  • In order to cope with the decrease of construction manpower caused by the aging population and to improve construction productivity, Japanese Ministry of Land, Infrastructure, Transport and Tourism has been promoting construction methodology using ICT (Information & Communication Technology) since 2016. The ministry has established and implemented new cost estimation standards, delivery systems, and government support policies to boost automated earthwork using ICT, and is expanding the types of automated construction methodology applied at the construction sites. To utilize ICT at construction sites in Korea, as in case of Japan, laws, systems, and policies should be readjusted first. By comparing the ICT-related systems and policies between Japan and Korea, this paper scrutinizes critical benchmarking factors. As a result, we have reached the conclusion that in order to promote ICT methodology at Korean construction sites, Korean government should establish ICT-related cost estimation standards, delivery systems, and economic support policies in advance.

  • Owing to the increase in large and complex construction projects, the design paradigm of architecture and civil engineering projects has changed from 2D CAD to 3D CAD. For this reason, to meet the strong requirements of project contractors, various efforts have been made to adopt a Building Information Modeling (BIM) technology for effective construction management. On the other hand, compared to architectural projects, only a few civil engineering project cases have been conducted in the perspective of public contractors. This is because the characteristics of civil project contractors and the negative pursuit of adopting BIM technology due to the lack of a current BIM system and technologies. Recently, positive changes in adopting BIM technology for public projects were anticipated by public owners, such as the Public Procurement Service and the Ministry of Land, Infrastructure and Transport. In this regard, this study analyzed the current BIM technology status of public owners in Korea to adopt the BIM policies and guidelines of the Korean government. Strategies for adopting BIM technologies for Korean public owners are also discussed based on an analysis of civil engineering BIM project cases.

  • Construction subcontracted services are conducted without clear systems, but to establish a sound trading order between the contractors and subcontractors, the government recently complemented a relevant system to legalize and systematically manage subcontracted services. This study prepared a system for managing the subcontracted construction service result after providing the optimal alternative plan through a related persons' interview, such as the ordering agency and the service company. Towards this end, the management system is provided to integrate subcontracted services and contracted services based on the system managing Construction Technology Service Result. The study findings can be shortened by more than 90% of the performance certification issuing work, and used to formulate measures to protect subcontractors, such as the prevention of low-priced subcontracts, by managing an objective and reliable subcontracted service result.

  • Construction post-evaluation (CPE) boosts the efficiency of public construction projects by assessing the performance results of public construction projects and using the results to pursue similar projects. This evaluation comprehensively analyzes and assesses the planning of construction work, the estimated and actual construction costs, the construction period, the demand for construction projects, and the effects of construction projects after the construction work to ensure efficiency. The data was used to prevent lax project execution and enhance the quality and efficiency of similar construction projects. On the other hand, CPE results information must be managed systematically to refer to and use CPE data in similar construction projects. Therefore, in this study, the CPE system was developed as a measure of the systematic and comprehensive management and use of the CPE results information of individual ordering agencies. Therefore, the groundwork was laid for the assurance of quality enhancement and efficient project execution in public construction projects. This system is expected to serve as a useful tool for comprehensively analyzing and assessing construction works.
