A Performance by New Technology Investment and Legal System Operation in Government Organization (정부조직 내 신기술 투자와 ICT 법·제도 운영에 따른 성과 연구)

  • The purpose of this study is to empirically examine the ICT legal system and the ICT performance by new technology's investment for government organizational changes. I will show the impact of government ICT investment interest, competency, convergence and process change, and then present policy direction. A research method used the structural equations. As a result of analysis, ICT investment interest and operational competency showed the negative impact the ICT legal system and the role change of ICT process and convergence of new technologies showed the positive impact. The Framework Act on National Information showed the positive impact on organizational performance, but the E-Government Act showed the negative impact. The contribution in the study expanded organization research from MIS perspective, and each organization is required the conflict resolve by ICT investment. A future study will require longitudinal study of ICT capabilities from previous to present government.

  • Currently, various technological models and services are emerging because of the development of information and communication technology and the convergence of industries. The ICT car field is expanding because of technological convergence in the automobile industry. However, ICT convergence services are still being developed based solely on technology; characterization of users and their needs is lacking. Therefore, two types of ICT car services that apply human-centered design processes are developed in this study. These processes create services and models while considering the quality and functions of products based on users (instead of technology) when developing products or services. Usability evaluation was performed on the developed services; a human-centered design process was applied to the results to confirm that the derived services resulted in high satisfaction. In the future, these research results will provide useful applications when developing ICT car services and strategies.

  • The ICT (Information and Communication Technology) technology has been widely applied in agriculture, with the development of science and technology wireless sensor network applied to agriculture is one of the best intelligent means for information detection in crops. This paper investigates ICT convergence technology and analyzes the use of ICT examples and problems in the agricultural sector to grope a development program of ICT agricultural convergence technology.

  • This study aimed to investigate the influence of the various factors ICT Convergence of Sports Game device on user satisfaction and intention to reuse. For this goal, based on the review of literature and the Extended Technology Acceptance Model, a research model was constructed that consists of playfulness, usefulness, convenience. The proposed model is analyzed to target 271 customers in Daegu National Science Museum experienced ICT Convergence Sports Game Device using Smart Partial Least Square(PLS) 2.0. The result of hypothesis testing are as follows. First, Playfulness, Usefulness, Convenience showed positively significant impact on Game satisfaction. Second, Game satisfaction positively influenced Reuse Intention. Thus, based on the results of the study, ICT Convergence of Sports Game Device seems to help in the development of a contents.

  • In 2011, Government introduced "IT Convergence Technology Prediction Survey 2025". This report includes 10 ICT industries. Convergence was combined with a word 'digital'. Digital convergence means a service or new product which appeared through fusion of unit technologies in information and communication regions. The effects of convergence technologies and social phenomenons are visualized in overall regions of society such as economy, society, culture, etc. In this paper, we described a prospects and technologies needed in digital convergence environment. And we described IT-Building, IT-Car, IT-Medicine, IT-Textile which was related with our lives in today among 10 ICT industries.

  • In order to continue to grow in response to the rapidly changing industrial environments, companies must retain technological innovation capabilities and enhance market competitiveness. When competition is intensifying for creating new businesses and developing new products through technology commercialization, creating and utilizing technology convergence performance is an important means to create new competitiveness. However, there has been a lack of effort to systematically understand the level of technology convergence performance of the enterprise and to understand its relationship with management performance. In this paper, we develop a new analytical index by segmenting the technology convergence into patent variety, balance and disparity using patented IPC code information based on the concepts presented in existing diversity studies. In addition, 4,522 patents granted for three years between 2013 and 2015 by 219 KOSDAQ companies belonging to the domestic ICT convergence industry were analyzed to demonstrate that the level of technology convergence performance is positively related to sales growth rate in 2016.

  • With the rapid growth of the up-to-date ICT technology and ICT based convergence technologies recently, the efforts of the technical transfer and commercialization are realized actively. However, valuation methods of these technologies are mainly based on the existing valuation method of enterprise and business value review, not for the technology itself. Therefore, there are obvious limits for the accurate valuation of the up-to-date technology in ICT fields. In this study, we analyze the valuation result of the case study, in which the existing valuation method of the enterprise and business value review is applied to the rapid growth up-tp-date ICT technology. Then, we explore the problems of this valuation method considering the inherent characteristics of the ICT technology and suggest the feasible solution.

  • Virtual testing is considered a major requirement for the safety verification of autonomous driving functions. For virtual testing, both the autonomous vehicle and the driving environment should be modeled appropriately. In particular, a realistic modeling of the perception sensor system such as the one having a camera and radar is important. However, research on modeling to consistently generate realistic perception results is lacking. Therefore, this paper presents a sensor modeling method to provide realistic object detection results in a MILS (Model in the Loop Simulation) environment. First, the key parameters for modeling are defined, and the object detection characteristics of actual cameras and radar sensors are analyzed. Then, the detection characteristics of a sensor modeled in a simulation environment, based on the analysis results, are validated through a correlation coefficient analysis that considers an actual sensor.

  • The purpose of this study was to examine the current status and future prospects through the Classification of sports and ICT convergence technology for the health. Sports and ICT convergence technology could be classified into three types-sports and virtual reality, wearable devices, application and platforms. First, the application of virt ual reality technology gives a user the feeling of reality, fun, and flow through the sensing technology. And this was extended to 'Gamification' concept, gamification of the Nike Plus has become a catalyst in the spread of wea rable devices market. Second, the fastest growing sector in the wearable device area is the health and sports. Chin ese and start-up companies as well as global ICT companies is competing for expanding the pool by releasing the fitness-related wearable devices. Third, the building of platform that can utilize the health and exercise-related dat a collected through the application is expanding.

A New Measurement to Understand Convergence Phenomenon

  • Many scholars have persevered in understanding the convergence process by developing a measurement that reflects the characteristics of the convergence phenomenon as a process. Recently a series of studies suggested a framework in terms of diversity and coherence. However, an index for coherence is required to reflect the vital features of the conceptual definition, and thus a new index for coherence is proposed in this paper. Technology Convergence Index combines diversity and coherence and indicates the degree of the convergence in information computer technology (ICT), biotechnology (BT) and nanotechnology (NT) sectors. The index can not only be used to track each technology field that consists of a major technology sector, but also to compare other leading countries. Based on a comparison study between the United States and South Korea, the degrees of technology convergence of Korea in ICT, BT, and NT sectors have ameliorated.
