IT governance becomes one of hot issues in corporate information system including university ERP. IT governance provides IT value and mitigates IT-related risks such that the organization takes new business chances and grows in the future. In this study, we briefly introduced IT governance and university ERP in the viewpoint of alignment to the business goal of the organization. And then, we proposed an strategic approach of IT governance for university ERP system with new performance evaluation items from IT-BSC. Finally, we pointed out some related research topics as further studies.

기업들은 ITIL 기반의 IT 서비스 관리체계 도입으로 IT 서비스에 대한 객관적인 가치 평가를 기대하고 도입한다. 하지만 기업들의 IT 서비스 관리체계의 성과지표들은 관리 중심적인 성과모델로써 가치 평가보다는 IT 운영 관리 중심으로 활용되고 있으며, IT 거버넌스의 전략적 의사결정을 위한 가치 연계와 책임 추적성, 성과 측정 및 위험 관리를 지원하지 못하고 있다. 가치 중심의 성과지표 모델을 통해 IT 거버넌스를 지원하고, 기업의 지속적이고 체계적인 투자관리를 통해 기업 가치 향상과 투명한 IT 투자에 기여하길 기대한다.

IT 아웃소싱은 IT 서비스 관리에 있어서 가장 중요한 전략 중 하나로 인식되고 있다. 조직의 핵심 역량에 집중하면서 부차적인 IT 업무는 외부로부터 지원을 받는 IT 아웃소싱 전략은 조직의 효율과 성과를 높일 수 있는 효과적인 방안이면서, 보안에 대한 우려와 IT 서비스 공급자에 대한 의존도를 높이는 부작용을 동반하고 있다. 본 연구에서는 국내 민간 기업 데이터 센터의 IT 아웃소싱 전략과 운영을 분석하였다. 국내 주요 IT 서비스 전문 기업 3개사와 금융그룹 1개사의 데이터 센터에 대한 심층 인터뷰를 바탕으로, 데이터 센터들의 IT 아웃소싱 조직 현황, 아웃소싱 결정 요인, 아웃소싱 저해 요소와 해결 방안 등 전반적인 IT 아웃소싱 전략과 운영을 살펴보았다. 국내 주요 기업들의 데이터 센터는 IT 유지 보수, 인프라 기반 운영 등의 업무를 아웃소싱 대상 업무에, 그리고 IT 기획 전략 컨설팅, 시스템 기획 개발 등의 업무는 인소싱(in-house sourcing) 업무로 분류하고 있었다. 또한 IT 아웃소싱 결정 요인으로 내부직원의 역량, 비용, 리스크 등이 있었고, 정량적인 분석보다는 정성적인 판단에 의해 아웃소싱을 결정하고 있었다.

Unlike typical corporate investments, IT expenditures have direct impact on many aspects of a business, including those that are difficult to quantify. Therefore, financial indicators alone do not do justice to the full effect of an If investment. Proposed in this paper is a methodology to measure the return on IT investments, including non-financial impacts expressed in terms of monetary values. This methodology shows tangible cost as well as hidden cost by analyzing total cost of ownership. The methodology also produces ROI by performing cost benefit analysis including financial and non-financial factors. This paper suggests a more objective validation of If's impact on the business activities. It rationalizes investment priorities and provides a systematic approach to effective IT investment.

It is difficult to justify an IT investment unless the investment is expected to have a direct impact on a corporation's performance under rapidly changing business environment. It is important to demonstrate the benefit of the investment through a pre-investment assessment process to induce the executive's decision. This paper presents a methodology to assess the investment by analyzing cost and benefit of the investment. This methodology shows tangible cost as well as hidden cost by analyzing total cost of ownership. The methodology also produces ROI by performing cost benefit analysis including financial and non-financial factors. This paper suggests a systematic way to support If investment decision marking process by evaluating the investment objectively.
