Considering the present and expected demand for human resources by the maritime community, its quantity and quality depend on the number of the ships and the technology applied to them. Scientific and economic developments in this community bring the intensive use of modem technology for many of ships operation. Generally it effects to reduce the quantity of manpower, while it increases the requirement of qualifications of human resources to utilize such advanced technology. Considering above, the maritime education, training and research activities should be revised and updated according to the demand of the community. Because of a difference between the transition of the demand for the human resources and development of the maritime education, training and research activities, there are two most common questions as “What to teach” and “How to teach”. The first question has been asked for many years. The contents of maritime education and training are always related to the existing maritime knowledge and technology and should be updated with consideration of changes of the demand namely “Globalisation of maritime community”. It brings globalisation of the maritime education, training and research activities. The second question is still keeping us busy to look for the best way. Presently traditional methods are used together with new system, while the use of sophisticated simulation, communication and information systems etc. and it is changing our understanding on teaching. This paper introduces the new role of Maritime Institutions from the viewpoints of the maritime education. training and research activities. The role of guide for seafarers and maritime companies is always essential and the concepts such as “Refreshment Training”, “On the Job Training”, “Lifelong” or “Continuous Training” bring new understanding to the training period, trainee's age and position. As a result, the maritime institutions should be ready for their new role, which is, in brief, guiding the maritime society, recommending and providing new learning environments, organising research and developments, performing the education, training and assessment, improving existing methods and developing new methods of the education, training and assessment.

In this paper, we designed a platform-based $ERP^+$ system, which integrates ERP system and SCM system. With platform-based technology we can connect online and offline platforms, enterprise management systems, and government systems. In our research, first we examined the problems of the existing ERP systems, and second we discussed all basic tasks of our $ERP^+$ system. We also designed several modules for this platform-based system and system network. Our results showed that a platform-based $ERP^+$ system can effectively manage the information and the human/material resources, by using O2O (online to offline) technic. Even different systems can be integrated effectively. It can reduce the costs of enterprise management activities, enhance the enterprise competitiveness.

As rapid development of computing environment, field of automatic identification research which interoperates with various physical objects and digital information is making active progress. Although the automatic identification system is widely used in various industries, application of automatic identification system in the field of medical health doesn't reach other industry. Therefore research in medical health supplies such as medical equipment, blood, human tissues and etc is on progress. This paper suggests the application of automatic identification technology for biological resources which is core research material in human genome research. First of all, user environment requirements for the introduction of automatic identification technology are defined and through the experiments and research, barcode is selected as a suitable tag interface. Data Matrix which is 2D barcode symbology is chosen and data schema is designed based on UCC/EAN-128 for international defecto standard. To showapplicability of proposed method when applied to actual environment, we developed, tested and evaluated application as following methods. Experiments of barcode read time at 196 and 75 below zero which is actual temperature where biological resources are preserved resulted read speed of average of 1.6 second and the data schema satisfies requirements for the biological resources application. Therefore suggested method can provide data reliability as well as rapid input of data in biological resources information processing.

Natural disasters destroy decades of human effort and investments, thereby placing new demands on society for reconstruction and rehabilitation. In most case, the natural phenomena triggering the disasters are beyond human control. In order to solve the problems that the information resources can not be shared among disaster management sectors and their work is hard to be coordinated in city, an idea of application of ubiquitous sense network and ICT technology to model the architecture of the disaster prevention system based on the analysis of characteristics of disasters.

It is attempted that the standardization of the construction, globalization of the engineering construction and an information oriented construction spread by setting a goal of the advanced construction industry and productivity increase of human resources within the country. Hence, it has been brought in the information oriented construction of BIM based technology for the field of construction and equipment of Korea. The current study that examines the possibility of application of 3D ; that is BIM based programs of building equipment, and make better the problems of 3D building equipment system through the Pilot Test, indicates the way of growth development about the construction of building equipment process system.

The school system of fisheries high school was proper to specialist objective school system in order to training for expert human resource development.Training a field of human resources development from fisheries high school is fallow; fisheries production, seamen's training, ship engine and refrigerator, marine electronic telecommunication and information, fisheries foods production and fisheries foods production and distribution, fishery fisheries self-management, marine distribution, management and conservation of marine environment, safety and marine prevention of disasters, apparatus of marine development, under water area development.A new department opening and each department was revised toward to department name and department character. The unit-lesson hour of curriculum according to specialist objective school system of fisheries and marine highschool was revised. professional subject 98 unit-lesson hour(52%), normality subject 90 unit-lesson hour(48%), and educational activity of professional subject 10unit-lesson hour, total training activity 10 unit-lesson hour. And the special objective school system need to revise curriculum of 208 total unit-lesson hour.

The Ministry of Education and Human Resources Development is propelling the estabilishment project of Internet-based School Library Information System for prepares a foundation of resource sharing and inter-school library loan, to improvement of DB construction's efficiency and to reduces a maintenance's burden of local information system. This system adapted the Dublin Core based DLS-I metadata to accommodate teh network resources and conventional MARC, it will be able to use easily. But this system does not consider metadata for reading instruction that the important element of school library service. Thus, this study is review to the necessity of description on the reading and reading instruction beside of bibliographic data, extracts a metadata elements of reading and reading school library information system(DLS-I metadata)

A cyber-physical system (CPS) is a new mechanism controlled or monitored by computer algorithms that intertwine physical and software components. Advanced persistent threats (APTs) represent stealthy, powerful, and well-funded attacks against CPSs; they integrate physical processes and have recently become an active research area. Existing offensive and defensive processes for APTs in CPSs are usually modeled by incomplete information game theory. However, honeypots, which are effective security vulnerability defense mechanisms, have not been widely adopted or modeled for defense against APT attacks in CPSs. In this study, a honeypot game-theoretical model considering both low- and high-interaction modes is used to investigate the offensive and defensive interactions, so that defensive strategies against APTs can be optimized. In this model, human analysis and honeypot allocation costs are introduced as limited resources. We prove the existence of Bayesian Nash equilibrium strategies and obtain the optimal defensive strategy under limited resources. Finally, numerical simulations demonstrate that the proposed method is effective in obtaining the optimal defensive effect.

Online recruitment services have emerged as one of the most popular Internet services, providing job seekers with a comprehensive list of jobs and a search engine. But many recruitment services suffer from shortcomings due to their reliance on traditional client-pull information access model, in manay cases resulting in unfocused search results. Worldjob+, being operated by The Human Resources Development Service of Korea, addresses these problems and uses Splunk, a platform for analyzing machine data, to provide a more proactive and personalised services. It focuses on enhancing the existing system in two different ways: (a) using personalised automated matching techniques to proactively recommend most preferrable profile or specification information for each job opening announcement or recruiting company, (b) and to recommend most preferrable or desirable job opening announcement for each job-seeker. This approach is a feature-free recommendation technique that recommends information items to a given user based on what similar users have previously liked. A brief discussion about the potential benefit is also provided as a conclusion.
