LNG 인력양성의 국제동향과 대응방안

  • LNG 선박의 급증에 의한 승무원 심각한 부족현상에 대비하여, IMO에서는 STCW의 전면 개정 등의 대응방안을 마련하고 있다. 이러한 국제기구의 대응은 물론 향후 최대 수입국이 될 것으로 예상되는 미국연안에 들어오는 전 LNG 선박의 미국적 선화를 목표로 하는 법안을 승인하는 등 LNG 선박의 안전과 보안으로 인하여 세계 LNG 해운에 있어서의 커다란 변화가 예상된다. 한국해양대학교에서는 이러한 변화의 물결에 발 빠르게 대처하고자 아시아 LNG 교육훈련센터의 설립과 함께 IMO 및 미국의 해양대학들과의 회의를 통하여 대응방안을 검토한 바 있다. 이 발표에서는 LNG 인력양성을 위한 국제적인 동향을 살펴본 후, 이러한 국제적 변화의 물결에 대비하기 위한 방안에 대하여 설명하고자 한다.

  • IMO adopted comprehensive revisions to the International Convention and Code on Standards of Training, Certification and Watchkeeping (STCW) at diplomatic conference in Manila, Philippine in June 2010. In Korea, the legal amendment of Korean Marine Officers Act has been proposed to apply revised STCW convention to The Korean Law. The Korean Marine Officers Enforcement Ordinance Act currently working on follow-up and this legislation was passed in Legislation and Judiciary Committee. This thesis would like to look into the current status of how to apply the Electro-Technical Officers standard and license system from the Korean Marine Officers Act to be revised. Also, This study aims to effectively improve for Korean Marine Officers Enforcement Ordinance of Electro-Technical Officers system and to provide the policy proposal.

  • In 2010 the Manila Amendments established the highest practicable standards for officers and engineers. This amendments includes knowledge, understanding, skills, and proficiency required for a deck officer in terms of the BRM (Bridge Resource Management) to reduce human errors, stated in the International Convention on Standards of Training, Cerification and Watchkeeping for Seafarers (STCW). This paper proposes a proper direction to improve BRM education program in Korea. In relation to the BRM program, its contents and education method were analyzed through the satisfactions survey for cadets and the experienced officers. As a consequence, this research gives several suggestions to improve the current BRM course.

  • 해기사의 해사영어 사용에 대한 체계적 교육의 필요성이 증가되는 가운데, 국제해사기구(IMO)는 이에 발맞추어 해사영어모델코스 3.17을 일반해사영어(General Maritime English, 즉 GME)와 특수해사영어(Specialized Maritime English, 즉 SME)로 나누어 재편하고, STCW에서 요구하는 지식, 이해 및 기술사항들을 영어교육의 다양한 요소들과 접합함으로써, 해사영어교육의 새로운 틀을 만들고자 시도하고 있다. 국내 해기교육 관련대학 및 기관이 향후 해사영어 커리큘럼을 재편성하기 위해서는, 개정될 해사영어모델코스의 주요 내용을 이해하고, 이를 국내 실정에 맞게 적용할 수 있도록 다양한 방안을 모색하는 것이 선행되어야 한다. 따라서 본 연구에서는, 국제해사기구가 제시한 해사영어모델코스 3.17의 개정 목적 및 변화된 해사영어모델코스의 틀과 방향을 살펴보고, 향후 국내교육기관에서의 해사영어교육 커리큘럼을 재편성한 후, 성공적인 언어교육서비스 제공을 하기 위해 고려해야 할 현실적인 제한 요소들을 살펴보고, 이에 대한 해결책을 모색하고자 한다.

효과적인 LNG 교육훈련을 위한 시뮬레이터 활용방안

  • LNG 선박의 급증에 의한 승무원 심각한 부족현상에 대비하여, STCW의 전면 개정 등과 같은 IMO의 대응은 물론 각 국가에서도 승무원 양성을 위한 교육과정의 개설은 물론 관련 법제 정비 등으로 대응방안을 마련하고자 노력을 하고 있다. 이러한 시점에서 국제해사대학연합과 한국해양대학교를 중심으로 한 아시아 LNG 교육훈련센터에서는 향후 국제무대에서 활약할 LNG 교육훈련강사를 양성하기 위한 전문과정을 추진하고 있다. 이 발표에서는 LNG 교육훈련 전문강사 과정의 개요를 살펴보고, 이러한 과정을 효율적으로 운영하기 위한 시뮬레이터의 활용방안에 대하여 설명하고자 한다.

  • Traditionally, in the education for the trainees of marine officier, the emphasis is laid on the practical training on board to prepare them for the future position on board and to fit them for the shipboard life. Though the education has been carried out in various ways according to each country's social tradition, culture and educational system, in these days it is done normally by the combined way of school education and training on board to get the competence for the marine officer. Thus the shipboard training course is compulsively required to the candidates for certification as merchant marine officers by the IMO STCW convention 1978 and also it is believed that the education for the dacet officers is to be completed through the shipboard training. In spite of the various earlier studies to improve the training education system, there are few studies for the matters and problems form the standing point of cadet.

Development of the Ship Manoeuvring PC Simulator Based on the Network (네트워크 기반의 간이 선박조종 시뮬레이터 개발)

  • The characteristics of the manoeuvring motion of a ship are dependent on the ship type, as well as draft or speed in the same ship. In recent years, the number of extra-large vessels has increased significantly, which can cause enormous material and environmental damage in the event of a marine accident. Thus, the importance of ship maneuvering is increasing. The IMO has forced the officers to be trained in simulators through the STCW 95 amendment. However, FMSS is costly and difficult to access and the PC-based simulator has the disadvantage that only one person can engage in simulation. The purpose of this study was to solve the shortcomings of the FMSS and PC-based simulators by enabling multiple people to use their PCs to simulate based on a network. The simulator is implemented through the analysis and numerical calculation of the Nomoto model, Radar function mounting, data transfer protocol design, and GUI building. To verify the simulator, the simulation results were compared and analyzed with the test results of T.S. HANBADA according to the criteria of the Korean Register of Shipping(KR) and IMO standards for ship maneuverability. As a result, It showed a relative error of 0%~ 32.1% with an average of 13.7%, and it satisfied the IMO criteria for ship maneuverability.

Development of the simulator for marine auxiliary boiler system (선박용 보조 보일러 시스템 시뮬레이터 개발)

  • It requires long time and high cost for an apprentice engineer to reach the level of getting various experiences of engine space machinery and preparing for emergency situations. Therefore reducing the time and cost, several types of simulator that give the very similar surroundings to the ship engine room, relevant to STCW-95 are used for systematic education and training to get many experiences and good judgement in emergency. Since most simulators that are operated in Korea were imported from foreign countries, it is difficult to directly implant the amendments of STCW Convention and reflect International Maritime Organization (IMO) model courses. This study describe a development of marine auxiliary boiler simulator that makes the apprentice engineer easier to understand the relationship between equipments in steam system such as auxiliary boiler, exhaust gas boiler, and steam turbine.
