Despite a commonly held belief that standards obstruct innovation, recent research shows that they can actually play critical roles in supporting various activities of technological innovation. Thus, providing an innovation-friendly environment through standardization has been gaining much attention in recent years; however, there is as yet limited understanding, due to complex dynamics and high uncertainties associated with innovation, as well as a variety of different types and functions of standards with various stakeholders involved. The problem becomes even more challenging for standardization in highly complex systems, such as Information and Communication Technology (ICT) systems, where a large number of domains and components are involved, along with various types of stakeholders. In order to deal with such complexity and variations, a systematic approach of standardization roadmapping has been used in many technology-leading countries as a strategic policy tool for supporting effective management of standardization. Despite its wide adoption, the current understanding of standardization roadmapping is somewhat limited, leaving significant challenges for policymakers and standards organizations in terms of how to structure and manage roadmapping exercises, and how the government should get involved. In this regard, the current research explores existing standardization roadmaps in various contexts related to ICT systems (ICT in Korea, Smart Grid in the US, and electromobility in Germany), as there is a particular need for systematic development of strategies for such complex systems of ICT. Focusing on various aspects of standardization roadmapping exercises such as their structures, processes, and participants, their common features and key characteristics are identified. Comparing these roadmaps also reveal distinct differences between standardization roadmapping approaches adopted by different countries in different contexts. Based on lessons learnt from existing practices, the study finally provides insight for the Korean ICT standards community on the ways in which their standardization roadmapping approach can be improved to support anticipatory management of standardization activities more effectively. It is expected that the current research can not only provide increased understanding of standardization roadmaps, but also help policymakers and standards organizations to develop more effective strategies for supporting innovation through the systematic management of standardization.

경제 성장에 따른 지구 온난화와 이로 인한 기후변화에 대응하고, 코로나19로 인한 경제위기를 극복하기 위해서 각국은 그린뉴딜 정책을 추진하고 있다. 그린뉴딜 정책을 실현해 나가는데 있어서는 ICT 기술의 역할이 매우 중요하며, ICT 기술의 표준화는 선행적으로 추진되어야 한다. 이에 본 논문은 국내외의 그린뉴딜 정책을 살펴보고 이와 관련한 국내외 ICT 표준화 활동 동향을 분석한다. 이를 토대로 한국판 그린뉴딜 정책의 성공적인 실현을 위해서 8대 과제별로 개발해야 할 ICT 표준 아이템을 제안한다. 그린뉴딜 관련 ICT 표준을 개발함에 있어서 공공시설 제로에너지화 과제를 사례로 ICT 표준화 추진 전략을 제안한다. 또한, 그린뉴딜 관련 ICT 표준화 정책을 추진함에 있어서의 어려움을 해결하기 위한 방안을 제안한다. 본 연구를 통해 범정부차원에서 추진 중인 한국판 그린뉴딜 정책이 ICT 표준 기술을 바탕으로 실효를 거둘 것으로 기대한다.

평화 통일을 유도하기 위한 최우선 정책은 북한의 인터넷 개방유도이다. 남북한 ICT산업 교류협력을 위하여 인터넷 개방을 유도하기 위하여 북한의 ICT 일반표준, 인터넷 현황과 산업현황, 실현가능성 등을 분석하여 준비 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 한국의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 따라서 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준화를 통한 북한 인터넷 개방유도에 대하여 연구하였다.

IT 와 농업 및 축산업의 융합은 생산, 유통, 소비 분야에서의 효율과 질적 향상을 기대하게 되었고 특히 IT 영역의 정보 분석 기술과 자동제어 기술은 농산물 생산에 많은 장점을 제공하게 되었다. 네트워크 기반에서의 농축산업 분야 ICT 확대는 기술적, 환경적인 측면에서의 어려움들을 해결하게 되었으며 ICT 융합을 주도하는 국내 및 국제 표준기구에서는 최근 스마트 농축산업 영역에서의 필수 기술 항목을 표준화하여 다양한 문제를 해결하려고 시도하고 있다. 본 논문에서는 IT와 접목한 스마트 농축산업 환경에서의 ICT 표준화 중점 항목을 분석하고 로드맵을 제시한다.

스마트제조는 제품기획, 설계, 생산, 품질, 재고, 조달 등 스마트공장 내 제조 프로세스의 정보화, 최적화 및 생산 시스템의 자동화를 ICT기반 스마트 기술로 실현하는 제조 공정으로 정의된다. 본 논문에서는 스마트공장과 스마트제조 시스템의 운영시 발생하는 제조 데이터와 관련된 국내 표준화 동향에 대해 소개한다. 표준화의 범위가 매우 넓기 때문에 스마트공장 및 제조 ICT시스템과 관련된 일반적인 표준화 내용 및 제조 데이터를 거래시 필요한 표준에 관련된 사항을 다룬다. 이를 기반으로 하여 제조 데이터의 활용을 위해 필요한 사항에 대해 논의한다.

In the maritime industry, the convergence of information and communication technology (ICT) occurs in two areas. The first one is the convergence of e-navigation technology to apply ICT to the maritime domain. This was led by EU's initiative and is also being promoted in our country. The other one is the convergence of autonomous ship technology to apply various ICT technologies for commercial purposes. This initiative is being led by maritime industries. In this paper, we describe trends of e-navigation and maritime autonomous surface ship technology convergence. Subsequently, we explain the standardization status of performance and technical standard bodies, international standardization organizations, and related standard-developing organizations to provide the interoperability of these technologies. Finally, we examine ongoing projects in Korea and suggest future directions for their R&D and standardization.

현재 우리나라 농업은 농식품 산업과 ICT 융합화로 새로운 가치를 창출하고, 농촌 지역 정보화 확충, 농정 시스템 효율성 제고 등을 통해 성장동력을 확충함으로써 지속가능한 성장을 도모하고 있다. 한편 국내 농업 ICT 융합 기술은 생산 분야 위주로 초기단계 수준에 머물러 있어, 생산 유통 소비단계를 아우르는 체계적인 기술개발과 표준화를 통한 성공 모델의 확산이 필요하다. 또한, 대형 유리 온실의 관제 및 제어 시스템은 외산 제품이 대부분이고, 농식품 ICT 융복합 기술에 관한 표준화 미흡 및 관련 기업의 영세성 등으로 민간 주도의 농식품 ICT 융복합 활성화에 한계가 있다. 그리고 기존의 농업기술에 정보화기술, 자동제어 기술 등 ICT 고유의 기술을 융합시켜 농업의 생산 유통 소비 전 과정에 걸쳐 생산성향상, 효율성 증대, 품질향상 등과 같은 고부가가치를 창출 방안 모색이 필요하다. 따라서 본 논문에서는 국내 농업-ICT 융합 기술 개발 현황, 표준화 동향 및 정책 동향 등을 분석하여 우리나라가 선도할 농업 ICT-융합 기술 분야를 도출하고 향후 표준화 방안을 제시하고자 한다.

현재 국내 농업은 많은 발전을 이루었지만 지구 온난화 등으로 발생하는 재난 재해 극복, FTA 등으로 인한 수입 농산물 극복, 미국 유럽 등의 선진국 중심의 과학화된 실용화 기술에 대한 대처 등 농업을 주체로 하는 다양한 산업에서 국제 경쟁력을 확보하기 위한 노력이 지속되어야 할 분야이다. 한편 국내 ICT 기술은 세계 최고 수준임으로 기존의 농업기술에 정보화기술, 자동제어 기술 등 IT 고유의 기술을 융합시켜 농업의 생산 유통 소비 전 과정에 걸쳐 생산성향상, 효율성 증대, 품질향상 등과 같은 고부가가치를 창출 방안 모색이 필요하다. 따라서 본 논문에서는 국내 농업의 현황, 농업-ICT 융합 도입 및 기술 현황, 표준화 동향 등을 분석하여 우리나라가 선도할 농업-ICT 융합 기술 분야를 도출하고 향후 표준화 및 활성화 방안을 제시하고자 한다.

최근 정보통신 국제표준을 세계 시장을 선점하기 위한 필수적인 전략으로 인식하여 선진 각국 및 기업 간의 국제표준화 경쟁이 심화되고 있다. 또한 정보통신 기술의 융 복합화가 통신과 방송의 융합은 물론이고 타 산업과 정보통신 기술 간의 융합으로 새로운 영역의 기술 분야가 대두되고 있으며, 이는 표준화의 중요성 및 영역의 확대를 가져오고 있다. 따라서 21세기 스마트 정보사회에서 우리나라가 세계 정보통신 시장에서 주도적인 위치를 확보하기 위해서는 정보통신시장을 주도할 미래핵심 기술에 대한 국제 표준화를 추진할 수 있는 정보통신 표준화 전략의 수립 및 체계적인 추진이 필요하다. 본 논문에서는 정보통신 동향 및 표준화 환경을 분석하여 향후 바람직한 표준화 추진 전략을 모색하고자 한다.

The standard issue in the information and telecommunication industry is increasingly important with the rapid development of technology. This paper proposes an index model which can measure the degree of standardization in the Korean information and telecommunication field. We first classified ICT sector into 14 sub-sectors. Then for each sub-sector, we considered a set of important determinants to measure the level of standardization, and constructed a linear equation using this set of determinants. Finally we estimated the relative degree of importance of each determinant using the AHP methodology. The proposed model found that overall level of standardization in the Korean ICT industry is relatively low, and ‘IMT-2000 technology’ and ‘computer network technology’ among 14 sub-sectors are highly standardized sub-sectors. The validity of the proposed model was also partially proved using two different methods, holistic and historical approach.
