휴대용 컴퓨터나 PDA등의 증가로 이동성에 대한 사용자의 요구가 점점 늘어나고 있으나 현재의 프로토콜은 자신의 IP 주소를 변경하지 않고 다른 네트워크로 이동할 경우 호스트의 새로운 위치로 IP 패킷을 전달할 수 없다. 이러한 문제를 해결하기 위해 IETF에서는 이동 IP라는 프로토콜을 제안하였다. 오늘날 인터넷은 최신형 서비스라 불리는 서비스를 제공하고 있다. 그러나 인터넷이 상업화됨에 따라 서비스 요구가 다양해지고 있으며 동시에 QoS에 대한 요구가 급증하고 있다. 정책기반 네트워크 관리는 IP 망을 대상으로 관리의 복잡성, QoS 및 보안에 있어서의 문제점을 해결할 수 있는 방안으로 제시하고 있다. 따라서 본 논문은 이동 IP 환경에서 인터넷 차별화 서비스를 제공하는 정책기반 네트워크 관리에 대한 네트워크 토폴로지 구성을 살펴보고 그들의 동작 절차와 구조를 제안하고, 정책 시나리오를 표현하기 위해 정책 클래스로 정책들을 나누어서 본 논문에서 제안하는 정책 언어를 사용하여 제시하였다. 또한 여러 가지 제어와 네트워크 동작 절차를 실행하기 위해 이동 IP 환경에서 인터넷 차별화 서비스를 제공하는 정책기반 네트워크 관리를 구현하였다.

2본 논문에서는 인터넷 QoS 지원 이동 IP 망에서의 정책기반 네트워크 시스템 설계 및 망관리 시스템 구현 방법에 대해 제안한다. 본 논문의 망관리 시스템은 정책기반 네트워크의 정책서버로서의 역할을 하게 된다. 인터넷 QoS 지원 이동 IP 망에서의 정책기반 네트워크의 전체적인 프레임워크는 크게 응용계층, 정보관리계층, 정책제어 계층, 디바이스계층의 네 계층으로 나뉘어 통합된 관리를 수행하는 구조를 가지고 있으며, 이러한 통합된 망관리 시스템에 적용할 네 가지 범주(access control, mobile IP operation, QoS control, network monitoring)의 정책 구조를 정의하고 이에 따른 동작 절차의 예를 보인다. 실제 QoS 지원 이동 IP 망에서의 정책기반 망관리 시스템의 구현을 위한 설계 방법 및 S/W의 구조와 각 모듈 별 기능에 대해 제시하고 이 망관리 시스템과 각각의 에이전트들과의 원활한 통신을 위해 개발한 SCOPS(Simple Common Open Policy Service)프로토콜의 구조 및 기능에 대해 정의한다. 마지막으로 제안된 인터넷 QoS 지원 이동 IP 망에서의 정책기반 망관리 시스템을 실험실 규모의 테스트 베드에 적용하여 구성하는 방법에 대해 자세히 설명하고 성능평가한다.

Because of increasing the notebook computer and PDA, users' requirement with respect to mobility is growing more and more. However, current IP protocol is not changed IP address and can not deliver IP packets on new location of host in case moving another network. To solve this problem, the IETF has proposed mobile IP. The network management for maintaining stable and efficient environment is more difficult according to being various by complicated network environment and requirements of provided service and user. The recent rises concern about policy-based network technology. Therefore, this paper proposed a framework of policy-based network and developed policy scenarios using the presented policy language of mobile IP.

Which factors should influence consumer consideration to subscribe to Voice over Internet Protocol (VoIP)? Policy issues, managerial concerns, and demographic variables are possible factors. This paper discusses policy and managerial issues regarding VoIP adoption. A model that explains VoIP adoption is proposed and tested. This study analyzes a survey of 750 prospective VoIP users in Korea. The testing is accompanied by logistic regression and discriminant analysis. The results show that trust in VoIP, relative comparison of Quality to fixed service, numbering plan, satisfactions of call Quality and customer services on both fixed and mobile services have impacts on the adoption of VoIP. Implications for VoIP providers and policy makers are presented.

As the value and role of intellectual property increases in our knowledge-based economy, countries around the world have exerted various efforts to secure, utilize, and protect their intellectual property. The present study diagnoses the level of IP infrastructure of major OECD countries and analyzes their characteristics and impact. According to the diagnosis, the US, Switzerland, and Germany form a leading group followed by the mid-level countries of Korea, Ireland, Australia, and France, with Spain and Italy in the bottom group. In contrast to Korea's competitiveness in S&T and R&D infrastructures, its competitiveness in IP infrastructure is lower than the OECD average. This is thought to be due to Korea's IP infrastructure being hastily formed under the influence of international pressures rather than having been gradually built up by internal needs. A TFP analysis of the impact of IP infrastructure on economic growth shows IP infrastructure positively influences economic growth. Though this analysis is limited due to inability to secure sufficient data and indicators, it is a useful guide for understanding the nature and key characteristics of IP infrastructure.

현재, 동일한 네트워크를 다수의 사용자가 사용할 경우, 네트워크 부하가 급증하여 통신 서비스의 품질이 저하되며, 원활한 통신 서비스의 지원이 어렵다. 본 논문에서는 VoIP 서비스 사용자가 원활하게 통신 서비스를 제공받을 수 있도록 보장하는 정책기반 VoIP 서비스 QoS 관리시스템에 대하여 제안한다. 본 연구에서 제안한 시스템을 사용하면 대용량의 네트워크 부하가 걸리는 상황에서도 사용자의 VoIP 서비스의 품질 보장이 가능하며, 정책기반 QoS 관리를 통해 전체 네트워크의 효율적인 운용이 가능하도록 하였다.

본 논문에서는 IPSec(IP Security) 환경에서 이동 에이전트 시스템을 이용한 안전한 망 관리를 위한 보안정책 협상모델을 설계하고자 한다. 기존의 안전한 망 관리를 위한 IP 보안 시스템들은 약간의 문제점들이 있다. 각 보안영역과 구현 환경에 따라 각기 다른 보안정책을 내부적으로 정의하여 사용하고 있다. 이로 인하여 패킷 전송시 보안 영역간 정책 요구사항이 서로 달라 패킷이 목적지까지 전달되지 않을 수도 있고, 패킷이 양방향으로 같은 경로를 따라 전송되고 같은 정책으로 보호되는지 보장할 수 없는 문제점을 내포하고 있다. 본 논문에서는 이러한 문제들을 이동 에이전트를 이용하여 해결할 수 있는 모델을 설계하였다. 각각의 보안 영역별로 보안정책의 협상이 필요하다면, 이동 에이전트는 보안정책 협상결과를 패스포트 형태로 관리하고, 이 패스포트를 이용하여 서로간의 인증 및 신뢰성을 보증해 준다.

본 연구의 목적은 진본 전자기록의 장기보존을 위한 정책 프레임워크를 개발하는 것이다. 정책 프레임워크를 개발하기 위하여 진본전자기록의 장기보존을 위한 국제연구 프로젝트인 InterPARES(International Research on Permanent Authentic Records in Electronic System: 이하 IP로 약칭)의 주요 성과물을 심층적으로 분석하였다. (1) IP 연구프로젝트의 결과 중 정책적 시사점을 갖는 성과물을 선정하여, (2) 여기 포함된 원칙과 지침을 작은 단위로 해체하고, (3) 그 내용적 연관성에 따라 범주화하여 (4) 진본 전자기록의 장기보존을 위한 정책 프레임워크를 제안하였다. 이 연구가 제안하는 정책 프레임워크는 국가적 차원이나 한 조직의 차원에서 전자기록 보존을 위한 정책과 전략을 수립하거나 표준, 지침 등의 도구를 개발하는 데 있어서의 기본 틀이 될 것이다.

The purpose of this study was firstly to provide fundamental data on the activation for the IP-based video phone for the special consumer related to the physically handicapped; secondly to inform empirical data for the consumer public policy in the information technology market, specially for the deaf people. The results of study showed that consumer needs extend to not only simple voice communication for general consumers but also special demands for both the handicapped and the elderly. This study also indicated that VoIP's characteristics of technology would be easily applied to the TRS or VRS which can be adapted to the special consumer market so that VoIP service would be optimal technology for the special consumers like the deaf. In order to successfully implement TRS & VRS business, the paper proposed as follows; 1) the provision of VoIP service enable to satisfying consumers in special market such as the deaf market and the elderly market, 2) the necessity of supporting policy by the related law, and 3) the construction of the system inducing interests from the market participants.
