과학 기술에 발전에 따라 정보통신기술(ICT)도 농업에서 광범하게 응용하고 있다. 또한 무선 센서 네트워크는 농업에서 특히 농작물 정보 검측 방면에 응용하면 농업 지능화 및 자동화 시키는 최선의 방법 중 하나이다. 본 논문에서는 ICT 농업 융합기술 살펴보고 ICT 농업 분야에서 활용사례 및 문제점 분석하여 ICT 농업 융합기술의 발전 방안을 모색하고자 한다.

Convergence is now the trend of knowledge information society. Information technology and knowledge transfer are main sources of convergence. There are many articles which studied outcomes of convergence while there are few articles that try to study the process of convergence. The purpose of this study is to investigate how convergence is dynamically formalized. For the analysis, we used Institutional Analysis and Development(IAD) framework from the point of convergence. IAD framework could synthetically study the origin and the process of convergence. We investigated the case of sillicon valley whether or not dynamics of ICT convergence could be explicable by IAD framework. The results shows that ICT technology and knowledge could be the enabler for the formation of convergence. ICT technology accelerates convergence and knowledge convergence from information converge different technologies and industries. This article provides a theoretical foundation for future research to analyze dynamics of ICT convergence by the IAD framework. For the future work, it is recommended that a study is to be empirically analyzed the dynamics of ICT convergence.

본 연구는 아프리카에서 사회경제 문제를 해결할 수 있는 인프라로 부상한 모바일을 통한 경제발전 전략을 제안한다. 이를 위해 빠르게 성장하고 있는 아프리카의 경제와 ICT 현황을 분석하고, 농업, 금융, 교육, 의료분야에서 활용되는 모바일 서비스 사례를 분석하고 경제발전 이론과 브로드밴드의 경제발전 기여 효과를 살펴보았다. 아프리카는 열악하고 비싼 유선 발전 단계를 뛰어넘어 모바일을 통해 정보화를 이루고, 이를 활용하여 ICT 기반의 압축적인 산업화를 이루는 발전 전략을 추진하는 것이 바람직하다. 아프리카의 모바일을 통한 도약발전을 위해 모바일 브로드밴드 인프라 구축, 저가 스마트폰 보급을 위한 정책, 정부주도의 모바일 콘텐츠 보급이 필요하다. 본 연구의 결과는 국내 ICT기업들의 아프리카 시장 진출에 대한 인사이트를 제공할 것이다.

This paper draws the home into the stream of information and communications technology (ICT) development. Considering that homes and our home life are constantly affected by persistent change influenced by ICT, it is remarkable that ICT has been relatively neglected as an object of research in the field of housing studies. This study provides an overview of conceptual movements in ICT/home relationships and their design and social impact through a critical discourse analysis. The conceptual movements must be considered by professionals in the field of housing and built environment to stay attuned to changes in the 21st Century. Diverse debates took place in the discourse about ICT in relation to home. The stream of thought was started by futurists who saw the electronic cottage as a solution to the social problems caused by the separation of work and home life in industrial cities. ICT has now entered a new phase, with WiFi P2P networks and location-based social media that encourage sharable homes. Based on the analysis of the discourse on ICT and home, we drew from three issues related to the paradigm shifts in homes in the context of ICT development to provide future directions for housing studies: from space programming to time scheduling, from individual ownership to shared access, and from live+work dwelling to live+work+community.

본 연구는 ICT 활용 교수학습과정에서 교수자에게 요구되는 ICT 소양능력과 활용능력을 극대화하며, 학습자에게는 제시되는 학습 내용을 단순 수용하는 것에서 벗어나 자기주도적인 학습으로 유도하는 것을 목적으로 하고 있다. 이를 위하여 집단지성 알고리즘을 적용한 콘텐츠 추천 시스템을 통하여 교수자 및 학습자에게 제공하여 유기적인 교수학습 과정을 운영할 수 있으며, 교수학습 주제 선정시 학습모형 템플릿을 제공하여 교수자가 용이하게 교수학습과정을 설계할 수 있도록 시스템을 개발하였다. 최종적으로 제안된 ICT 교수학습 모델과 인터페이스에 대한 효용성은 추후 교수자 및 학습자 평가를 통해 검증해 볼 필요가 있을 것이다.

본 연구는 국내 사정에 적합한 스마트팜 기술 전략을 ICT 기술의 국내 사정에 적합한 차별화를 중심으로 제안하고자 했다. 해외 농산업 선진국의 경우 각 나라의 지형적 특성, 농산업 특성, 국민 수요 특성 등을 전반적으로 반영한 특정 단계 개발에 주력함을 확인했으나, 국내 스마트팜의 경우 해외 기술을 여과 없이 수용하여 국내사정에 적합한 기술의 선별적 개발이 수행되지 않음을 확인했다. 따라서, 본 연구는 국내 농촌 인구의 급격한 감소, 인구 고령화, 농작물 가격 경쟁력 상실, 휴경지 증가, 경지 이용률 감소 등 문제에 따라, 차후 스마트팜 ICT 기술 개발 방향성을 품질 좋은 농산물을 창출하여 가격 경쟁력을 갖추기 위한 성능의 우수함, 노동인구 고령화에 따른 사용의 용이성, 영세한 경영규모에 적합한 경제성 등에 주목하여 스마트팜을 추진해야 함을 제시했다. 첫째, 경제성 차원에서 영세농가(1차) 경영환경에 필요한 기능들만 선별하여 ICT 기술을 구성하고, 이들과 원활한 의사소통 체계를 ICT 기술에 적용하여 실제 농가에서 필요로 하는 기능을 점차적으로 업데이트함으로써 비용 감소에 일조할 수 있음을 제안했다. 둘째, 성능차원에 있어서는 국내 고령화 인구에 적합한 빅데이터 난이도 조절, 이들에게 적합한 언어사용, 이들의 예측 성향을 반영한 알고리즘 설정 등 ICT의 의사소통 기능 개선에 주목한다면 작동 정확성을 증대할 수 있음을 제안했다. 셋째, 사용용이성 차원이다. 6차산업(1차(농업,임업)+2차(농수산물가공)+3차(서비스,농어촌체험,유통)) 발전을 위한 ICT 기술에 기반한 스마트팜은 특정 명령어에 따라 동작을 수행하는 바, 특정 명령에 빅데이터에 근거한 추론을 통한 추가적 기능들이 자동적으로 수반될 것과, 각 지역적 환경에 맞춤화된 빅데이터 구성에 기반한 장치를 미리 세팅, 표준화하여 사용용이성을 촉진할 수 있음을 최종 제시했다.

최근 전 세계적으로 4차 산업혁명에 대한 관심이 높아지면서 건설산업에서도 이를 대응하는 것이 중요한 현안이 되고 있다. 건설산업이 4차 산업혁명을 효과적으로 대응하기 위해서는 관련 기술을 건설기술과 접목시키는 노력이 필요하며. 이를 위해서는 4차 산업혁명 기술을 건설기술에 접목시킨 트렌드를 분석하고 이해할 필요가 있다. 본 연구의 목적은 빅데이터분석 기법을 활용하여 지난 10년간의 ICT 건설기술 개발 트렌드를 분석하고 주요 특징을 도출하는데 있다. 트렌드 분석 결과, 총 11개의 트렌드가 도출되었으며 ICT 건설기술 개발이 예상만큼 활발하지 않은 것으로 나타났다. 또한 그간 건설기술 개발은 소프트웨어 기술 보다는 하드웨어 기술 개발에 치중되어 있던 것으로 나타나 향후 소프트웨어 기술 개발에 대한 관심과 노력이 필요한 것으로 나타났다.

ICT 관련 규제들을 살펴보면 현실에 맞지 않거나 실행하기 어려운 규제들이 많다. 정부에서는 '경제혁신 3개년 계획'을 발표하여 ICT기술의 발전을 도모하였지만, 기업들은 정책으로 인해 발전하지 못한다고 생각하였으며, 세계 최고 수준에 도달해있는 기술이 있지만 규제로 인해 국제지표에서는 그다지 높은 성과를 내지 못하고 있다. 국내의 규제를 바라보는 몇가지 시선을 본문에서 다루고 문제점들의 해결방안을 모색하였다.

This paper analyses the Korean information and communication technology supply side across the economy using 1995, 2000 and 2003 input-output tables. Input-output analysis considers inter-industry relations in an economy, depicting how the output of one industry goes to another industry where it serves as an input, and thereby makes one industry dependent on another both as customer of output and as supplier of Inputs. It can be evaluated that the recent growth of Korean ICT sector has come from the development of communication service and equipment industry and software industry. Although the high performance and positive revealed comparative advantages in ICT manufacturing sector, the value added and employment in that sector are not satisfactory. It may reflect in part high portion of imported intermediate goods in ICT manufacturing. However, it is fortunate that ICT services, which accounted for relatively high value added, induce the development of ICT manufacturing and follow strong export performance. Moreover, it is expected that the software sector with high value added and employment will be a major driver of ICT growth.

The fishing industry in Europe has faced environmental, economic, and social challenges. Since the early 2000s, a key tool in addressing these challenges has been information and communication technology (ICT), which has helped to modernize fishery systems in European Union (EU) countries. The ICT used in EU fisheries can be categorized broadly as 1) macro-technologies such as satellite and other remote sensing technologies in combination with geographical information systems, 2) micro-technologies adapted for fishing vessels such as echo sounders, ship navigation devices, and mobile communication devices to connect fishermen and consumers, and 3) onshore micro-technologies related to internet technology and mobile devices. The European Monitoring Center on Change has used ICT to effectively manage fisheries bio-resources. This use of ICT has contributed to the development of sustainable and competent fisheries in the 2000s, even though the knowledge-sharing practices involved are contrary to the long tradition of autonomy within the fishery industry.
