An Overview for the Court of Arbitration for Sport (CAS) as the Authority to Settle the Sports-related Disputes (스포츠분쟁해결기구로서의 스포츠중재재판소(CAS)에 관한 고찰)

  • The Court of Arbitration for Sport (CAS) was created to focus on the procedural complexity in the resolution of sports-related disputes, confidentiality, the matter of expenses, and the necessity of prompt settlement in the field of international sports. The CAS had originally launched as one of bodies of International Olympic Committee (IOC), but later it became properly operational as an independent organization to facilitate sports-related disputes when the International Council of Arbitration for Sport (ICAS), which came into force in accordance with the Paris Agreement in 1984 and has acted in place of IOC, took responsibility for the administration and financing of the CAS. The CAS is composed of four divisions, the Ordinary Arbitration Division and the Appeals Arbitration Division, the Ad hoc Division created later in 1996 and the CAS Anti-Doping Division (CAS ADD) established as from 2016 only to conduct proceedings and to issue decisions on an alleged anti-doping rule violation, and two (Sydney and New York) permanent decentralized offices. The head office of the CAS is Lausanne, Switzerland. Since CAS ADD was established, CAS Ad hoc Division has had jurisdiction over the appeal case against a decision pronounced by the IOC, an NOC, an international Federation or an Organizing Committee for the Olympic Games. Although there are so many virtues of CAS as a resolution authority for sports-related disputes in terms of its organization, arbitration rules and procedures, it is also true that the CAS has not been showing the consistency. The CAS should overcome these issues through much more advanced system and its instant and fair decisions.

Arsenic Removal from Water Using Various Adsorbents: Magnetic Ion Exchange Resins, Hydrous Ion Oxide Particles, Granular Ferric Hydroxide, Activated Alumina, Sulfur Modified Iron, and Iron Oxide-Coated Microsand

  • The equilibrium and kinetic adsorption of arsenic on six different adsorbents were investigated with one synthetic and four natural types (two surface and two ground) of water. The adsorbents tested included magnetic ion exchange resins (MIEX), hydrous ion oxide particles (HIOPs), granular ferric hydroxide (GFH), activated alumina (AA), sulfur modified iron (SMI), and iron oxide-coated microsand (IOC-M), which have different physicochemical properties (shape, charge, surface area, size, and metal content). The results showed that adsorption equilibriums were achieved within a contact period of 20 min. The optimal doses of adsorbents determined for a given equilibrium concentration of $C_{eq}=10\;{\mu}g/L$ were 500 mg/L for AA and GFH, 520-1,300 mg/L for MIEX, 1,200 mg/L for HIOPs, 2,500 mg/L for SMI, and 7,500 mg/L for IOC-M at a contact time of 60 min. At these optimal doses, the rate constants of the adsorbents were 3.9, 2.6, 2.5, 1.9, 1.8, and 1.6 1/hr for HIOPs, AA, GFH, MIEX, SMI, and IOC-M, respectively. The presence of silicate significantly reduced the arsenic removal efficiency of HIOPs, AA, and GFH, presumably due to the decrease in chemical binding affinity of arsenic in the presence of silicate. Additional experiments with natural types of water showed that, with the exception of IOC-M, the adsorbents had lower adsorption capacities in ground water than with surface and deionized water, in which the adsorption capacities decreased by approximately 60-95%.

  • The KSTAR Current Lead System(CLS) with network based real-time distributed control system is implemented using an EPICS as a middle-ware software. The current lead system transfers current from magnet power supplies to superconducting magnet system and simultaneously supply the coolant to maintain superconducting state. To control the CLS at main control room an EPICS IOC server is installed in local control area. Using this server, it is able to be controlled and monitored the system in main control room through operator interface(OPI) which uses "caget" to read status and "caput" to write command with a unique name called PV. The EPICS IOC is developed using "ether-ip" driver to communicate with PLC. Also we achieved satisfactory results in operation and stability aspects from a long period commissioning test.

  • The potential use of modified clays in the adsorption of vapor phase benzene and toluene was investigated. The modified clays OC-CPC, IOC, and Al-PILC were prepared for comparative purposes and were characterized using infrared spectroscopy, thermogravimetric analysis, and X-ray diffraction. It was confirmed the intercalation of the aluminium pillar in IOC and Al-PILC, as well as the introduction of cetylpyridinium. The adsorption studies showed a great affinity of benzene and toluene for OC-CPC due to the hydrophobic character that resulted and also to the increase in the interlaminar distance. IOC showed a lower affinity for the benzene and toluene, followed by Al-PILC. Natual clay had no affinity for benzene and toluene due to its hydrophilic nature. Clay materials having a laminar structure can be chemically modified, changing their physiochemical characteristics, such as interlaminar distance, surface area, pore size, and chemical affinity. In this study, it was focused on obtaining modified clays to be used for the adsorption of volatile organic chemicals.

  • RAON은 우라늄과 같은 무거운 이온을 가속시키는 한국형 중이온 가속기로서 현재 양산에 필요한 실험 시설이 구축되고 있다. 이온원을 생성하고 생성된 중이온 빔을 손실 없이 가속시키기 위해서는 빔의 경로인 입사기장치, 가속장치, 실험장치에서 요구하는 최적의 진공 설계가 이루어져야 하며, 이를 제어하기 위해 진공 기기들과의 데이터 통신 및 기기를 보호하기 위한 인터록 로직을 구성하여야 한다. RAON의 진공부 인터록 로직 및 제어 시퀀스는 Programmable Logic Controller (PLC)으로 구성되며, Experimental Physics and Industrial Control System (EPICS) 환경에 통합되어 중앙 제어 시스템에서 관리됨과 동시에 Control System Studio (CSS)를 통해 모니터링 될 것이다. 이를 위해서는 CSS 및 PLC 와 데이터를 송수신할 수 있는 EPICS IOC를 구성하여야 한다. 본 문서에서는 진공 기기들의 정보를 로컬 PLC에서 수집하고, 진공 상태 및 진공 기기들의 작동을 위한 User Interface (UI) 및 EPICS IOC를 구성하는 방법에 대해 논의할 것이다. 진공부 제어 사전 테스트를 위해 프로토 타입 진공 제어 시스템을 구성하였으며, 이를 바탕으로 추후 최적화 된 RAON의 진공 제어 시스템을 구축할 수 있을 것으로 기대한다.

A Study on Hacking E-Mail Detection using Indicators of Compromise (침해지표를 활용한 해킹 이메일 탐지에 관한 연구)

  • In recent years, hacking and malware techniques have evolved and become sophisticated and complex, and numerous cyber-attacks are constantly occurring in various fields. Among them, the most widely used route for compromise incidents such as information leakage and system destruction was found to be E-Mails. In particular, it is still difficult to detect and identify E-Mail APT attacks that employ zero-day vulnerabilities and social engineering hacking techniques by detecting signatures and conducting dynamic analysis only. Thus, there has been an increased demand for indicators of compromise (IOC) to identify the causes of malicious activities and quickly respond to similar compromise incidents by sharing the information. In this study, we propose a method of extracting various forensic artifacts required for detecting and investigating Hacking E-Mails, which account for large portion of damages in security incidents. To achieve this, we employed a digital forensic indicator method that was previously utilized to collect information of client-side incidents.

Development of EPICS-IOC Measuring Magnetic Field at A/Q separator for Separating Specific Ions (가속이온 분리를 위한 A/Q Separator에서 자장측정용 EPICS-IOC 개발)

  • The installation and performance test of the ISOL (Isotope Separation On Line) system for the generation and separation of Rare Isotopes (RI) beams is in progress at the Rare Isotope Science Project (RISP), Institute for Basic Science (IBS). The various RI beams generated by the ISOL target/ion source go through the beam lines and separators, and only the RI beam desired by the user is selected and transmitted to the superconducting linear accelerator at the downstream of the ISOL. In the ISOL system, two separators are installed to separate a specific RI beam, and control is performed by the Experimental Physics and Industrial Control System (EPICS). In this study, an EPICS IOC (Input-Output Control) was developed to measure the magnetic field of a dipole magnet for mass separation of a multivalent (n+) RI beam in the A/Q separator, which is one of the ISOL RI beam separators. The operational stability of the A/Q separator was tested through a magnetic field measurement using a Hall probe.

  • Non-medical use of drugs to enhance performance at Olympic Games by athletes has been prohibited by the International Olympic Committee(IOC) since 1968 on medical and ethical grounds. IOC wants to protect athlete from harmful side effect of drugs due to misuse of it. It also, ethically, wants to have Games run on fair base, not fortified by performance enhancing drugs, The banned substances include stimulants, narcotic analgesics, anabolic sterolds, ${\beta}-blockers$ and diuretics. In order to prevent the positive reaction in the doping test induced by herb medicine, this study was done on about Bojungchisheup-tang. The laboratory set up doping analyses methods to cover as many drugs as possible without sacrificing sensitivity and specificity within one procedure. Its screening method consisted of four different procedures. The results were negative. According to the above results, Bojungchisheup-tang taken by athletes would show the negative reaction in the doping test. So its prescription for athletes can be given without worries of the doping test.
