Biotechnology has reached the level of giving birth to new forms of life and with this is a growing controversy in the conflict between science and ethics. Especially, GMOs are closely linked to the food products we consume and thus, the majority of the public shows a very sensitive reaction to the safety of GMO food products. Many perspectives arose surrounding the issues of safety on the human body and the ecology. This outlines diverse structural mechanisms to be set up to ensure safety such as risk assessment, risk management etc. Despite the precautionary principle guaranteed in many ways, the problem arises whether and how this principle can be taken in the safety assessment. GMOs due to its uniqueness do not end with just the possession of the technology involved but must also be considered with the prerequisite that they could be cultured again. Therefore the reinforcement of safety assessment system is necessary. That is, the reinforcement of risk assessment including field tests, the consideration of socio-economic effects, the coordinated system of relevant authorities, the development of technology for safety assessment.
Over the years, probabilistic risk assessment (PRA) research activities conducted at the U.S. Nuclear Regulatory Commission (NRC) have played an essential role in support of the agency's move towards risk-informed regulation. These research activities have provided the technical basis for NRC's regulatory activities in key areas; provided PRA methods, tools, and data enabling the agency to meet future challenges; supported the implementation of NRC's 1995 PRA Policy Statement by assessing key sources of risk; and supported the development of necessary technical and human resources supporting NRC's risk-informed activities. PRA research aimed at improving the NRC's understanding of risk can positively affect the agency's regulatory activities, as evidenced by three case studies involving research on fire PRA, human reliability analysis (HRA), and pressurized thermal shock (PTS) PRA. These case studies also show that such research can take a considerable amount of time, and that the incorporation of research results into regulatory practice can take even longer. The need for sustained effort and appropriate lead time is an important consideration in the development of a PRA research program aimed at helping the agency address key sources of risk for current and potential future facilities.
Background: Children who use playground facilities are exposed to potential risks due to the high concentration of heavy metals contained in the finishing materials of facilities in children's playgrounds. Objectives: The purpose of this study was to investigate the concentration of heavy metals in the finishing materials of outdoor children's playgrounds where harmful heavy metals exist in Gwangju and to conduct human risk assessment for children and adults by age to find the risks and limitations. Methods: The bottom and top layers of double-painted paint were peeled off and collected together from the finishing materials of children's play facilities such as slides, swings, and seesaws in 147 children's parks in Gwangju. Heavy metals were analyzed using ICP-OES, etc., and human risk assessment was performed using the concentrations of heavy metals. Results: Based on 1.0E-04, which requires legal regulation, CTE was found to pose a carcinogenic risk for preschool children and no carcinogenic risk for the rest of the age groups. However, RME showed that both men and women of all ages had a carcinogenic risk. For reference, when the carcinogenic risk was based on 1.0E-06, CTE was found to pose a carcinogenic risk from infants to elementary school students, and RME was found to have a carcinogenic risk in all age groups. It was judged that there is a non-carcinogenic risk if the non-carcinogenic risk exceeds 1 based on the hazard index (HI) 1. In CTE, there was no non-carcinogenic risk, and RME for preschooler males (1.49E+00) and females (1.56E+00) were found to have non-carcinogenic risk. Conclusions: This study was meaningful in that it examines the differences in the current management of heavy metals concentration standards and potential carcinogenic and non-carcinogenic risks to the human body and discusses the relationship between heavy metals and human health effects.
The research centers on the health risk assessment of airborne toxic metals in Taejon third and fourth industrial complexes. Total suspended particulates were collected on glass microfibre filters by high volume air samplers. Fifteen toxic metals including 6 carcinogenic metals were analyzed by ICP-MS and ICP-AES after the pre-treatment of mixed acid extraction. The following results were summarized from the research : 1) the concentrations of TSPs were $17.7{\sim}219.6{\mu}g/m^3$ while the arithmetic mean concentration was $101.7{\mu}g/m^3$; 2) the arithmetic mean concentrations of human carcinogens such as arsenic, hexavalent chromium and nickel subsulfide were 10.22, 6.96 and 6.42 $ng/m^3$, respectively while those of probable human carcinogens such as beryllium, cadmium and lead were 0.13, 3.41, 97.65 $ng/m^3$, respectively; 3) the point risk estimate for the inhalation of carcinogenic metals was $1.5{\times}10^{-4}$, which was much higher than a risk standard of $10^{-5}$; 4) approximately 93% of the cancer risk were to the inhalation of human carcinogens, arsenic and hexavalent chromium, which should be properly managed in Taejon third and fourth industrial complexes.
We conducted a quantitative human health risk assessment with respect to inhalation of heavy metals for residents of housing developments in "new towns" where an incinerator will be operated within the area scheduled for construction thereof. To assess potential human health risk we calculated the amount of heavy metals emitted from the incinerator, and then forecasted the potential health impact on adjoining areas where new housing is to be developed (i.e. "new towns") at different altitudes by a using SCREEN-3 model. We assessed Cancer Risk (CR) caused by known carcinogens using the Inhalation Unit Risk criteria developed by the US Environmental Protection Agency. Notably, we assessed risk by determining concentrations of heavy metals on a floor by floor basis, as apartment buildings are to be constructed near the incinerator according to a pre-devised plan. Results indicated that cancer risk for most carcinogens exceeded US EPA standards for the highest locations at each collection point. This result indicates that construction of high buildings in areas adjoining incinerators is undesirable, and that measures to lower carcinogens are needed. The results of this study, which assessed health risk from exposure to heavy metals emitted from a nearby incinerator, can be useful in land use planning with respect to the location of housing developments in new towns, as well as the heights of any buildings constructed. Furthermore, the methodology deployed herein with respect to risk assessment can be helpful for policy makers and the general public in the event of conflicts regarding incinerator projects in the future. The results herein may also be of merit in determining priorities when establishing harm reduction measures for carcinogens at incinerators. However, the study does contain several limitations. The SCREEN-3 model, a kind of screening model that provides conservative results, can provide higher forecasted concentrations of air pollutants than other models. Moreover, although the incinerator in question is set to be a thermoselect type, domestic data for emissions from these incinerators is not available, and assumptions were based on a stoker type incinerator. Insufficient domestic data likewise compelled the use of data of USA, resulting in possible errors in results. Continued research will thus be required to develop systematic methodologies that address the foregoing factors and produce more reliable outcomes.

Human activities have resulted in soil pollution problems to us. Human and ecological risk assessment have been suggested as an efficient environmental management strategy for protecting human and ecosystems from soil pollution. However, Korean environmental policy is currently focused on human protection, and fundamental researches for ecology protection are required for institutional frameworks. In this study, we developed a schematic frame of Korean soil ecological risk assessment, and suggested the basic information for its application. This study suggested a soil ecological risk assessment scheme consisting of 4 steps for derivation of Predicted-No-Effect-Concentration (PNEC): 1) ecotoxicity data collection and reliability determination, 2) data standardization, 3) evaluation of data completeness for PNEC calculation, and 4) determination of ecological-risk. The reliability determination of ecotoxicity data was performed using Reliability Index (RI), and the classification of domestic species, acute/chronic, toxicity endpoint, and soil properties was used for data cataloging. The PNEC calculation methodology was determined as low-reliability, middle-reliability, and high-reliability according to their quantitative and qualitative levels of ecotoxicity data. This study would be the introductory plan research for establishment of Korean soil ecological risk assessment, and it can be a fundamental framework to further develop guidelines of Korean environmental regulation.
This study assessed the stabilization of fluorine (F)-contaminated soil using calcium hydroxide (Ca(OH)2) and the consequent changes in human health risk. The bioavailable F decreased to 3.5%, (i.e., 57.9 ± 1.27 mg/kg in 6% Ca(OH)2-treated soil sample) from 43.0%, (i.e., 711 ± 23.4 mg/kg in control soil sample). This resulted from the conversion of water-soluble F to stable calcium fluoride, which was confirmed by XRD spectrometry. Soil ingestion, inhalation of fugitive dust from soil, and water ingestion were selected as exposure pathways for human health risk assessment. Non-carcinogenic risks of F in soils reduced to less than 1.0 after stabilization, ranging from 4.2 to 0.34 for child and from 3.0 to 0.25 for adult. Contaminated water ingestion owing to the leaching of F from soil to groundwater was considered as a major exposure pathway. The risks through soil ingestion and inhalation of fugitive dust from soil were insignificant both before and after stabilization, although F concentration exceeded the Korean soil regulatory level before stabilization. Our data suggested that substantial risk to human health owing to various potential exposure pathways could be addressed by managing F present in soil.
As concerns on the effects of soil contamination on human health have grown, more efforts have been made to quantify the effects. One of such efforts is the development of risk assessment methodology. The fundamental objectives of this approach is to investigate the alternative options that reduce the risk of hazardous chemicals results from environmental pollution, which will eventually lead to an accomplishment of removement of identified toxicants in polluted environment. The U.S. EPA Risk Assessment guidance for the superfund (RAGS) provides a methods for assessing the health risk of contaminated soils and determining the preliminary remediation goals (PRGs). Using this approach, we assessed the health risk and preliminary remediation goals of petroleum contaminated site in Kyounggi province.

The research in this paper centers on a comparative risk assessment for nearby air pollution by carcinogenic metal emission from municipal solid waste incinerators. If a substance is identified as a potential human carcinogen, the carcinogenicity may be related to the chemical form of a substance and the route of exposure. This type of information with regard to carcinogenic uncertainty is incorporated into hazard quantification. In addition to the dioxin emission, the metal emission from municipal solid waste incineration is found to be a major contributor to human cancer risk via the inhalation route. The magnitude of risk by metals is about 5 times greater than that of risk by dioxins. Hexavalent form of chromium and cadmium compounds are major contributors to cancer risk from metal emission. In addition, hexavalent chromium is known to be human carcinogen while 2,3,7,8-TCDD is known to be only probable human carcinogen.
Environmental Impact Assessment(EIA) is defined as an activity designed to identify and predict the impact on the environment. In the process of an EIA, the quantitative evaluation is generally performed for the air and water quality which have the national environmental quality standards. But the predicted values for the air and water quality are simply compared to the environmental standards. At present, the EIA process of Korea has no consideration for the possible human health risk resulting from the development projects. Environmental Health Impact Assessment(EHIA) is an applied methodology of EIA to estimate the acceptable health risk caused by a specified level of environmental pollutants. Estimating the excessive lifetime risk that is a possibility of dying of a certain disease by environmental contaminants, is useful as an evaluation technique of EHIA. It is recommanded the decision-makers to make efficient use of EHIA not only the development projects but also legislative proposals, policies and programmes in future.
