A study on practical use of remote automatic fire extinguishing equipment through test bed in road tunnel (도로터널용 원격 자동소화 설비의 test bed 적용을 통한 실용화 방안 연구)

  • Korea's long underground roads are being promoted around the metropolitan city center to realize advanced transportation networks. Many disaster prevention facilities are applied to secure fire safety of the closed and long-distance underground roads. As the facility response and fire suppression subjects are unclear, additional human and material damages from fire spread are inevitable. Therefore, in this study, we developed a remote automatic fire extinguishing system that uses the fire extinguishing water inside the fire hydrant to monitor the CCTV in the management room and sprays it directly to the fire site through automatic control. The design application method was studied through the performance improvement that can be put into practical use.

Measurement of the Time Taken for Initial Water Discharge According to the Number of Kinks in the Fire Hose of the Indoor Hydrant System

  • In this study, we tried to examine how the kinking of the fire hose affects the time taken for initial water discharge by measuring and analyzing the time taken for initial water discharge with different number of kinks at different locations of the hose. The average time taken for initial water discharge was obtained by measuring the time in the unkinked state of the fire hose. Based on this standard, we conducted the experiment by selecting the kinking locations in the hose near the water outlet and nozzle, and setting the number of kinks to 3, 6, 9, and 12. The results of this study are as follows: First, if the fire hose has 5 kinks or more near the nozzle, no water was released. Second, when comparing the case of no kinks and 4 kinks near the nozzle, there was no significant difference in the time taken for initial water discharge. Third, when the fire hose was kinked 10 times near the outlet, the time required for initial water discharge increased by 1.62 seconds on average compared to the case with no kinking, but there was no problem with water discharge. Lastly, regarding the kinking locations of the fire hose, it was found that the greater the number of kinks near the nozzle than near the outlet, the greater the effect on the discharge. As a result, it is concluded that it would be preferable to install non-kinking devices near the nozzle of the fire hose.

  • Permanent water supply and water sprinkling systems are essential to protect major forests and facilities from forest fire. Back in 2005, Naksan Temple, a valuable cultural asset of Korea, was burned down in a forest fire that took place in Yangyang. This started a series of movements including installing water supply facilities and managing forests near important cultural assets. As for the existing facilities, however, they were installed without any standard guidelines for management and installation according to each constructor's specifications, which were based on the National Fire Safety Code 109. Unfortunately, this is not effective in protecting facilities from forest fires such as they have a small protection area, limited simultaneous sprinkling, and a difficult the movement of fire hose. Against this background, the study examines the condition of water supply facilities currently in use, identifies their deficiencies, and suggests how to improve the criteria for water supply service to effectively prevent forest fire. Specifically, three systems were proposed: Water Sprinkler Tower System for preventing spread of crown fires, and Forest Fire Hydrant System and Portable Water Spray System to be effective for suppressing surface fires. In addition, the standards on the performance and components of water pumps are also suggested.

Determination of Optimal Pressure Monitoring Locations of Water Distribution Systems Using Entropy Theory and Genetic Algorithm (엔트로피 이론과 유전자 알고리즘을 결합한 상수관망의 최적 압력 계측위치 결정)

  • The purpose of water distribution system is supplying water to users by maintaining appropriate pressure and water quality. For efficient monitoring of the water distribution system, determination of optimal locations for pressure monitoring is essential. In this study, entropy theory was applied to determine the optimal locations for pressure monitoring. The entropy which is defined as the amount of information was calculated from the pressure change due to the variation of demand reflected the abnormal conditions at nodes, and the emitter function (fire hydrant) was used to reproduce actual pressure change pattern in EPANET. The optimal combination of monitoring points for pressure detection was determined by selecting the nodes receiving maximum information from other nodes using genetic algorithm. The Ozger's and a real network were evaluated using the proposed model. From the results, it was found that the entropy theory can provide general guideline to select the locations of pressure sensors installation for optimal design and monitoring of the water distribution systems. During decision-making phase, optimal combination of monitoring points can be selected by comparing total amount of information at each point especially when there are some constraints of installation such as limitation of available budget.

  • This paper presents a smart firefighting appliances monitoring system based on big data analytics platform using GS1 for Smart City. Typical firefighting appliances are fire hydrant, fire extinguisher, fire alarm, sprinkler, fire engine, etc. for the fire of classes A/B/C/D/E. Among them, the dry chemical fire extinguisher have been widely supplied and 6 millions ones were replaced for the aging ones over 10 years in the past year. However, only 5% of them have been collected for recycling of chemical materials included the heavy metals of environment pollution. Therefore, we considered the trace of firefighting appliances from production to disposal for the public open service. In the paper, we suggest 1) a smart firefighting appliances system using GS1, 2) a big data analytics platform and 3) a public open service and visualization with the analyzed information, for fire extinguishers from production to disposal. It can give the information and the visualized diagrams with the analyzed data through the public open service and the free Apps.

  • The prevention of disasters in cultural property is very important management and historical duties. The reason can't be measured values with monetary scale of our contemporary. Therefore, this paper was considered fire-safety as one of terrible threat-disasters about the wooden buildings. This research deal with 47 cases cultural property wooden building by whole investigation(field survey and interview) in Gangnung province. The most buildings have basic fire extinguisher; ABC powder. A few buildings are rarely installed fire extinguishing equipments; outdoor fire hydrant, heat sensor, ground sprinkler, CO2-hose-reel. But these state is very insufficient for the fire-safety in cultural property wooden buildings. Specially as particular attention in province, forest fire of regional characteristic have close relation with cultural property fire. The majority of factor against forest and building fire is to provide monitoring and security system; CCTV, Fence, Sensor, Alarm and paid guard man against incendiary. Ultimately it is necessary to construct comprehensive disaster prevention system with the organic cooperation such as National Emergency Management Agency, Cultural Heritage Administration, Forest Service, local government officials and regional citizen.

  • This research has set up the fire protection and early suppression plan for Asan Oeam folk village which is composed of traditional wooden building instinct or complex. The results of this study are as follows. 1. The traditional wooden buildings require attentive considerations about the fire property of the Waga and the straw roofed house. Especially, as the straw roofed house has property that the transfer and development of the fire is fast. Therefore we studied on the transferring possibilities of the fire dangerous instinct through measuring the distance from of the eaves edge and trees in neighboring house. 2. This research proposes the tools for the priority protective building through consideration of fire risk and cultural priority because the fire prevention for all is impossible at the same time. 3. The most important thing is preserve the cultural identities of traditional folk village in establishing the fire hydrant and fire prevention facilities. Traditional folk village landscape should be considered.

Development of remote control automatic fire extinguishing system for fire suppression in double-deck tunnel (복층터널 화재대응을 위한 원격 자동소화 시스템 개발 연구)

  • To effectively deal with the fire in tunnel which is mostly the vehicle fire, it's more important to suppress the fire at early stage. In urban tunnel, however, accessibility to the scene of fire by the fire fighter is very limited due to severe traffic congestion which causes the difficulty with firefighting activity in timely manner and such a problem would be further worsened in underground road (double-deck tunnel) which has been increasingly extended and deepened. In preparation for the disaster in Korea, the range of life safety facilities for installation is defined based on category of the extension and fire protection referring to risk hazard index which is determined depending on tunnel length and conditions, and particularly to directly deal with the tunnel fire, fire extinguisher, indoor hydrant and sprinkler are designated as the mandatory facilities depending on category. But such fire extinguishing installations are found inappropriate functionally and technically and thus the measure to improve the system needs to be taken. Particularly in a double-deck tunnel which accommodates the traffic in both directions within a single tunnel of which section is divided by intermediate slab, the facility or the system which functions more rapidly and effectively is more than important. This study, thus, is intended to supplement the problems with existing tunnel life safety system (fire extinguishing) and develop the remote-controlled automatic fire extinguishing system which is optimized for a double-deck tunnel. Consequently, the system considering low floor height and extended length as well as indoor hydrant for a wide range of use have been developed together with the performance verification and the process for commercialization before applying to the tunnel is underway now.

Analysis of the Working Conditions of Fire Protection Systems in the Goyang Bus Terminal Building Fire (고양종합터미널화재 시 소방시설의 작동실태 분석)

  • This study analyzed the working conditions of the fire protection system in the Goyang Bus Terminal fire based on the fire investigation results. The results were as follows. First, extinguishing using an indoor fire hydrant was not attempted immediately after the fire burned the ceiling urethane foam. Second, a sprinkler alarm valve was turn off and did not work in the repair work space of the 1st basement. On the other hand, the sprinklers in the $2^{nd}$ basement, $1^{st}$ floor, $2^{nd}$ floor, and $3^{rd}$ floor worked and prevented the fire from moving to stories other than the $1^{st}$ basement. Third, although an exit light worked normally, it was not installed in the exit from the waiting room in the $2^{nd}$ floor to the bus stop. This resulted in many casualties. Fourth, although a fire receiver sent an electrical signal to the fan controller of the smoke control system, it was treated manually in the fan controller and the fan in the $2^{nd}$ floor did not work.

A Study on the Calculation of Stormwater Utility Fee Using GIS based Impervious Surface Ratio Estimation Methodology (GIS 기반 불투수율 산정방법론을 활용한 강우유출수 부담금 모의산정 방안 연구)

  • Korea needs to develop a rational system to separate stormwater utility fee from current sewerage fee. In this study, the scenario for calculating stormwater utility fee of Bupyeong-gu was suggested and the results were considered. For this purpose, the application of stormwater utility fee overseas and current domestic system were analyzed. A three step calculating scenario considering suitable domestic situation and impervious surface area was suggested. Water, sewerage usage, and hydrant data were collected. The total amount of water and sewerage fees for land use were calculated. The sewerage fee of Bupyeong-gu for the year 2014 was 21,685,446,578 won. Assuming that 40% of this amount was the cost associated to stormwater, the result showed that the fees for residential area in third step decreased by 0.77% compared to that of the first step. For commercial area, the stormwater utility fee decreased by 36.87%. For industrial area, although the consumption of water was similar to that of commercial area, the stormwater utility fee increased by 8.35%. For green area, the fee increased by 37.46%. This study demonstrated that the calculation of actual stormwater utility fee using impervious surface map and impervious Surface Ratio Estimation Methodology developed in previous studies is feasible.
