In February 2020, Gyeonggi-do paid the world's first Data Dividend to local residents of Gyeonggi Province who produced data using local currency. Currently, Data Dividend is being paid to consumers who have produced data, but this paper studied the expansion of Data Dividend qualifications according to the contribution to creating added value. First, it raised the question of whether it is right for the recipient of Data Dividend to have only the consumers who produced the data. Second, by analyzing the four elements of data valuation criteria that influenced the creation of added value identified the objects that influence the creation of added value. The 4 factors were divided into productivity, effectiveness, concreteness, and usability, and the objects corresponding to each factor were analyzed. Accordingly, it was determined whether platform workers contributed to the creation of added value. In conclusion, it was confirmed that not only consumers, who were the first data producers, but also platform workers who contributed to the concreteness of data valuation to create added value can qualify for Data Dividend. Since this paper focuses on the necessity of data allocation centered on platform workers among the objects, the validity of objects that influence added value other than platform workers are excluded.
Now that climate change and food resource security are becoming issues around the world, smart farms are emerging as an alternative to solve them. In addition, changes in the production environment in the primary industry are a major concern for people engaged in all primary industries (agriculture, livestock, fishery), and the resulting food shortage problem is an important problem that we all need to solve. In order to solve this problem, in the primary industry, efforts are made to solve the food shortage problem through productivity improvement by introducing smart farms using the 4th industrial revolution such as ICT and BT and IoT big data and artificial intelligence technologies. This is done through the public and private sectors. This paper intends to consider the minimum requirements for the smart farm data collection system for the development and utilization of smart farms, the establishment of a sustainable agricultural management system, the sequential system construction method, and the purposeful, efficient and usable data collection system. In particular, we analyze and improve the problems of the data collection system for building a Korean smart farm standard model, which is facing limitations, based on in-depth investigations in the field of livestock and livestock (pig farming) and analysis of various cases, to establish an efficient and usable big data collection system. The goal is to propose a method for collecting big data.
Up until recently, Korea has ranked the first place in UN e-Government Survey for three consecutive years. In keeping with such accomplishment, the size of budget execution has been consistently growing in accordance with Korea's Government 3.0 policy and vision, leading to increase in big-sized informatization projects in the business. Especially in mission critical public sector's infrastructure where it affects many people, growing demand for establishing high-quality information system with new technologies being brought to attention in order to meet the complex needs of citizens. National defense information system, being one of representative domains examples in the concerned area, established high military competency by applying breakthrough technology. Network-oriented national defense knowledge informatization was set as the vision in order to implement core roles in making efficient national defense management; and effort has been made to materialize the vision by making advancement in national defense's information system and its informatization implementation system. This research studies new quality index relevant to test and evaluation (T&E)of informatization business in national defense which is the representative example of mission critical public sector's infrastructure. We studied international standards and guidelines, analyzed actual T&E cases, and applied them to the inspection items that are currently in use, complying with the e-government law (Act No. 12346, Official Announcement Date 2014. 1.28., Enforcement Date 2014. 7.29.) As a result of productivity analysis, based on hypothesis in which suggested model was applied to T&E of the national defense informatization business, we confirmed the possibility of enhancement in the T&E productivity by assessing reliability, expertise, and safety as evaluation factors.

The LED (Liquid Emitting Diode) frame device is a big part of the representative display industry in Korea. LED is an essential part for TV, monitor, notebook, and mobile phone. In Japan, Taiwan, China and other countries, investment in LEDs has been strengthened, and productivity has become an important issue. However, as the size of the parts becomes smaller, the inconsistent inspection by the human eye becomes a problem of reliability, so that the automatic inspection process becomes an essential issue in the field of LED module inspection. In this paper, we investigate defects in visual inspection process using computer vision technology. The inspection of the LED frame is made quickly and accurately, thereby improving the efficiency of the process and shortening the inspection time. As a result of applying the inspection system to the field, we confirmed that it is possible to inspect quickly and accurately.
Under the influence of the Fourth Industrial Revolution, there are many tries to promote productivity enhancement and competitiveness by adapting smart farm technology that converges ICT technologies in agriculture. This smart farming technology is emerging as a new paradigm for future growth in agriculture. The development of real-time cultivation environment monitoring and automatic control system is needed to implement smart farm. Furthermore, the development of intelligent system that manages cultivation environment using monitoring data of the growth of crops is required. In this paper, a fast and efficient development method for implementing a cloud-based smart farm management system using a highly compatible and scalable web platform is proposed. It was verified that the proposed method using the web platform is effective and stable system implementation through the operation of the actual implementation system.
Big Data is gathering all the attention from every business community. Pervasive use of machine-to-machine (M2M) applications and mobile devices bring an explosion of data. Recently, the social issues such as low birth rate, an aging population has brought about decreasing labor productivity and productive population. To relieve these problems, the government has planned to set up smart working infrastructure and will raise the number of smart worker to around 30 percent of the total working population by 2015. This study scrutinizes to the meaning of smart working with the concepts of new work pattern and open innovation. The empirical analysis result shows 56.9% of SMBs thought a need for such system and 60.1% of them answered to adopt it. And the market related to smart working of SMBs will increase to 17.5% every year to the point that by 2014. It will be worth 1.54 trillion won and create up to 38,000 job positions. While prior researches on SMB suggested key drivers and guideline for innovation, this study gives some implications of impact and ripple effect of smart working as an innovation factor based on empirical analysis.
The adaptation of smartfarm technology that converges ICT is increasing productivity and competitiveness in the agriculture. Technologies have been developed that enable environmental monitoring through various sensors and automatic control of the cultivation environment, and researches are underway to advance smartfarm technology using data generated from smartfarms. In this paper, an environmental control method to reduce the energy consumption of a smartfarm by using the environment and control data of the smartfarm is proposed. It was confirmed that energy consumption could be reduced compared to an independent environmental control method by creating an environmental prediction model using accumulated environmental data and selecting a control method to minimize energy consumption in a given situation by considering multiple environmental factors. In the future, research is needed to obtain higher energy efficiency through the advancement of the predictive model and the improvement of the complex control algorithms.
Mastitis in cows is a major factor that hinders dairy productivity of farms, and many attempts have been made to solve it. However, research on mastitis has been limited to diagnosis rather than prediction, and even this is mostly using a single sensor. In this study, a predictive model was developed using multivariate data including biometric data and environmental data. The data used for the analysis were collected from robot milking machines and sensors installed in farmhouses in Chungcheongnam-do, South Korea. The recurrent neural network model using three weeks of data predicts whether or not mastitis is diagnosed the next day. As a result, mastitis was predicted with an accuracy of 82.9%. The superiority of the model was confirmed by comparing the performance of various data collection periods and various models.
