South Korea decided to use the public safety long term evolution (PS-LTE) method to build a wireless communications network for national disaster. The move will allow all disaster management agencies, including police, firefighters and the military to use multimedia information, including videos, in addition to voice to carry out rescue operations from 2017. The Ministry of Science, ICT and Future Planning said Thursday that it adopted PS-LTE as the technology method for national disaster management system following a national policy coordination meeting last month. PS-LTE is a method integrating group communication, direction communication between terminals and independent base station function with existing LTE technology. Until now, disaster management agencies used technology that only allowed voice communication. However, transmission of multimedia information is possible using PS-LTE.

With the development of ICT technology, the indoor utilization of robots is increasing. Research on transportation, cleaning, guidance robots, etc., that can be used now or increase the scope of future use will be advanced. To facilitate the use of mobile robots in indoor spaces, the problem of self-location recognition is an important research area to be addressed. If an unexpected collision occurs during the motion of a mobile robot, the position of the mobile robot deviates from the initially planned navigation path. In this case, the mobile robot needs a robust controller that enables the mobile robot to accurately navigate toward the goal. This research tries to address the issues related to self-location of the mobile robot. A robust position recognition system was implemented; the system estimates the position of the mobile robot using a combination of encoder information of the mobile robot and the absolute space coordinate transformation information obtained from external video sources such as a large number of CCTVs installed in the room. Furthermore, vector field histogram method of the pass traveling algorithm of the mobile robot system was applied, and the results of the research were confirmed after conducting experiments.

The competition among nations has been extended to competition between localities, and the importance of knowledge activities in local areas is being emphasized. To contribute to the nurturing of highly qualified professionals and the development of local industry, the Korean government established the S&T-centric research universities including KAIST in 5 local areas. These S&T-centric research universities are top notch research centers and educational environments in Korea. However, it has been pointed out that their ability to act as local innovation hubs is limited. Accordingly, this study conducted an empirical analysis on the outcomes of the S&T-centric research universities by dividing them into two categories, Mode 1 and Mode 2, and comparing them with those of other general universities. It was found that the outcomes of the S&T-centric universities were higher in Mode 1, but lower in Mode 2, than those of the general universities. Furthermore, the S&T-centric universities are not connected very much to the region's specialized industries. It was difficult to find any evidence that the S&T-centric universities differ from the other universities in terms of their outcomes or activities as they were initially envisaged.

The number of female government employees is increasing steadily; therefore, the importance of their effective management is also increasing. Recently, female government employees have organized and exploited their social networks to achieve career success. To obtain a better understanding of the consequences of social networking and its impact on female government employees, 262 female employees were asked to provide details about their experiences and attitudes regarding networking behavior (internal and external networking) and how they influenced affective commitment and individual adaptation performance. The results confirmed that social networking significantly increases emotional sharing, and leads to high levels of affective commitment and individual adaptation performance. The moderating roles that positive psychological capital play in the relationships between social networking (internal and external) and emotional sharing were also investigated. The results confirmed that positive psychological capital enhances the impact internal social networking has on affective commitment and individual adaptation performance. Managerial implications for developing effective female employee management strategies were provided for government managers. Based on these results, the theoretical and practical implications of the research findings are discussed, and recommendations for future research are provided.
Communication, Ocean and Meteorological Satellite (COMS) was launched in 2010 with three payloads that include Ka-band communication payload developed by Ministry of Science, ICT and Future Planning (MSIP) and Electronics and Telecommunications Research Institute (ETRI). This study introduces a real-time remote vessel monitoring system built in the Socheongcho Ocean Research Station using the Ka-band communication satellite. The system is composed of three steps; real-time data collection, transmission, and processing/visualization. We describe hardware (H/W) and software systems (S/W) installed to perform each step and the whole procedure that made the raw data become vessel information for a real-time ocean surveillance. In addition, we address functional requirements of H/W and S/W and the important considerations for successful operation of the system. The system is now successfully providing, in near real-time, ship information over a VHF range using AIS data collected in the station. The system is expected to support a rapid and effective surveillance over a huge oceanic area. We hope that the concept of the system can be fully used for real-time maritime surveillance using communication satellite in future.
With the advent of a new Korean government, a new national agenda (140 items) was reported. Additionally, Work Plans of the executive bodies were also released, including the Ministry of Science, ICT and Future Planning (MSIP); the Ministry of Trade, Industry and Energy (MOTIE); the Ministry of Oceans and Fisheries (MOF); and the Ministry of Environment (MOE); the Ministry of Land, Infrastructure, and Transport (MOLIT). For government-supported research institutes, it will be important to watch and analyze the changes in the government's primary policies and strategic goals. In this paper, we analyzed new governmental research and development (R&D) policy with respect to geoscience and mineral resources technology. The results indicated that the executive bodies emphasized, for the job creating 'creative economy' and the 'safety and integration society', the establishment of the creative economy; science and technology development based on creativity and innovation; creation of new growth engines by fusion and diffusion; construction of stable energy systems; promotion of environmental industry; and creating satisfactory land services. In the area of geoscience and mineral resources technology, it is time to search for a new, creative, and interagency fusion R&D contents to meet the needs of the public and boost its national competitiveness.
The Ministry of Science, ICT and Future Planning (MSIP) introduced its new Mission Oriented Evaluation System (MOES) for government affiliated research institutes and Government Supported Research Institutes (GSRI) on science and technology in 2013. The Korea Institute of Geoscience and Mineral Resources (KIGAM) is the first MOES applied Science and Technology (S&T) GSRI, that has research divisions focusing on geoscience and geological surveys, mineral resources extraction and utilization, petroleum extraction and marine mineral research, and geological applied and environment research. In appling the final evaluation of MOES on KIGAM, we found difficulty classifing the concepts of research excellence and risk (innovativeness) in guidelines of Research Evaluation Indicators (REIs) of MSIP. We have developed quantitative and qualitative indicators that can present research excellence and risk (innovativeness) through the KIGAM World Class Laboratory (WCL) strategy and related studies, innovative research and development guidelines of MSIP (2013a) and honorable R&D failure guidelines of MSIP (2013b). We have applied our developed REIs in KIGAM which handles basic research, applied and development research and public services. Therefore, our developed REIs can be effectively applied in every S&T GSRI.

Baculovirus was originally isolated from the alfalfa looper and contains a 134-kbp genome with 154 open reading frames (ORF). The major capsid protein VP39 together with some minor proteins forms the nucleocapsid ($21nm{\times}260nm$) that encloses the DNA with p6.9 protein. They are double-stranded, circular, supercoiled DNA molecules in a rod-shaped capsid. Wild-type baculoviruses exhibit both lytic and occluded life cycles that develop independently throughout the three phases of virus replication. Recombinant baculoviruses can transfer their vectors and express their recombinant proteins in a wide range of mammalian cell types. Especially, inclusion of a dominant selectable marker in these baculoviral vectors can express diverse recombinant genes in many cells. Baculoviral vectors were reconstructed with cytomegalovirus (CMV) promoter,uroplakin II promoter, polyhedron promoter, vesicular stomatitis virus G (VSVG), enhanced green fluorescent protein (EGFP), protein transduction domain (PTD) gene and so on. These reconstructed vectors were infected into various cell and cell lines. We performed transfection and expression of these recombinant vectors comparison with other control vectors. From this study, we knew that transfection and expression of these recombinant vectors have higher efficacy than any control vector. The Korean government is aiming to strengthen industrial and national competitiveness through the promotion of cooperation between universities, public research institutes and industry and vitalization of technology transfer. In 2013 and 2014, the Ministry of Trade, Industry and Energy and Ministry of Science, ICT and Future Planning have announced policies to support SMEs by public research organizations. In addition, in 2015, the 'Korean Fraunhofer support system', which pay government subsidies according to the amounts of private R&D funds was adopted. However, there are some concern about the government's policies. There is yet disclosed how these policies affect technology transfer because industrial R&D funding has not been activated in Korea unlike German. Therefore this paper analyzes effects of relationship between universities, public research institutes and external organizations on performance of technology transfer based on the Triple Helix Model. Empirical results show that the relationship with the government has a significant impact on the resource security and the relationship with the industry has a significant effect on the diffusion of the performance. In addition, a public research institute was selected and case analysis was conducted to suggest policy implications for improving the technology transfer performance of universities and public research institutes.

Recombinant baculoviruses are widely used to express heterologous genes in cultured insect cells. Recombinant baculoviruses can serve as gene-transfer vectors for expression of recombinant proteins in a wide range of mammalian cell types. Baculovirus system has significant benefits in view of safety, large-scale, and high level of gene expression. In this study, baculoviral vectors which were reconstructed from pOPINEneo-3C-GFP vector, were recombined with cytomegalovirus (CMV) promoter, green fluorescent protein (GFP), and p53 with NcoI and XhoI. These recombinant vectors were infected with various cells and cell lines. The baculovirus vector thus developed was analyzed by comparing the metastasis and expression of the recombinant genes with conventional vectors. These results suggest that the baculovirus vector has higher efficiency in metastasis and expression than the control vector.
