The paper discusses the ICT infrastructure as far as the availability of (computers, local or wide area networks, Internet connectivity and its reliability, size of the bandwidth and its optimization, etc.) in the S&T research institution. It also examined the profile of the research scientists and looked at the type of ICT infrastructure that is available for their use as well as the reliability of the Internet connectivity within these research institutions. It looked at the broadband capacities of the research institutions and the ICT capabilities in respect of the technical and managerial support back-up that are available to the research institutions. The study used the survey research method with a questionnaire as well as personal observation to gather the data. From the data gathered, it was realized that the internet connectivity and the size of the bandwidth that the R&D institutions subscribed to differed significantly. Again, the extent to which the research scientists were able to access the internet in their respective institutions depended on the quality of the local network in place. Generally, the investments in ICT were made for different management objectives, and these were meant to facilitate the generation of new knowledge as well as make measurable improvements in R&D activities.

The purpose of this study is to develop conceptualization models of reading, information, ICT, and digital literacy through conceptual differences of these literacy by reviewing and defining the concepts of literacy as well as reading, information, ICT, and digital literacy. Computer literacy has emerged as a concept that explains the phenomenon of contemporary social, cultural, and information technology development, and since then, computer literacy has since changed to IT, ICT literacy, and digital literacy. As a result of the study, a conceptualization model of the reading, information, ICT, and digital literacy was developed. In this model, these literacy whose terms have changed according to the technological development of media, have been classified as medium-centered literacy. And reading and information literacy that focuses on the cognitive process of understanding, utilizing, and evaluating texts and information is categorized as process-oriented literacy. In the digital environment, reading and information literacy is a core competence to critically think and evaluate the texts that are on media, and further research is needed to reduce the reading and the information gap among readers.

The purpose of the study is to investigate the influence of demographic factors (age and job status), level of ICT skills possessed by respondents and ICT use on task performances of library personnel. The study employed correlation design. Thirteen public universities were purposely selected while total enumeration was adopted to study 248 library personnel made up of librarians and library officers in public university libraries in South-west, Nigeria. Data was collected by questionnaire. The study established significant positive correlation between age, job status, ICT skills and task performance. Also, Anova test found significant joint influence of age, job status, ICT skills and ICT use on task performances of respondents. The study further indicated that age, job status, ICT skills possessed by respondents and ICT use had relative significant influence on task performances of respondents. It is therefore recommended that, library personnel must leverage their demographics positively to bring about positive disposition to their jobs while all categories of staff must ensure they possessed the requisite ICT skills that will ginger ICT use for effective task performance.

The goal of this study is to confirm the extent of realization of economic democracy between the subsidiary ICT companies of conglomerates and the KOSDAQ listed ICT companies with focus on growth and profitability. As the results of analysis, the following were verified. First, there were differences in all aspects of the subsidiary ICT companies of conglomerates and the KOSDAQ listed small and medium ICT companies, including growth and profitability. Second, the pattern of economic democracy between two groups displayed relatively unrealized economic democracy structure. Third, It was found that KOSDAQ listed small and medium ICT companies were relatively much more difficult situations than the subsidiary ICT companies of conglomerates.

In this paper, we analyzed the link between school's educational information technology level and ict literacy level of students in elementary school. Specially we concerned about the link between principal's awareness of ict and ict literacy level of students. This ICT literacy levels were measured by sampling 1%(12,759 students) of the entire school year for elementary school 4-6. The educational information technology level of sample student's school was extracted from the Ministry of Education data. Then the two materials was analyzed in conjunction with each other. As a result, Higher recognize of principal, higher ict literacy level of students. That is sure in human realm. But that is difficult to conclude in ict infra and ict using realms. According to this result, it is more important to develop ability and awareness of teacher for ict than to support building of ict infra and using of ict. Therefore, we need to make a plan to develop ability and awareness of teacher for ict with building of ict infra.

The ICT technology by using smartphone is leading the world. Apple opened the smart age with its smartphone on the first place in the world. In 2013, Samsung of Korea is spotlighted in the world, but China will run after Samsung with medium- and low-priced smartphones equipped with functionality and low and medium prices after 2014. That is, the life cycle of ICT technology gets shorter, and the volume of investment is increased. There is increasing uncertainty of enterprises and nations because the expanded volume of investment. Therefore, it is very important to predict emerging ICT technology, and investment development. Korea based on the creative economy is at the point of strengthening ICT. Therefore, this study aims to analyze intellectual property rights (patent) and the ICT market environment for the emerging ICT technology. The result of analysis will contribute to studying the intellectual property rights (patent) and the R&D matrix module in the ICT market environment for discovering and predicting national emerging ICT technology.

In this paper, I survey the field which students use ICT and propose a teaching and learning model to improve students' ability in using ICT. Also, I apply it and prove its' effect. Because Problem Based Learning treats ill-structured problem which reflects actuality, Students can pick up the actual knowledge and become verse in general principle or concept which can transmit resemble problem or situation. Therefore, I hope a teaching and learning model which I propose in this paper has an effect to improve students' ability in using ICT.

This paper aims to provide a better understanding about how Information and Communication technology (ICT) has diffused. The investigation is conducted with the consideration of ICT evolution in terms of technological change and usage pattern. The definition used is presented as 'the ICT is a process of convergence of technologies between information-processing and information-transforming technologies, mainly due to the advent of microelectronlcs'. After examining technological changes of ICT, the diffusion path of ICT is traced through the usage ratio in total input and/or investment based on Input-Output tables (I-O). It shows that the evolution of ICT from the change of usage pattern is an up-and-down usage pattern rather than a uni-modal usage time path. With this recognition, the diffusion index is prepared. This study has developed Web-based, Automated Lesson Planner System for teachers to make out and make use of lesson plans using ICT(Information ＆ Communication Technology). First, web-based lesson planner system has been developed to make teachers possible to make and use lesson plans on the web. Second, the database of electronic lesson planner system has been designed and established according to Korean curriculum and form of teaching-loaming lesson plan using ICT. Third, the system embodied making out a lesson plan easily and operating all ICT materials together. Last, the system was applied to the real elementary school fields and the efficiency and improvements were analyzed. This lesson planner system made database of all ICT materials and lesson plans, so that it can manage and control all lesson plans systematically. Also, the lesson plans and ICT materials are connected together, so the database can be a dynamic content storage. The construction of this system established maximization of share, use and storage of teaching-learning lesson plans. It will be popularize in real education fields and made a contribution to the school informatization.

Industrial Revolution is a concept and a development that has fundamentally changed our society and economy. Industry 4.0 focuses on the end-to-end digitization of all physical assets and integration into digital ecosystems with value chain partners. At present, we find ourselves at the beginning of this fourth stage, which is characterized by so-called "Cyber-Physical Systems". These systems are a consequence of the far-reaching integration of production, sustainability and customer-satisfaction forming the basis of intelligent network systems and processes. If South Korea ran toward global ICT with the advent of the Fourth Industrial Revolution, North Korea has adhered to a unique Juche science and technology. ICT in South Korea and North Korea seems very difficult to find common interests. However, as seen in the Internet and intranets, information and communication technology can find similarities in many areas than in general science and technology. There are many differences not only in the level of ICT and science and technology but also in the direction. And IT terminology and all technologies are also different. What are we preparing for the unification of North and South Korea? If we look at the science and technology sector at present, there seems to be no systematic preparation by the government. South Korea and North Korea need to be prepared for science and technology cooperation. First, it is necessary to understand the exact situation of North Korea's science and technology. In this study, we will perform research to establish mid and long term plans for revitalization of ICT cooperation between the two Koreas. In this study, we will determine the extent to which the two Koreas utilize ICT based on available ICT capabilities and technologies. To do this, we conducted research to measure and evaluate the ICT development index of North Korea using ICT international index.
