  • Advances in Information Communication Technologies (ICT) have demonstrated tremendous potential for solving development challenges and improving development processes, culminating in the new Development 2.0. Many development practitioners have embraced ICT (particularly on Web 2.0 and mobile phone technologies and applications), which have become hot topics in both the development community and the policy community as they engage in development practice and dialogue. Despite this excitement, there lacks among the policy community a robust understanding of the powers and pitfalls of ICT in development, executed actions to back the excited chatter, and dissemination of this understanding to practitioners and policymakers alike. We conducted a literature review, interviewed experts, and engaged in discussion with leaders in international development and science and technology policy to provide an operational framework base in which to view ICT in development. This framework regards ICT as tools that support more effective and efficient community development actions and appropriate consideration of general guidelines, which enable better engagement across and within sectors and individuals. Flexibility and accountability are critical requirements pervading throughout the various actions and guidelines, which promote transparent, partnership-based, and sustainable development. We highlight the strengths and weaknesses of ICT to focus on the cautions to keep ICT access and distribution in context, understand the various levels of technologies and services, and dig below the surface as excitement about ICT increases and threatens to become a short-term solution. We offer ideas for specific programs that policymakers can implement to contribute to a more efficient and effective development process to ultimately support global human development, but stress the endless possibilities that can be explored with creativity and flexibility beyond what is proposed here.

  • This paper aims to provide a better understanding about how Information and Communication technology (ICT) has diffused. The investigation is conducted with the consideration of ICT evolution in terms of technological change and usage pattern. The definition used is presented as 'the ICT is a process of convergence of technologies between information-processing and information-transforming technologies, mainly due to the advent of microelectronlcs'. After examining technological changes of ICT, the diffusion path of ICT is traced through the usage ratio in total input and/or investment based on Input-Output tables (I-O). It shows that the evolution of ICT from the change of usage pattern is an up-and-down usage pattern rather than a uni-modal usage time path. With this recognition, the diffusion index is prepared. • Information and communication technology (ICT) is one of the primary zones that stimulates economic development in today's globalized world. It promotes technological developments in worldwide communication and manufacturing systems, as well as economic growth and development. Many economic activities, such as international trade and foreign direct investment, rely heavily on contemporary information and communications technologies (FDI). The goal of this study is to look at the dynamic relationship between FDI, ICT, trade openness, and economic growth in the context of BRICS countries from 2000 to 2018, with Gross Domestic Product as the dependent variable and Telephone subscriptions, Mobile subscriptions, Broadband subscriptions, Internet subscribers, Secure internet servers, Trade, and Foreign direct investment as the independent variables. Two variables are used as proxies to manage the macroeconomic environment, while five variables are used as proxies for ICT infrastructures. The outcomes of this study are analyzed using Generalized Methods of Movements (GMM). According to this study, ICT has a positive impact on the economic growth of a few countries. Trade openness and foreign direct investment, on the other hand, have a negative impact on economic growth. As growing countries, the BRICS must participate in economic reform and liberalization measures. This report suggests policy proposals for improving ICT standards, focusing especially on economic growth, trade openness, and increasing foreign investment in the BRICS countries.

  • The present research investigates the factors influencing the elderly adults' life satisfaction in the era of information and communication technology (ICT). Specifically, we examine whether the elderly individuals' digital literacy skills (i.e., ability to use PCs, ability to use mobile devices, and ability to distinguish information) and perceptions (i.e., perceived usefulness of digital technology, self-efficacy in using digital devices, and social interaction) predict their life satisfaction. To answer the research question, we performed a hierarchical multiple regression analysis using the elderly Korean adults aged 55 or older. The results indicate that (1) females (vs. males) are more satisfied with their life; (2) the higher individuals' age, education and monthly household income, the higher their life satisfaction; and (3) their perceived usefulness of digital technology, self-efficacy in using digital devices, social interaction, and ability to distinguish information are positively associated with life satisfaction. The findings provide important implications to enhance life satisfaction of the elderly adults in the ICT era.

  • The world's unique geographical, multilingual, multiethnic, multiracial and multi religious Himalayan country Nepal has more than 100 years history on telephony service and it has been formulating appropriate policy and regulation for the adoption of new technology, introducing the competitive market environment for the overall development of Information and Communication Technology (ICT) infrastructures and application of ICT service and tools for socio-economic transformation. The Nepalese market seems to be continuously growing and having huge demand of mobile telephony and internet subscriptions trend. The ICT infrastructure development in difficult geographical area is quite challenging and thus operators are focusing mobile telephony and mobile internet services. Nepal has been doing its best effort on formulating policy and regulation, adoption key strategies for ICT sector development and at the same time joining hands with international and regional bodies such as ITU, SAARC etc for ICT sector development. Due to geographical diversity, policy and regulatory barriers in some extent, power supply constraints and low affordability from customers on ICT tools and services, Nepal has been facing challenges on ICT infrastructure development. However, the national statistics on ICT, Networked Readiness Index and ICT Development Index show that Nepal has done quite good progress and is keeping its pace on ICT development despite the these challenges. Moreover, there seems to be quite uncovered market segments on internet service and big opportunity on ICT sector development in Nepal in the days to come.
