Establishing an investment evaluation system for public ICT projects is ultimately to increase the success rate of public ICT projects in which government finances are invested and to revitalize the projects, thereby establishing a foundation for national economic growth and enhancing the competitiveness of the global ICT industry. This study tried to empirically verify the effect of public ICT project investment evaluation factors established according to the existing evaluation system on actual project success, and to suggest directions for future investment evaluation factors. Five evaluation factors such as public interest, economic feasibility, technology, policy and budget efficiency were derived through prior research, and the effect of these evaluation criteria on actual project success was verified through questionnaires from experts who directly participated in the actual project. In addition, it was confirmed whether the government's support system had a moderating effect between the investment evaluation factors and the project success of the ICT project. The reliability and validity of measurement tools, structural model analysis, and path analysis were empirically analyzed, and the significance of existing ICT investment evaluation factors was verified.

The purpose of the present study was to identify how and how much teachers utilize ICT in their instruction and to analyze teachers' perception about the environmental factors to promote ICT implementation after their participation in a teacher training for Project-Based Learning (PBL) with ICT. The results showed that there was a significant change in the application of PBL into classroom and the class preparation before and after the training. Lack of time to prepare the instruction using ICT was identified as the most important reason not to utilize ICT in their classroom. While teachers perceived time and rewards among the environmental factors were lack, dissatisfaction with status quo, incentives, knowledge and skill, participation and leadership were perceived as being present in their school.

The purpose of this study is to analyze that ICT-based primary health care affects clinical changes of participants in the primary care chronic disease management pilot project using ICT medical care. Customized health information data, provided by National Health Insurance Service, was used for the analysis. The study targeted a total of 676 people that participated in primary care chronic disease management pilot project using ICT medical care from 2017 to 2018. Hierarchical regression was used to test three model. First, there were many subjects who used face-to-face consultation and non-face-to-face consultation(messaging), but less than half of patients using non-face-to-face consultation(telephone). Second, after participating in the pilot project, the fasting blood sugar level decreased. Third, the clinical condition of the subjects appeared to be an important factor in controlling blood sugar levels. Finally, patients using the non-face-to-face consultation(messaging) had reduced blood sugar levels after participating in the project. This results imply that non-face-to-face consultation is effective in reducing fasting blood sugar level with hospital intervention, and there are effects of the primary care chronic disease management project using ICT.

In Korea, a budget of tens of trillion won is put into the national R & D project every year. Thanks to these efforts, Korea's ICT industry is gaining global attention. However, there are still a lot of problems that are lacking in terms of the cycle of managing national ICT R&D projects. In particular, the issue of sharing is very insufficient throughout the cycle of the national ICT R&D. In this paper, In this paper, We propose a platfom that can be shared throughout the cycle of managing blockchain-based national ICT R&D projects. This platform we call the Perfect Sharing Project Platform (PSPP). We describe that PSPP can achieve excellent research results through information sharing of project process[1-2]. To support the perfect sharing, this platform uses a new notion of consensus algorithm, called POA (Proof of Atomicity). This platform is suitable for sharing information.
It is well known that PMO (Project Management Office)s are effective for successful project performance. Since it takes a long time to develop PMO capability, many public organizations and companies that do not have internal PMOs are increasingly relying on outsourcing of PMO functions in order to introduce mature PMO capabilities in a short period of time. However, it is not verified yet whether outsourced PMO is more effective than internal PMO or not. The objective of this study is to verify the effectiveness of PMO outsourcing. There are many different definitions about PMO function, and even the same PMO function may have different effectiveness depending on the Industry. Thus, this study redefined the PMO functions and Project Performance based on the past studies, and conducted research by focusing on the ICT (Information and Communication Technology) industry. The ICT industry is an important industry economically and has been attracting global attention recently. This study is the first attempt to prove the effectiveness of outsourcing of PMO function in Korea. We found that PMO function outsourcing is effective for certain aspects of project performance, particularly technical support and infrastructure management. Overall, PMO outsourcing is usually more effective than internal PMO for improving project performance. The results of this study are expected to contribute to the development of PMO theories and practices.

As rapidly growing industry, ICT industry is emphasized for its importance and the demand to figure out for the performances of investment of R&D for ICT have been increasing. The performance for investment of R&D analyze mainly as commercialization, sales, hiring employee and intellectual property and so on. In this paper, we propose an analytical method for performance as focusing an application time of patent that are acquired as a result after perform the national project of ICT. We classify 4 subdivision technologies and 17 detailed classification of Korean industrial standard for 35,551 item of ICT area among national R&D project. This paper proposes computational method for required time about patent's performance. As a analyzed result we verify that the activity of technology's commercialization is most active in communication as 1.2 year of ICT among national project.
In this paper, numerical values are derived using topic modeling among data-based evaluation methodologies discussed by various research institutes. In addition, we will focus on the ICT field to see if there is a difference in policy perception between the national R&D project and standing committee. First, we create model for classifying ICT documents by learning R&D project data using HAN model. And we perform LDA topic modeling analysis on ICT documents classified by applying the model, compare the distribution with the topics derived from the R&D project data and proceedings of standing committees. Specifically, a total of 26 topics were derived. Also, R&D project data had professionally topics, and the standing committee-discuss relatively social and popular issues. As the difference in perception can be numerically confirmed, it can be used as a basic study on indicators that can be used for future policy or project evaluation.

Construction materials usually constitute a major portion of the total cost in a building construction project. Materials management Is made problematic by materials shortages, delays in supply, price fluctuations, damage and wastage, and lack of storage space. Despite the potential benefit of ICT, convincing construction organisations to embrace its use and implementation has proved a difficult task. This study seeks to identify the implementation of ICT for materials management processes in construction projects. The findings from the case studies reveal that the implementation of ICT in the materials management processes for construction projects in Malaysia Is at early stage. Microsoft Excel Spreadsheet and handheld devices are found to be the common ICT tools adopted in the materials management processes. The main barrier is found to be the cost involvement at the initial stage or overall implementation of ICT in the materials management processes. Finally, this paper concludes the finding from interviews towards the ICT implementation of materials management in the construction projects.
Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.
