This study investigates the limitations of blockchain technology and the ways to improve it by using Delphi technique. Limit factors and improvement measures are classified into technology, service, and legal system. First, from a technical point of view, lack of standardization of the technology, insufficiency of integration, lack of scalability, unclear cancellation or correction policy, excessive cost of transaction verification, insufficient personal information protection and not enough to respond to hacking defense were the limiting factors. In order to improve these, the followings; ensuring standardization, securing integration and scalability, establishing cancellation of each applicable data, establishment of correction policy, efficiency of verification cost, the protection of personal information and countermeasure against hacking are provided. The related technology development and countermeasures must be established to effectively introduce the blockchain technology to the market. Second, in the early stage of blockchain service, it showed lack of utilization of the blockchain, security threat, shortage of skilled workers, and lack of legal liability. As a solution to these problems, it is necessary to suggest various applications, against security threat, training professional manpower, and securing legal responsibility. It should also provide a foundation for providing institutionally stable services. Third, from as legal system point of view, inadequate legal compliance, lack of relevant regulation, and uncertainty in the regulation were the limiting factors. Therefore establishing a legal system, which is the most important area for activating the service, should be accompanied by the provision of legal countermeasures, clearness of regulations and measures to be taken by relevant governmental authorities. This study will contribute as a reference for a research, related to the blockchain.

Information Technology Service Management (ITSM) System has been adopted and operated by many governments and public institutions to intensify their global competitiveness. Recently these organizations are facing many problems because of the increased demands and complexity of Information Technology (IT) service. Especially, difficulty with ITSM gets bigger and bigger because of increasing IT outsourcing. An expectation regarding ITSM is grown up when facing to solve problems. Therefore, this study suggests effective alternatives about ITSM organization structure for public sectors. The ITSM organization structures changes from traditional structures based on functions to new structures based on its goal, customer, and its process. In other words, ITSM organizational structure can be composed of Service Strategy directorate, Service Design directorate, Service Transition directorate, Service Operation directorate, and Service Improvement directorate. To ensure the effectiveness and the professionalism of ITSM in an organization, this paper specifies the roles of participants and the responsibilities for each unit. The proposed ITSM organization structures will be useful for public sectors.

The article presents the results of how employee's hierarchical job roles differently recognize a SM(smart manufacturing) and evaluate comprehensively on the SM employees training. The research was focus on small and medium size manufacturing corporation in Banwol·Siwha industrial complex, where is carried out Smart Complex National Policy. The Results from 205 participants working for a manufacturing firms in the Banwol·Siwha industrial complex. The results of study show that managers (vs workers) group is higher recognition of smart manufacturing and more intention to participate a SM employee training and utilize a SM equipments for test a manufacturing process. and these variables were mediated by SM cognition. These results will help SM manpower training center strategically design their training programs to maximize the training effectiveness.

With the prolonged spread of the new coronavirus infection worldwide and the entry of the super-aged society, smart health care, which combines IT technology for senior health care and the health care industry, is emerging as a solution to the aging problem. The development of non-face-to-face care services using Ai is on a global trend, not in some countries, and the form of care services for the elderly using AI artificial intelligence technology is changing rapidly. The convenience of AI-based care services for the elderly is expected to be highlighted, and the technology and market are expected to develop significantly. As the number of single-person households is increasing, the shortage of welfare workers for the elderly is emerging as a social issue. It is presented as a vision to solve long-term social problems such as the labor shortage of elderly care workers as well as the advantages of convenient care services using IT technology. Therefore, we would like to propose the development direction of care services for the elderly as a case study of care services for the elderly and a countermeasure against the super-aging age.

In a rapidly changing IT and business management environment the demand for competent IS personnels is increasing. However, it is ironic that the number of IT and IS majors has sharply decreased as well as the widespread skepticism of IS identity. This research suggests directions to differentiate MIS to other IT majors, diversify IS core competency and make general improvements in MIS curriculum. The research recommend the courses of IS Strategy and policy, ITA/EA, Global IT Management, Emerging Technologies, DW/DM, BI, IT Service Science, Project Management, IT Consulting and integrated capstone which are few in Kore universities. This research also stress the course of soft skills like business communication, team building, analytic/logical thinking, rational problem solving and so on as a important IS competency. The pedagogy of course is important, so the research recommend the internship, mentoring programme, lecturers in industry according to industrial - educational cooperation.

최근 각광받고 있는 RFID(Radio Frequency Identification) 기술은 물류, 유통 및 자산관리 분야를 중심으로 그 적용 사례들이 늘고 있다. 본 사례는 정보통신부의 IT839정책의 일환으로 RFID분야의 기술 및 산업 확산을 위해 한국전산원이 주관하여 추진한 2005년도 선도사업 중 하나인 공군 신무기(F-15K) 자산관리시스템 구축사업에 대한 것이다. 이 시스템의 구축을 통해 공군은 군수물자의 정확한 도입현황 파악이 가능하게 되었고, 보유 자산의 현황 및 저장위치 파악이 실시간 가능해졌으며, 수령, 저장, 발송, 재고관리 등 기존의 업무 처리 방식을 간소화하여 업무 소요시간 및 인력을 절감할 수 있었다.

For the construction of accurate scientific citation information, author disambiguation should be primarily resolved. This study proposes a method that utilizes URI(Uniform Resource Identifier) to create precise author citation networks. The adoption of URIs for representing authors and papers in this study enables us to maintain the integrity of constantly changing citation information and to guarantee the accessibility to the right literature. In experiments, we extracted 2,872 author-centric citation relation pairs from recent major IT-related proceedings written in Korean. From those, 135 citation network groups were discovered. The findings of this study are expected to be applied to a variety of researcher network services and scientific information portal services.

In times past, the awareness of security held good on the physical aspect, but it has been expanded to the aspect of information security and management security owing to the development of information and communication technology, therefore an effort is being made to meet multidimensional security needs. These realities are currently changing the viewpoint of consumers from manned guarding to machine-aided guarding. The change to the machine-aided guarding caused the profitability problem of manned guarding companies, and brought about a reverse side effect that prompt and correct countermeasure was inferior to that of manned-guarding. Therefore, this study proposes a 'smart time & attendance management system' that can be applied to various types of work and can minimize position information.

원전 계측제어 시스템의 디지털화에 따라 개방형 시스템의 사용이 늘어나고 있으며, 개방형 시스템의 사용으로 인해 보안 취약성이 늘어나 통신망을 통한 해킹의 위험이 증가되고 있다. 원전은 다른 산업에 비해 경제, 사회적 영향이 크므로 원전의 운영중단 및 파손을 방지하기 위한 대책을 철저히 마련하여야 한다. 원전 통신망 사이버 보안을 위해서는 보안 환경의 정확한 분석을 통해 대책을 세우는 것이 필요하다. 사이버 보안에 대한 전체적인 틀은 보안정책의 수립, 보안 위험을 최소화하기 위한 인력, 장비 및 기술을 포함한 사이버 보안 기술의 구현, 그리고 지속적인 보안 감시 및 관리가 필요하다. 본 논문에서는 원전 통신망 사이버 보안 체계 구축을 위한 방법을 제안한다.

In this study, we empirically examine cross-sectional determinants of IT personnel size of Korean listed companies from year 2004 to year 2009. Also, cross-sectional determinants of IT personnel size involved in managing internal control over financial reporting (hereafter, "ICFR") were examined. IT personnel or IT workers are recognized as critical intangible resources comprising firm's IT capability. Although IT personnel are regarded as important resources, there are not much information about factors explaining the size of firms' IT personnel. Fortunately, the Korean governmant regulates that every listed companies should dislclose the number of IT workers and ICFR-related IT personnel in their annual reports. This study utilizes the mandatorily disclosed IT personnel data to analyze cross-sectional determinants of korean listed companies' IT personnel size. Empirical results show that profitability, uncertainty, leverage, industry types are statistically significant factors associated with the size of IT personnel.
