The substation automation is a system to remote-monitor and control electric power flow. And in line with electrification of railway, an interest in electric railway substation automation is increasing. IEC standardized IEC 61850, IEC 61968 and IEC 61970 communication protocol for the telecommunication standardization of the electric power automation industry. The recent SCADA systems in managed electric railway substations are have the problem about the compatibility with the products which fit to the international standard specification afterward. In this paper, the model of electric railway substation automation based on IEC 61850 and IEC 61970 is presented. And the method supporting the compatibility between the equipment is proposed.
Designing communication architecture for substation automation is a challenging and subtle task for visualizing substations in the digital world under the umbrella of IEC61850. Communication paradigms for substation automation are of critical importance because of two reasons; the communication arena is changing daily and opts for convenience and simple deployment at a lower migration cost and interoperability is one of the core constrains of IEC61850 for substation automation. This paper presents an analysis and outline of the crucial need for the deployment of Gigabit Ethernet in substations and also presents suggestions on how Ethernet technology can help in substation automation. Ethernet is one of the most pervasive communication technologies available and can provide a long term solution in the changing arena of communication. We have performed simulations in NS-2 to prove that our suggested communication paradigm is optimal in various regards with consideration of the constraints imposed by IEC61850.

In order to verify a substation automation system based on IEC 61850, Korea Electric Power Research Institute under the project related to SAS has constructed IED testing system, which consists of HMI, IED(Intelligent Electronic Device), network equipment, V/I generator, and performed a various of communication tests such as the interoperability test between two IEDs made by other vendors. The test was proceeded based on SCL(Substation Configuration Description Language). This paper presents ways and procedures to simulate those tests and solutions to clear up SCL based engineering problems and compatibility among the individual manufacture tools.

In this paper, authors deal with an application of power quality monitoring using the Sampled Value which is described in the IEC61850 International Standard for substation communication. Firstly, while Merging Unit is designed as a process level device transmitting sensor data, the practical problems such as time delay compensation and optical fiber communication are issued. Secondly, the Sampled Value message which is proper to a power quality monitoring system is presented. Because the power quality monitoring system requests non time critical service comparing to protection and control applications, the Sampled Value service message structure is introduced to improve efficiency. At last, the power quality monitoring server having various power quality analysis functions is suggested to verify the performance of Merging Unit. With the diverse experiments, it is proved that the process bus distributed solution is flexible and economic for the power quality monitoring.

An electric vehicle (EV) not only receives electric power from the electric vehicle supply equipment (EVSE), but it also exchanges the information regarding charging process with the power gird through the EVSE. However, the EV and EVSE communicate using the ISO/IEC 15118 standard while the EVSE and power grid communicate using the IEC 61850 standard. Therefore, the EVSE should support both the ISO/IEC 15118 and IEC 61850 standards, and provide a data mapping function between the two communication protocols so that the EV and power grid, which support different protocols, can communicate with each other throughout the charging process. In this paper, we propose a mapping method of the EVSE, which converts the ISO/IEC 15118 data to IEC 61850 and vice versa, based on the XML schema of each protocol. The proposed method converts the data using the XSL (eXtensible Stylesheet Language) method, which defines the data mapping between two XML schemas. Our approach is more flexible and easier to maintain against changes in charging scenarios and the standards than other existing approaches such as one-to-one data mapping methods.

The local information processing devices are devices that process information by converting voltage, current, and digital electric signals from legacy-type power facility into IEC 61850 based data. It acquires and processes the operation information of legacy-type power facility, performs control of power facility, and interlock function using internal logic. In particular, the time to convert data to process input and output information for a device is important because a number of protection relay input and output signals are handled by only one device. This paper introduces test methods and cases for measuring IEC 61850 communication function and input/output data conversion time of local information processing device.

This paper suggests a structure of power control system in floating wave-offshore wind hybrid power generation system. We have developed an unified SCADA(Supervisory Control and Data Acquisition) system which can be used to monitor and control PCS(Power Conversion System) based on IEC61850. The SCADA system is essential to perform the algorithm like proportional distribution and data acquisition, monitoring, active power, reactive power control in hybrid power generation system. IEC61850 is an international standard for electrical substation automation systems. It was made to compensate the limitations of the legacy industrial protocols such as Modbus. In order to test the proposed SCADA system and algorithm, we have developed the wind-wave simulator based Modbus. We have designed a protocol conversion device based on real-time Linux for the communication between Modbus and IEC61850. In this study, SCADA system consists of four 3MW class wind turbines and twenty-four 100kW class wave force generator.
As power grids are integrated into one big umbrella (i.e., Smart Grid), communication network plays a key role in reliable and stable operation of power grids. For successful operation of smart grid, interoperability and security issues must be resolved. Security means providing network system integrity, authentication, and confidentiality service. For a cyber-attack to a power grid system, which may jeopardize the national security, vulnerability of communication infrastructure has a serious impact on the power grid network. While security aspects of power grid network have been studied much, security mechanisms are rarely adopted in power gird communication network. For security issues, strict timing requirements are defined in IEC 61850 for mission critical messages (i.e., GOOSE). In this paper, we apply security algorithms (i.e., MD-5, SHA-1, and RSA) and measure their processing time and transmission delay of secured mission critical messages. The results show the algorithms satisfying the timing requirements defined in IEC 61850 and we observer the algorithm that is optimal for secure communication of mission critical messages. Numerical analysis shows that SHA-1 is preferable for secure GOOSE message sending.
OPC UA(IEC62541) is a communication protocol for SG(Smart Grid) application platform. It was standardized by IEC TC57 group in December 2012. The IEC61850 has been used in Digital Substation Systems and Smart Distributed Systems. The DNP3.0 has been used for device's data collection/control in Distributed Systems. The DLMS/COSEM has been used to control metering and collect information in the Smart Metering. The top-level SG management platform needs an independent middleware to manage transparently the Power Information Technology, including the IEC61850, DNP3.0, DLMS/COSEM. In this paper, we propose the SDG(Scada Data Gateway) platform. It manages Power Information Technology based Digital Substation Systems and Smart Distributed systems, Smart Metering through OPC UA.
Since the first proposition of IEC61850 object model at 1993, many questions about making a seamless model have been issued. the reason which they have worry about is that the functions of the equipment are supposed to be changed properly and new equipment and scheme are need to be introduced according to user's application. To handle those issues, TC57 which is a IEC committee for power control and communication has continuously updated the object model. Nowadays along with the new object model involving power quality, distribution resource and wind power, the committee has a plan to announce the revision of IEC61850-7-4. In the study, authors will present the prediction and diagnosis object models for transformer. Transformer models for protection and control have already been dealt with in the international standard but the models for prediction and diagnosis have never mentioned until now. Designing the prediction and diagnosis functions with the existing IEC61850-7-4, it'll be shown what is a proper object model for prediction and diagnosis.
