A Study on Utilization of ORCID based Author Identifier at National Level (국가 차원의 ORCID 기반 저자 식별자 활용에 관한 연구)

  • The diffusion of the internet, the advancement of ICT technology, and digital diffusion have facilitated the streamlining and acceleration of scholarly communication and speeding up research, and the paradigm of scholarly information dissemination is changing. This study introduces the ORCID, a unique author identifier, and examines the ORCID organization's activities, the advantages given to researchers and research institutes, and the membership status. In addition, this paper examines adoptions and utilizations of ORCID in major countries including USA, UK, Italy, and China. Based on this, this paper suggests the necessary considerations for utilizing ORCID in terms of governance, system elements, policy and institutional aspects in an effort to identify authors at national level.

  • As ICT industrial paradigm changes and wireless communication services evolve, demands on spectrum information are soaring. We conducted demand survey of experts and public in general on spectrum information and prioritized what we should disclose. And we looked into overseas cases and analyzed their policy, the current status, exceptions for opening spectrum information. In this paper, we suggested a direction on how to make spectrum information public in Korea. Also, we made a proposal to establish management system and legislation for opening spectrum information.

A Study on the Influence of Self-driving Patents on the Firm Performance in the Automotive Parts Industry (자율주행 관련 특허의 자동차 부품 산업 내 기업 성과에 미치는 영향에 관한 분석)

  • Self-driving technology is changing the paradigm of automotive industry. Since it is imperative to converge this emerging technology with ICT and there is a time lag between securing this emerging technology and occurrence of firm performance, it is difficult to make decisions on technology development. This study investigates patent indicators to understand the impact of self-driving technology on performance of automotive parts companies. We analyze 611 of self-driving technology patents from 2000 to 2016 and the financial performance of 270 small and medium businesses that register the corresponding patents with consideration of up to four years of time lag. Our analysis results show that patents related to self-driving has a positive impact on asset growth of 2 years and sales growth of 3 years in terms of time lag. This study contributes to the literature by analyzing the impact of technology development on the firm performance in case of convergence of the automotive and ICT industries. Additionally, this study provides a role of patent in knowledge management planning through technology development as a practical implication.

Water resources sector has been building a system of control that can be performed electronically, communications, management, energy, and other work-related. Water resources sector has been a paradigm shift in water management and the control system is integrated into a single network.   • In a cloud computing paradigm, allocation of various virtualized ICT resources is a complex problem due to the presence of heterogeneous application (MapReduce, content delivery and networks web applications) workloads having contentious allocation requirements in terms of ICT resource capacities (resource utilization, execution time, response time, etc.). This task of resource allocation becomes more challenging due to finite available resources and increasing consumer demands. Therefore, many unique models and techniques have been proposed to allocate resources efficiently. However, there is no published research available in this domain that clearly address this research problem and provides research taxonomy for classification of resource allocation techniques including strategic, target resources, optimization, scheduling and power. Hence, the main aim of this paper is to identify open challenges faced by the cloud service provider related to allocation of resource such as servers, storage and networks in cloud computing. More than 70 articles, between year 2007 and 2020, related to resource allocation in cloud computing have been shortlisted through a structured mechanism and are reviewed under clearly defined objectives. Lastly, the evolution of research in resource allocation techniques has also been discussed along with salient future directions in this area.

  • Cognitive Radio network (CR) is a promising paradigm that helps the unlicensed user (Secondary User) to analyse the spectrum and coordinate the spectrum access to support the creation of common control channel (CCC). The cooperation of secondary users and broadcasting between them is done through transmitting messages in CCC. In case, if the control channels may get jammed and it may directly degrade the network's performance and under such scenario jammers will devastate the control channels. Hopping sequences may be one of the predominant approaches and it may be used to fight against this problem to confront jammer. The jamming attack can be alleviated using one of the game modelling approach and in this proposed scheme stochastic games has been analysed with more single users to provide the flexible control channels against intrusive attacks by mentioning the states of each player, strategies ,actions and players reward. The proposed work uses a modern player action and better strategic view on game theoretic modelling is stochastic game theory has been taken in to consideration and applied to prevent the jamming attack in CR network. The selection of decision is based on Q learning approach to mitigate the jamming nodes using the optimal MDP decision process

  • Conducting AI-based fusion business due to the increment of ICT fusion medical device has been expanded. In addition, AI-based medical devices help change existing medical system on treatment into the paradigm of customized treatment such as preliminary diagnosis and prevention. It will be generally promoted to the change of medical device industry. Although the current demand forecasting of medical biotechnology commercialization is based on the method of Delphi and AHP, there is a problem that it is difficult to have a generalization due to fluctuation results according to a pool of participants. Therefore, the purpose of the paper is to predict demand forecasting for identifying promising technology based on building up big data in medical biotechnology. The development method is to employ candidate technologies of keywords extracted from SCOPUS and to use word2vec for drawing analysis indicator, technological distance similarity, and recommended technological similarity of top-level items in order to achieve a reasonable result. In addition, the method builds up academic big data for 5 years (2016-2020) in order to commercialize technology excavation on demand perspective. Lastly, the paper employs global data studies in order to develop domestic and international demand for technology excavation in the medical biotechnology field.

  • Digital Health Care is the convergence of ICT and (non)medical technology, emphasizing the importance of prevent and monitoring health management in terms of new challenging medical paradigm: predictive, preventive, personalized and participatory. Beyond the limited medical industry of long-term care insurance, it is emerging that AI, IoT, Big Data related new services with new technologies in the 4th revolution era.   • In recent years, our society, because of the arrival of a new paradigm according to the rapid changes in ICT has entered into future smart society and the ubiquitous era. So it can be a notable turning point in the marine disaster prevention system with big data, aspects of the era change. Therefore, this study was to derive a desirable vision for the big data marine disaster prevention informatization in terms of ICT maritime disaster prevention system development as preparedness for the maritime disaster by applying 'scenario planning' as a foresight method. Soon this study derived a successful marine disaster prevention informatization strategy as preparedness for the maritime disaster like Ferry Sewol Disaster. It proposed the big data marine disaster prevention informatization system with the use of the administrative aspects of information with spatial informatization as big data information. Also this study explored the future leadership strategy of the big data marine disaster prevention informatization in smart society. Eventually in 2030 to around, In order to still remain our marine disaster prevention informatization as a leading ICT nation, this study suggested the following strategy. It is important to ready the advanced Big Data administrative spatial informatization system In terms of prevention of incidents like Ferry Sewol Disaster.

  • In the knowledge and information society which came into being with the advancements made in information and communication technology, there is an increasing perception of the importance of having knowledge and therefore being able to appropriately respond to the rapidly-changing society. Along with this, for the paradigm that stresses creativity and character, there must accompany advanced ways of conducting education which are capable of supporting changes in the educational objectives and contents. With respect to this, there is a need for sustained and long-term research into ways of utilizing SNS and ICT in the field of education. Accordingly, in this paper, a digital curation system was developed for educational contents that aim to develop one's creativity and character. Recently, web hacking is taking place actively. In this paper, a digital curation system that is secure against WebShell - one of the web hacking methods - is analyzed, as well as how to appropriately deal with this type of an attack.
