본 논문의 목적은 북한을 개방으로 이끌기 위한 정보의 공개이다. 이와 더불어 정보통신을 세계 표준에 맞추어야 세계와 소통이 가능해진다. 북한은 폐쇄 국가이다 보니 독자적으로 표준화를 진행한 것이 많이 있다. 통일을 바라보고 남북의 표준화를 위해서 의사소통이 가능해야 한다. 그리고 가능한 많은 정보를 통하여 북한과 접근이 되어야 진정한 남북협력이라고 할 수 있다. 북한을 개방으로 이끌고 국제기구 (UN)의 일원으로 유도하려면 정보통신이 우선 공개되고 북한의 표준을 이해해야 한다. 그러므로 진정한 민족 통일이 되려면 최우선으로 선행되어야 하는 것은 상호간에 정보통신 표준화를 정책의 최우선과로 통합 했을 때 진정한 통일이 가능해 진다.

선박 ICT융합 장비를 개발하여 선박에 탑재하기 위해서는 형식승인이 필수적으로 이루어져야 하며, 이를 위해서는 환경시험과 기능시험이 요구된다. 환경시험은 대상 장비가 선박 및 해상환경에서 동작하기 위해 요구되는 내구성을 만족하는지 시험하는 것을 의미하며, 기능시험은 대상 장비가 국제표준을 준수하여 고유 기능을 정확하게 수행하는지 시험하는 것을 의미한다. 국내 선박 ICT융합 장비에 대한 환경시험 가능 기관은 227여 곳에 달하는 반면, 기능시험 가능 기관은 전무한 실정이다. 이러한 이유로 현재 선박 ICT융합 장비 기능시험 시설을 구축 중에 있으며, 본 논문에서는 우선적으로 추진 중인 선박 디지털 인터페이스 및 항해통신장비의 기능시험 체계의 개발에 관한 내용을 다룬다. 주요 내용은 대상 장비의 기능시험을 단일 테스트 및 통합 테스트의 두 단계로 수행함으로써 시험 결과의 신뢰성을 향상시키는 것으로, 단일 테스트는 대상 장비의 고유 기능이 정상적으로 동작하는지를 확인하는 것이고, 통합 테스트는 정상적으로 다른 항해통신장비와 조화롭게 동작하는지를 검증하는 것이다. 이를 위해 단일 테스트에 요구되는 부가 연동 장비 등의 필수 기능 요소와 통합 테스트에 요구되는 연계 및 확장 요소를 분석한다.

최근 정보통신은 국가 핵심사업으로 급속히 성장하고 있어 정보통신산업 통계의 필요성이 더욱 대두되고 있다. 정보통신산업 통계품질은 조사품질, 통계자체품질, 통계결과물에 대한 품질, 통계생산 기관의 품질 등 다양한 요인들에 의해서 이루어진다 이에 본 연구는 구조방정식을 이용하여 정보통신산업협회의 통계 이용자를 대상으로 통계품질에 영향을 주는 다양한 요인들간의 관계를 파악하고자 한다. 이와 더불어 이용자의 특성에 따른 만족도를 비교함으로써 이용자별 특성에 맞는 통계를 제공하고자 한다. 본 연구의 결과는 정보통신산업 통계를 생산하는 기관들의 평가 및 통계품질 향상을 위한 자료로 사용할 수 있을 것이다.

This study proposes a method for investigating current patents related to information communication technology and smart mobility to provide insights into future technology trends. The method is based on text mining clustering analysis. The method consists of two stages, which are data preparation and clustering analysis, respectively. In the first stage, tokenizing, filtering, stemming, and feature selection are implemented to transform the data into a usable format (structured data) and to extract useful information for the next stage. In the second stage, the structured data is partitioned into groups. The K-medoids algorithm is selected over the K-means algorithm for this analysis owing to its advantages in dealing with noise and outliers. The results of the analysis indicate that most current patents focus mainly on smart connectivity and smart guide systems, which play a major role in the development of smart mobility.

교육정보화 종합계획의 1단계가 주로 인프라 기반 구축에 초점을 두었다면 2단계는 정보화의 물적 기반을 토대로 정보통신기술(ICT)의 활용을 통한 학생들의 창의력과 문제해결능력의 개발에 중점을 두고 있다. 본 연구는 초등학교에 초점을 두고 인터넷 활용을 중심으로 학교에서의 ICT 활용 실태를 분석하고, 교육정보화 추진과정에서 보완해야 할 점이 무엇인가에 대한 시사점을 얻고자 하였다. 실태 분석을 위해서는 2003년 5월에 전국 규모로 설문조사를 실시하였으며, 총 310명의 교사가 설문에 응답하였다. 설문 조사는 ICT 활용 환경, 교사의 ICT 활용 능력, 수업을 위한 ICT 활용 방법, ICT 활용의 장애 요인 등과 같은 4가지 측면에서 이루어졌다. 실태분석 결과, 현재 학교에서 ICT를 활용하는 상황은 여러 측면에서 과거보다 상당히 개선되었으나, 교사들이 수업에서 ICT를 다양하게 활용하도록 지원하고, 연수 내용 및 방법을 체계화하는 등과 같은 해결해야 할 과제들이 있음을 발견할 수 있었다.

Public R&D investment information has diverse implications for researching R&D trends. Also, as it is important for the establishment of R&D policy to grasp the current situation and trends of R&D to improve science and technology level, science and technology information service system, such as NTIS (National Science & Technology Information Service), is operated at a national level in most countries. However, since the data forms provided by current NTIS are raw data, it is necessary to develop the R&D performance indicator or to use additional scientometric methods by analyzing scientific papers or scientific R&D project information for grasping R&D trends or analyzing R&D task results. Thus, this study applied public R&D investment information to investigate and monitor R&D trends in the field of information & communication technology (ICT) of meteorology and climatology by using NTIS data of Korea and NSF (National Science Foundation) data of USA.

Purpose The purpose of this study is to demonstrate the relationship between ICT(Information & communication technology) infrastructure, investment environment, and innovation performance from a national perspective. Design/methodology/approach We derived 5 hypotheses based on the literature review. To measure each concept, We converted the scores of each country provided by the Global Innovation Index into a 7 Likert scale and performed a regression analysis. Findings According to the empirical analysis result, this study confirmed that knowledge and technology output mediated the relationship between ICT infrastructure and creative goods and services. In addition, this study confirmed that the investment environment has a moderating effect between ICT infrastructure and knowledge and technology output.

본 논문은 항만 개발에서 일부분의 주민참여가 아닌 대부분의 주민들이 참여가 가능한 ICT(Information Communication Technology)과 소셜 네트워크 기술을 적용하여 동해시의 묵호항 재개발 사업 친수 시설 규모 산정방안에 대한 새로운 방법을 제시한다. 이를 위해 항만 재개발 과정에서 효과적인 주민참여를 위한 방법으로 기존의 단순한 설문조사 방식과 더불어 다양한 SNS(Social Network System)을 적용하여 주민들의 의견 최대화한 도시 마케팅 방안을 분석한다. 또한 이를 위해서 주민 참여에 대한 비율을 최적 선정을 수행하고 최적 건설비 산정과 도시 마케팅 방안을 제시한다.

The growth of information and communication technology (ICT) has led to a rapid of business paradigm shift incurred in the creation of new social/market value, changes of a value chain and elements producing a value creation, and enlargement of the scope of market competition. It leads to the change and evolution of industrial structure, requiring innovations of policy and institution. However, most studies that have focused on the effect of policy and institution on innovation are based on thick description and qualitative evidence, while paying little attention to these linkages in an empirical way. Hence this study has attempted to empirically analyze policy and institutional factors affecting innovation performance, particularly attention to ICT industry in OECD countries. The findings derived from the empirical analysis provide important implications for catch-up countries in relation to the innovations of policy and institution for effective innovation system and start-up ecosystem.

This study is based on education reforms related to strengthening information education in curriculums. This study develops and presents ' General Economics'Model Utilizing ICT(Information Communication & Technology) in Home Economics'which could be used as a concrete guidance and direction in teaching and learning Economics education in schools. To do so, this study reviews the necessity of adopting ICT in Home Economics instructional activities and it also reviews and analyzes previous studies of how ICT contribute to instructional activities. Such analysis was used as a theoretical basis for the Instructional Model. The Tool of ICT is a useful instructional strategy because it allows the learners'self-lead learning and Performance Assessment. Therefore the 'General Instructional Model Utilizing ICT'interprets the role of ICT tools to adequate class activities in each step of instruction which includes the conventional steps of introduction. development review and evaluation. It also develops and presents Lesson Plan that can be adopted in school education and thereby shows the possibility of practical application of the theory. This study has limits in that the Instructional Model and Lesson Plan are theoretical in nature. Therefore, in future studies it is desirable to critically review the Instructional Model an Lesson Plan and prove their applicability in real classes and the real learning effects.
