In order to have competitive advantage for the business firms, companies need to raise competitiveness through the effective distribution and practical use of management resources along with strategic management of integration of existing management systems such as quality and business environment. Upon resulting of questionnaires to expert group, it is definite to have an integration of quality and environment system for the better efficiency of firms, and also recommended to have either a mixture of two systems or build up new integration system through uniform of two systems. The effects of the integrated system can be summarized as an increase of company image, efficiency of system operation, simplification of system management, synergy effects on the integration.

Under WTO we are confronted with the upcoming of the infinite competition and the opening of education market. In order to meet such new changes, more and more university in education industry participate in the certification of ISO 14000. This paper presents an effective approach to obtain the ISO 14001 environmental management system, summarized as follows: First, the top manager should understand the environmental problems and motivate all personnels. Second, a systematized environmental management system should be constructed in accord with actual circumstances of firms, and should be improved continuously by means of effective operation, internal audit and management review. Third, an environmental policy should be published, the environmental programs should be established following an environmental objective, target and they should be monitored regularly.

최근 들어 기업의 사회적 책임(CSR)에 관한 기업과 학자들의 관심이 갈수록 증대하고 있다. 기업의 사회적 책임의 속성 중 일반적으로 기업의 역할론을 집중적으로 조명하고 있다. 더욱이 국제표준화기구(ISO)가 기업의 실제적 규범으로ISO900, ISO1400을 지정한 후, 2010년 11월 ISO가 ISO26000을 기업의 사회적 책임의 새로운 가이드라인으로 선언하면서 그 중요성이 훨씬 증대되었다. 경제전환시대에 이르러, 중국에서도 기업의 사회적 책임에 관한 중요성이 날로 증가하고 있다. 2011년 중국사회과학원의 '중국기업의 사회책임에 관한 보고'에 의하면, 중국기업의 사회책임수준은 초기단계로서, 아직까지 낮은 수준에 머무르고 있다. 특히 베이징은 중국의 수도로서 정치, 문화, 국제, 중국내 교류 중심지로서, 중국에서 가장 큰 소매시장이 형성되었고, 세계 10대 소비도시로 소매기업이 꾸준히 발전하고 있다. 그러나 아직까지 베이징 소매기업에 대한 기업의 사회적 책임에 관한 관리모형에 대한 연구가 부족한 현실이다. 본 논문은 중국 및 베이징의 소매기업의 사회적책임에 관한 관리현황을 파악하였다. 그리고 정부주도하의 베이징의 소매기업의 사회적 책임 관리모형을 4개 측면에서 수립하였다. 또한 기업이 계속적인 경쟁력을 유지하기 위해 소매기업의 사회적 책임을 수행할 수 있도록 5가지 시행방안을 제안하였다.

The rapid industrializing of China has helped the development of the industrial economy since 1980. However, the problem is some environmental pollution, such as SO$_2$, TSP, HOx, Dioxin etc, generated by the industrial facilities located in Northeastern China is moving to the Korean Peninsula through the cold air stream during the Asian dust season, This kind of air pollution worsens the environmental pollution of the Korean Peninsula year by year. Therefore, NGO suggests to China that the minimization of the environmental problems linked to both Korea and China has to be discussed. In fact, I would like to suggest that the activity of EMS(ISO14000) should help the environmentally sound '||'&'||' sustainnable development of both countries,

E.U(Europe Union) and I.S.O(International Standard Organization) have promoted environmental problems from an individual enterprise level to international level. E.U have practiced E.M.A.S(Environment Management Audit Scheme), they have explained environmental information to local residents by an environmental statement and they have introduced verification system by identification person. One year later, I.S.O have published ISO 14000 series by environmental audit in 1996. Modem enterprise must go well with profitability and sociality. Environmental accounting was appeared in order to agree with profitability and sociality. Environmental accounting is to solve environmental problems, to protect natural resources, to measure effect of environment, and to transmit information of environment. Accountability's theory must be based social fairness and systemic legality. We need the accountability in order to system of Environmental accounting. But the conception of environmental accounting and accountability are not defined in our country. Therefore the purpose of this study is to established the relation of environmental accounting and accountability.

This article is concerned with various aspects of establishing the global standard for occupational safety and health management system (OHSMS). The notion, main features, and brief history of the OHSMS are presented. The OHSAS 18000, its assets and liabilities, are reviewed as a prototype of the global standard. It is also addressed the possibility of combining ISO 9000(quality management system), 14000(environmental management system) and the OHSMS into the integrated management system (IMS) as a whole. The concepts of internal and external customers are presented to explain why the environment, safety and health should be incorporated into the notion of total quality 'Participation of the members' and 'standardization of the 4Ms (Man, Machine, Materials and Method)'are emphasized as the major enablers of the IMS. Finally, the industrial, academic and governmental roles are discussed for developing the IMS and setting it down into the Korean industries.

This Study developed 'Environment Management Integrated Leader(EMIL)' program and evaluated the effect of the Program. The procedure of EMIL program development is as follows; 1) Identifying the training needs Through the interview and discussion with corporate environmental staff and research members, training need are collected. 2) Setting the training objectives 30 objectives are developed through specifying and organizing the training needs. 3) Determining the scopes of the program This program consists of the four scopes. First, the scope of Environmentally Acceptable Management is developed based on ISO 14000 and certification of environmentally friendly business. Second, the scope of Environmentally Acceptable Technology includes air pollution, water pollution, solid wasted management, and pollution prevention. Third, the scope of Integrated Environmental Management focuses on master plan, green marketing, green production, and green accounting. Finally, the scope of Integrated Environmental Concepts focuses on food pollution, environmental activities, and bio-diversity. 4) Selecting the training methods Various methods are used such as off-site visits, exercises, case study, workshop, discussion, role-playing as well as lecture. 5) Implementing the program 49 trainees participated the program for 6weeks. All trainees are working for D. Company Group. 6) Measuring training effects To evaluate the effects of the program, pre-post training evaluation method is used. The results are highly significant at all 4 scopes by the p<.01. This study has some implications in order to establish the environmental management climate. First, the development of new environmental education program for management is necessary. Second, Vast investment are required. Third, more systematic approaches are desired in environmental education. Lastly, more customized program development and implementation to fit in industries will accelerate the expansion of environmental concept.

90년대초 품질경영 시스템을 시작으로 98년 안전경영 시스템, 그리고 2002년 ISPS Code 발효에 따른 보안시스템까지 해운항만업체는 필요에 따라 또는 외부적 요인에 의해 최근 10여년에 걸쳐 경영시스템에 몰입하게 되었다. 이러한 경영모델, 협약, 코드는 일부 또는 전부의 도입 및 시행으로 해운항만관련회사에 경영시스템으로 자리 잡아 상호 유기적인 연관성을 갖고 직 간접적으로 밀접한 상호작용을 하고 있다. 이들 각각의 시스템에서 공통적으로 사용되는 요건들 중 개선여지가 필요하다고 판단되는 사항에 대해 설문조사를 하고 그 결과를 분석하여 시스템 도입에 따른 요건들의 문제점을 파악하여, 가장 효과적인 시스템 개선방안을 제시하는데 본 연구목적을 두고 있다.
