인터넷의 급속한 성장으로 인하여 안정적인 보안수준을 제공하면서 사용이 편리한 사용자 인증 시스템의 필요성이 대두되었다. 90년대까지 사용자 인증 수단으로 많이 사용되던 개인장치나 비밀번호 등은 분실 가능성 및 도용의 위험이 있어 보안이 중요한 환경에서는 사용상의 제약이 따른다. 그러므로 이러한 제약을 보완할 수 있는 생체정보를 이용한 사용자 인증에 대한 관심이 꾸준히 증가하고 있으나, 생체정보는 비밀번호와 같이 사용자가 임의로 변경할 수 없으므로 외부로 유출된다면 심각한 문제가 발생할 수 있다. 본 고에서는 생체정보를 중앙 데이터베이스에 저장하지 않고 사용자가 휴대할 수 있는 IC 카드에 저장하고, 생체정보를 이용한 사용자 인증 과정도 IC 카드 내부의 프로세서를 이용하여 수행하는 Match-on-Card 기술 개발에 관하여 설명한다.

전자화폐는 금전적 가치 저장매체의 종류에 따라 네트워크형과 IC 카드형으로 구분되며, 네트워크형 전자화폐는 인터넷 소액지불수단으로, IC 카드형 전자화폐는 오프라인 소액지불수단으로 주로 사용된다. IC 카드형 전자화폐는 기존 금융 사업자 주도 하에 연구 및 마케팅을 지속적으로 진행하여 왔고 사용금액 및 이용 건수도 증가하고 있는 추세여서, 이에 대한 동향 및 연구 사례가 꾸준히 발표되어 왔다. 이에 반해, 비 금융 사업자 주도로 서비스를 시작했던 네트워크형 전자화폐는 관심과 투자, 사용률 측면에서 IC 카드형 전자화폐에 비해 적었던 것이 사실이다. 그러나 최근 다양화된 인터넷 서비스와 콘텐츠 유료화 정책에 힘입어 네트워크형 전자화폐의 사용률이 크게 증가하고 있는 추세이고 그에 따른 문제점들이 속속 나타나고 있다. 이에 본 고에서는 네트워크형 전자화폐에 대한 국내 동향을 살펴보고 그 시사하는 바에 대해 논하고자 한다.

Dramatic changes are beginning to occur in plastic card technologies today in the fields of banking, health care, id-cards and more. Advanced card technologies such as IC-card are playing an increasingly important role in new and innovation system. The merit of IC-card are more capacity, more secure, more reliable, quick and easy to update, secure offline processing, enabling technology etc than magnetic stripe card. And so many countries began using experiment of IC- card and our country began October 13 in Cheju island. Then there are three types using-experiment (K-cash, VISA-cash, MONDEX) in Korea. There are some problems such as standards, widely using, high cost, double investment etc. I think that important things in IC-card using is an international- standardizations and issuing corporation.

Recently, IC cards are used to protect personal information and to have user verification. Among them, the usage of Java Cards which can contain applications after issuing are increasing and installing several applets on Java card is possible. When Java Cards are used, applet works after completing user identification. In this paper, we designed, embodied and verified the mechanism of user identification process according to PIN setting of applets; Stored_PIN, Install_PIN and Update_PIN. These several applications of Java cards will be used for user identification independently or multiply, while using diverse user identification.

Nowadays, a patient's private medical data which is exposed to the outside world has a severe effect on not only the patient's private life but also his/her social activities and environment. So, it is important to securely protect the patient's private medical data from the illegal manipulation. This paper studies the method to store the electronic prescription information in an IC card. For that, an access control for users, such as a doctor, a nurse, a medical institute member, a pharmacy, a pharmacist, or a patient, is proposed to access the data stored in an IC card. The certificate is issued using the Crypto API of a certificate management model supported by Windows 2000. The public/private key is created by the Cryptographic Service Provider program, and the electronic prescription is signed using the digital signature. The proposed system, therefore, can improve the quality of medical services by securing the safety and integrity of the electronic prescription, stored in an IC card.

스마트 카드는 정보를 저장하고 처리할 수 있는 마이크로 칩을 내장한 일반적인 플라스틱 카드의 형태를 지니고 있다. 스마트 카드와 메모리 카드를 포함한 광의의 개념으로서 보통 ‘칩 카드’ 또는 ‘IC 카드’를 사용한다. 현재 칩 카드는 유럽을 중심으로 매우 활발하게 이용되고 있으며, 각국에서는 전자상거래 및 모든 상거래 시에 지불의 편리성과 보안 및 인증의 용이성으로 인하여 그 이용범위가 급속히 확대되고 있는 추세이다. 본 고에서는 이러한 스마트 카드의 국내외 기술 및 시장 동향을 살펴보았다.
