On the Unified Requirements of IACS (국제선급(國際船級) 기술규칙(技術規則)의 통일화(統一化) 작업(作業)에 대하여)

  • The International Association of Classification Societies(IACS) can trace its original back to the International Conference on Load Lines of 1930 and was established in 1968. Long before the formal foundation of IACS, a number of working parties existed to carry out studies of specific topics concerning technical rules of classification. The general terms of reference of the working groups of IACS are to draft unified rules and regulations between Societies, to study safety standards at the request of the International Maritime Organization(IMO) and to prepare unified interpretations of technical regulations of international conventions. As an associate member since 1975, the Korean Resister of Shipping has been actively attending the meeting of IACS working parties. In this paper, summaries of major agenda of the working parties including history of unified requirements and relevant technical tendencies are explained for the purpose of providing better understanding of the rule development.

  • 금속의 비저항 측정방법은 4단자 방법, van der Pauw 방법, Four-Point Probe(FPP) 방법, eddy current 방법 등이 있다. 이들의 측정방법은 다르지만 동일한 시료에 대해 평가한 비저항은 측정 불확도 범위 내에서 일치하여야 한다. 이에 따라 균질한 비자성 금속(STS 316)을 선정한 후 비저항을 평가한 결과 4단자와 van der Pauw 방법에 의한 비저항(도전율)은 각각 75.86 ${\mu}{\Omega}{\cdot}cm$(2.273 %IACS)과 75.84 ${\mu}{\Omega}{\cdot}cm$(2.273 %IACS)로서 거의 동일한 결과를 나타냈으며, Four Point Probe(FPP) 방법은 75.91 ${\mu}{\Omega}{\cdot}cm$(2.271 %IACS), eddy current 방법은 76.63 ${\mu}{\Omega}{\cdot}cm$(2.25 %IACS)으로 나타났다.

  • In this paper, unified requirements of IACS on longitudinal strength of ships are investigated using nonlinear wave loads analyses under short term irregular waves. Also, analyses on IACS wave data were carried out for the purpose of presenting the guideline for future use. While keeping theoretical consistensy, the rule requirements for horizontal shear force, bending moment and torsional moment are newly proposed for the ships of large deck openings bases on the calculation results for 17 sample ships. The requirements for side shell hydrodynamic pressure are also presented. All the calculated results are compared with other Societies and present KR rules. These formula will be checked when corresponding requirements of structural scantling are determined.

  • 금속의 전기 비저항 측정방법은 일반적으로 4단자, van der Pauw, Four-Point Probe(FPP), eddy current 방법 등이 있다. 이들의 측정방법들은 각각 다르지만 동일한 시료에 대한 전기 비저항 측정값은 거의 같은 결과를 나타내어 야 한다. 금속 전기 비저항의 정밀측정에 대한 연구를 위하여 비자성 금속인 STS 316 시료를 선정하여 측정한 결과 4단자와 van der Pauw 방법으로 측정된 비저항은 각각 $75.86{\mu}g\Omega{\cdot}cm$(2.273 %IACS), $75.80{\mu}g\Omega{\cdot}cm$(2.275 %IACS)이며, 측정 불확도는 0.25 %로서 거의 동등한 결과를 나타냈고, Four Point Probe(FPP) 방법으로 측정된 비저항은 $75.36{\mu}g\Omega{\cdot}cm$(2.288 %IACS), 측정 불확도는 0.45 %, eddy current 방법으로 측정된 비저항은 $76.63{\mu}g\Omega{\cdot}cm$(2.25 %IACS), 측정 불확도는 0.64 %로 나타났다.

리스크 기반 신조선 사이버 설계보안 접근 방식

  • 국제해사기구(IMO)는 2017년 해사안전위원회(Maritime Safety Committee, MSC)에서 안전관리시스템으로의 해상 사이버 리스크 관리 결의하였다. 또한 국제선급협회(IACS)는 선박 사이버 사고가 인명, 재산 및 환경에 심각한 영향을 미칠 수 있음을 인식하여, 사이버 이슈를 체계적으로 논의하기 위한 사이버시스템 패널을 2016년 신설하였다. IACS 는 2022년 4월, 신조선 사이버보안 통합 요구사항(UR E26) 및 기자재 시스템 사이버보안 통합 요구사항(UR E27)을 배포하였다. 이 규정은 2024년 건조 계약을 체결한 신조선에 강제 적용될 예정이다. 본 논문에서는 신조선에 대한 리스크 기반 사이버 설계보안 접근 방식을 제안한다.

The Effect of the Quality of Internal Accounting Control System on Executive Compensation : Focusing on the moderating effects of corporate governance (내부회계관리제도의 품질이 경영자 보상에 미치는 영향 : 기업지배구조 조절효과를 중심으로)

  • The objective of this study is to analyze the effect of the quality of the Internal Accounting Control System(IACS) on Executive compensation, and to determine whether this relationship depends on the effectiveness of corporate governance. For the analysis, 6,343 firm-year data listed on the Korea Exchange from 2011 to 2016 were used. The results are as follows. First, Executive compensation was decreased in companies with low quality of IACS to provide a penalty for management. Second, the negative relationship between the weaknesses of IACS and Executive compensation was found to be strengthened when the corporate governance was effectively operated. These findings suggest that information about the quality of the IACS can be usefully used to reasonably identify the executive compensation policy, and that corporate governance needs to be operated more efficiently.

  • The purpose of this study is to determine the effect of concurrent appointment as a director on the quality of the internal accounting management system (IACS). For analysis, 9,343 KOSPI & KOSDAQ company-year data from 2014-2019, excluding the financial industry, were used. As a result of the analysis, it was confirmed that the quality of IACS decreased as the number of multiple positions in the director increased. Although there is a difference in the roles of inside and outside directors, it was found that the quality of IACS decreases equally as the number of board members. According to the business hypothesis, this can be said to be the result of the agency problem within the company because directors, who were more busy with concurrent positions as directors, did not put sufficient effort into their work. This study suggests that information on the concurrent position of directors can be a new indicator that reflects the characteristics of the board in evaluating the effectiveness of corporate governance.

  • Recent economic trends are worsening and becoming longer, and Korean shipbuilding is focused on high value added and high technology, especially for LNG carriers and large container ships. Both ship types increased in size in the 2010s but have requirements such as high strength, toughness at low temperatures and continuous weldability for preventing brittle fractures at service temperatures. In particular, as container ships become larger, the International Classification Society (IACS) has established a provision (IACS UR S33) that mandates the use of BCA (Brittle Crack Arrest) certified vessels for large container vessels contracted after 2014 to ensure safety. Therefore, studies on BCA 47Y.P are currently being undertaken, but BCA 40Y.P has not been actively studied yet. We will test BCA 40Y.P to verify why it can be applied to a large container ship and measure fatigue cracking.
