the laws on the response to disaster might cause confusing. Therefore, this study examines the limitation of the current legal system on national security, and suggests directions for the development of the system based on the new establishment of the legal concept for 'national security'.

  • The disaster prevention information system is to comprehensively support information collection, processing, search and supply in disaster counter measuring activities, as well as to manage information mainly related to natural disasters unilaterally. Building an optimal system in adequate consideration of features and demands in terms of disaster prevention is requested. Suitable infrastructure that can support information technology (IT) in various aspects should be established in order to utilize IT effectively in disaster prevention information. In addition. accuracy, reliability and efficiency as a disaster prevention information system should be equipped with. In this study, a basic framework for the establishment of disaster prevention information system is presented.

  • 철강산업은 생산 및 판매가 점차 글로벌화 되어가고 세계화 및 시장 개방의 가속화에 따라 국내외적으로 제품에 대한 가시성 및 추적성 확보의 중요성이 높아지고 있다. 이와 같은 경쟁 상황에서 살아남기 위해 지속적인 물류비용 최소화와 고객 제품정보 제공 서비스수준 혁신을 시도하고 있다. 각 공장단위 업무 및 장비의 자동화, 고속화, 지능화를 추구하는 등 실시간 기업환경의 u-Manufacturing을 실현의 필요성이 대두되고 있다. 본 논문에서는 철강 제품정보 제공 서비스 체계 혁신을 위해 무선인식기술(RFID) 요소 기술 개발과 개발된 기술을 실제 현장에 적용 실증 테스트를 수행하고 그 결과를 분석하여 최적의 적용 방안을 제시함에 있다.

Effect of Strategic Orientation on Information Technology Competency and Corporate Performance in Small and Medium-Sized Enterprises(SMEs) (중소기업의 전략적 지향성이 정보기술역량과 기업성과에 미치는 영향)

  • This study empirically verified the effect of strategic orientation on information technology(IT) competency and corporate performance for organizational members engaged in small and medium-sized enterprises (SMEs). In the research model proposed in this study, strategic orientation affects corporate performance, and IT competency is used as a mediating variable in this process. For this study, a survey was conducted on organizational members working in small and medium-sized manufacturers located in Ulsan Metropolitan City. A total of 320 questionnaires were distributed, and 277 copies were used in this study. The collected data were statistically analyzed using SPSS 24.0. The research results are as follows: First, customer orientation, market orientation, and technology orientation of strategic orientation were found to have a positive (+) effect on both information technology knowledge and information technology operation of IT competency. And it was found that both customer orientation and technology orientation of strategic orientation only affects the information technology infrastructure of IT competency. Second, it was found that customer orientation and technology orientation of strategic orientation had a positive (+) effect on corporate performance, but market orientation had no effect on corporate performance. Third, it was found that information technology knowledge, information technology operation, and information technology infrastructure of IT competency had a positive (+) effect on corporate performance. Fourth, as a result of examining the mediating effect of information technology competency between strategic orientation and corporate performance, information technology knowledge, information technology operation, and information technology infrastructure of IT capability were found to have a partial mediating effect between customer orientation and technology orientation of strategic orientation and corporate performance. These research results suggest that in today's fourth industrial revolution era, customer-oriented and technology-oriented management strategies should be established to improve the competitive advantage and performance of small and medium-sized enterprises(SMEs) in the supply chain with large enterprises, and at the same time information technology capabilities such as information technology knowledge, information technology operation, and information technology infrastructure should be strengthened.
