A Pilot Study on a Strategic Development Plan for a National Branch Library (국가도서관 지역분관의 발전전략 모형 연구 - 국립세종도서관을 중심으로 -)

  • This study aims at suggesting mid- and long-term development plan (vision, core values, strategic goals and functional performances, major tasks and detailed action plans for each strategy, organizational and human resources management, shared responsibility with the National Library of Korea which is main library in collection and services of policy information, and cooperation and collaborative exchange programs) for the National Library of Korea, Sejong. This study is based on the appropriateness that the library should enhance its visibility through focusing on the role as the specialized library in charge of public policy information services if it wished to ensure the identity of a branch of the National library of Korea for the comprehensive collection, preservation, and nationwide services of public policy information.

Current Status and Strategies for Public Libraries in Daejeon Metropolitan City (대전지역 공공도서관 운영현황과 발전과제)

  • The purpose of this study is to discuss about the current status and problems of 24 public libraries in Daejeon metropolitan city and to suggest strategies for the development of public library system in Daejeon. For this purpose, first, this study investigates facilities, human resources, collection, and budget in public libraries in Daejeon metropolitan city and compares to the standards in "The Third Comprehensive Library Advancement Plan(2019-2023)", "The library Act" and "Korean Library Standards". Secondly, this study analyzes administrative organization system. Finally, suggested are both strategies and methods for continuous construction of new public libraries, librarian recruit, collection increase, better service for older adults, budget increase, organization exclusively responsible for library policy.

  • 본 연구는 수행공학 모형을 적용하여 공공도서관의 서비스의 주요 문제점과 원인을 탐색하고 적절한 해결방안을 제안하였다. 이를 위해 A공공도서관 서비스를 대상으로 ISPI(International Society for Performance Improvement)수행공학 모형을 적용하여 이 모형절차에 따라 문제점분석, 원인분석, 해결책 선정을 순서에 따라 시행하였다. 문제점에 대한 원인은 Gilbert의 BEM 모형의 틀을 사용하여 환경적인 요소와 개인적인 요소로 나누어 분석하였다. 이렇게 발견된 원인들 중 선택된 원인에 대하여 해결책을 제안하였다. 본 연구는 수행공학 모형의 도서관 서비스 적용을 통해 향후 도서관 관련의 다양한 영역에서의 문제점 해결책을 강구하는데 아이디어를 제공하고자 한다.

  • 본 연구는 대학도서관 내 학생근로자를 인적자원의 요소로서 접근하여 그들의 업무 현황 및 영역을 파악하고, 발전적인 활용방안을 모색해보고자 하였다. 이를 위해 수도권 대학도서관을 대상으로 전화 및 이메일을 통한 설문지법으로 학생근로자의 업무 실태를 조사하였다. 연구 결과, 대학도서관에서의 학생근로자는 도서관 업무의 전반적인 분야에서 점차 중요한 인적자원으로 활용되고 있어 체계적인 관리의 필요성이 증대되고 있었다. 또한, 일부 대학도서관에서는 학생근로자의 전공 및 우수한 재능을 업무영역에 활용한 사례가 있으며, 이러한 학생근로자의 특화된 업무 영역을 적극적으로 개발한다면 도서관 서비스의 질적 향상을 기대해 볼 수 있을 것이라 생각한다.

  • Efforts to establish a joint preservation facility for library materials are being discussed in the regional representative libraries recently, but this is mainly a movement in public libraries. This study aimed to provide a model for a joint preservation facility construction and management especially for the National Universities Library in Busan/Gyeongnam area. For this job, after analyzing the current situation, this study focuses on 1) estimated size of the planned facility calculated by investigating the size and equipment, operation policy, collection quantity and saturation status of participating library archives, 2) strategies for construction, proposed a joint preservation architecture construction management model such as organization and human resources, and standards for transferring materials.

  • A job analysis of subject specialist librarians is an important source providing information about definition of a job, development of a curriculum, administration of human resources, criteria of employee training, and deciding institutional and individual objectives. This study analyzes a job of subject specialist librarians in Korea, and divides their jobs into 7 duties and 58 tasks. the 7 duties are as follows; A. a development of subject information resources, B. a management of information resources classified by subjects, C. a research support service classified by subjects, D. Liasion activity of library users, E. an education of subject classification for library users, F. library management, G. personal development of classified subject areas.

A Study on Job of One Person Special Library (일인 사서 전문도서관의 직무 연구)

  • According to the 2007 Korea library yearbook, 162 out of 589 special libraries are one person libraries which means an individual librarian takes responsibilities of all librarian tasks. Due to its particularity and diversity, however, there is lack of research on special libraries compared to the other libraries and no job analysis for human resources to be effectively managed has been done. This study aims to understand the current status of one person library by investigating its tasks and frequency, importance, difficulty of its duties. This study also suggests plans to improve the job by analyzing its association with affiliated organizations of one person library.

  • The importance of Knowledge Management (KM) can be easily recognized in many diverse aspects of the theory studies and in KM's efforts to help implement the government's policy to innovate corporation management. The core of KM is to improve the circulation of knowledge by generation, accumulation, sharing, utilization and acquisition by learning. The improvement of knowledge circulation would result in high quality and quantity of intellectual assets in corporations and make decision-making more efficient. This, too, is the operational philosophy of the special libraries. The primary objective of this study is to promote KM by presenting KM methodology and by explaining a theoretical background and cases, based on the existing special libraries. I cite an example of a case wherein merging intellectual assets and human resources activated the company culture. The reference service system, which is the core of the special library, was used in this merging.

  • 현재 국내 100여개 과제관리기관들이 과학기술분야 인력정보관리시스템을 구축 운영하고 있다. 본 연구는 과학기술분야 인력정보관리시스템들의 데이터를 기반으로 실제적으로 적용가능한 전문가 선정방법을 제안하기 위한 것이다. 이를 위해 먼저 국내외 주요 과학기술분야 인력정보관리시스템의 운영현황을 개괄한 후, 각 시스템의 데이터 구조를 분석하였다. 향후 분석된 데이터구조를 통한 가중치 적용요소 추출, 객관적 근거를 가진 평가기준의 제시, 알고리즘 적용을 통한 결과도출 및 평가 등에 대한 추가적인 연구가 요구된다.

A Research on the Development of Performance Indicators and Action Plans for Academic Libraries in Korea (대학도서관 평가 지표 개발과 실행 방안에 관한 고찰)

  • Performance indicators for academic libraries in Korea suggested in this research cover three areas, that is, collection, budget, and human resources, which consists of three subdivisions, respectively. Performance indicators and action plans in this research were prepared, based on the official documents which universities in Korea formally submitted to the Ministry of Education and Human Resources, and the data published by the related institutions. Performance indicators and action plans are intended to draw attentions of university administrators and headquarters, but do not require librarians to prepare for evaluation. The better results would be expected with the development and application of both quantitative and qualitative indicators for information services by standardizing and unifying the process of collecting statistics. It is also expected that periodic and continuing evaluation of academic libraries could help government and universities have a better understanding of and appreciate the significance of academic libraries.
