  • In order to develop the challenging process of placing Aids to Navigation (AtoN), we propose performance measures which quantifies the effect of such placement. The best placement of AtoNs is that from which the navigator can best recognize the information provided by an AtoN. The visibility of AtoNs depends mostly on light sources, the weather condition and the position of the navigator. Visual recognition is enabled by achieving adequate contrast between the AtoN light source and background light. Therefore, the performance measures can be formulated through the amount of differences between these two lights. For simplification, this approach is based on the values of the human factor suggested by International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Performance measures for AtoN placement can be evaluated through AtoN Simulator, which has been being developed by KIOST/KRISO in Korea and has been launched by Korea National Research Program. Simulations for evaluation are carried out at waterway in Busan port in Korea.

  • Aid to Navigation (AtoN) is the artificial facilities to facilitate the ship's safe navigation using light, shape, color, sound, and radio waves. IALA has developed and operated the educational course for expert groups for the design, deployment, and management of AtoN. Also, maritime educational institutes have operated various educational courses for safe navigation through the ship's operation and ECDIS curriculum for seafarers. However, education using the AtoN Simulator System is needed to prevent marine accidents caused by misunderstanding of the AtoN according to various topographical, environmental, and maritime traffic environments. In this study, the existing ship handling simulator and AtoN simulator were applied to develop educational modules for accurate understanding and application of AtoN in various environments, enhancing the quality of education from the existing theoretical point of view and improving practical use to maximize educational efforts.

  • In this study, a Vessel Shore Report Management System (VSRMS) is developed for the International Maritime Organization (IMO), Maritime Service Portfolio (MSP) Number 8, which comprises vessel shore reporting. Several documents have to be completed before the arrival/departure of a vessel at a port, as each national port has its own reporting format and data. The present vessel reporting system is inefficient, time-consuming, and involves excessive paperwork, which results in duplications and errors. To solve this problem, in this study, the vessel reporting formats and data contents of various national ports are investigated, as at present, the reporting documents required by the current IMO standard includes insufficient information which is requested by national ports. Initially, the vessel reporting information of various national ports are collected and analyzed. Subsequently, a database structure for managing vessel reporting data for ports worldwide is devised. To make the transfer of data and the exchange of information of vessel reports much more reliable, efficient, and paper-free, VSRMS, which is a software application for the simplification and facilitation of vessel report formalities, is developed. This application is developed using the latest Microsoft C#.Net Programming Language in the Microsoft Visual Studio framework 4.5. It provides a user interface and a backend MySQL server used for database management. SAP Crystal Reports 2013 is used for designing and generating vessel reports in the original report formats. The VSRMS can facilitate vessel reporting and improve data accuracy through the reduction of input data, efficient data exchange, and reduction of the cost of communication. Adoption of the VSRMS will allow the vessel shore reporting system to be automated, resulting in enhanced work efficiency for shipping companies. Based on this information system and architecture, the consensus of various international organizations, such as the IMO, the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), the Federation of National Associations of Ship Brokers and Agents (FONASBA), and the Baltic and International Maritime Council (BIMCO), is required so that vessel reporting is standardized internationally.

  • Shore-to-sea visible light communication using color clustered multiple-input and multiple-output (MIMO) is presented. The proposed maritime visible light communication (MVLC) offers a low-cost, high-speed wireless link for shore-to-sea maritime communications. Each color cluster is comprised of 50 red, green and blue (RGB) light emitting diodes (LEDs) and is modulated using on-off-keying (OOK). Selection combining is performed at the receiver, producing diversity effect within that color cluster. In this paper, we employ sea states (wave height, wind speed, etc.) data from both Pierson-Moskowitz and JONSWAP spectrum models under atmospheric turbulence conditions. Based on the simulation model, the maritime link quality is analysed in terms of coverage distance and bit error rate performance. The results show that the proposed system provides an efficient MVLC, while satisfying International Association of Lighthouse Authorities (IALA) requirements for maritime buoyage system and also offering sufficient illumination from high power LEDs.

  • Recently, the marine traffics have been increased along with enlargement of overseas commerce. Increasing the marine traffic may make higher the risk of marine accidents. Especially, the rate of accidents on costal area are more frequently. As if the marine safety information can be afforded to vessel and shore, the accident rate would be down. AIS AtoN is the navigational safety support device which is subject to functional requirements of IALA and technical standards of ITU. In this paper, we extend and implement the user-defined specification of AIS AtoN with message 21 for AIS basic information, messsage 6 for status report and message 12/14 for safety management.

  • In order to improve the existing S-57 standard, International Hydrographic Organization(IHO) has developed S-100 standard, a Universal Hydrographic Data Model(UHDM) expanded from ISO 19100 series standard to hydrographic area, and is in the process of its implementation. International Maritime Organization(IMO) has established CMDS based on e-Navigation strategy data standard as International Association of Lighthouse Authorities(IALA) established IHDM based on aids to navigation data standard and each data standard is linked with the S-100 standard. Fundamental concept and core principles of S-100 standard is suitable not only for the development of a wide range of hydrographic data and service production standard, including the next generation ENC, but also the development of product specification of non-hydrographic area. This study has examined the operation principle of S-100 standard and analyzed its implementation process as e-Navigation data in relation with ENC. It also noted the utilization of S-100 standard based e-Navigation and its potential effect via examining the development cases of S-100 standard-based product specification, such as nautical publication, ship reporting and pilot request, digital routing guide, tide and water level transmission and other important data cases of e-Navigation field.

Therefore, introducing the technology of AIS in the ground station, lighthouse, bouy, sea facilities etc.. that is support equipment for safety sailing of ship and safety security of harbor and ship administration. The operation and maintenance of AIS for aids to navigation are required to efficient method. With this actuality, sea advanced nation of EU, USA, Japan that has been apply for developing AtoN AIS equipment that is connected equipment of technology standard in IALA. Because of it is expected to depend equipment in income, that is required to domestic technology of the AtoN AIS. This paper is targeted to development that is suitable automation AtoN AIS equipment in environmental peculiarity for constructor AtoN operating administration center. • In recently, ship trajectory data consisting of ship position, speed, course, and so on can be obtained from the Automatic Identification System device with which all ships should be equipped. These data are gathered more than 2GB every day at a crowed sea port and used for analysis of ship traffic statistic and patterns. In this study, we propose a method to process ship trajectory data efficiently with distributed computing resources using MapReduce algorithm. In data preprocessing phase, ship dynamic and static data are integrated into target dataset and filtered out ship trajectory that is not of interest. In mapping phase, we convert ship's position to Geohash code, and assign Geohash and ship MMSI to key and value. In reducing phase, key-value pairs are sorted according to the same key value and counted the ship traffic number in a grid cell. To evaluate the proposed method, we implemented it and compared it with IALA waterway risk assessment program(IWRAP) in their performance. The data processing performance improve 1 to 4 times that of the existing ship trajectory analysis program.
