An Analysis on the Reemployment of the Unemployed : Centered on the Applications of Human Capital and Human Capability Perspective (실업자의 재취업에 관한 분석: 인적자본관점(Human Capital Perspective)과 인간능력관점(Human Capability Perspective)의 적용)

  • This study examines the hazard rate of reemployment by conducting the Cox regression analysis. In addition, two gender groups are subjected to comparative analysis to identify the effect of the factors related to the human capital and human capability perspective on reemployment. For this purpose, 1,871 cases are selected from the 5th year data from Korea Labor and Income Panel Study. The results of study are as follows. First, the factors of human capital, such as education, appropriateness of skill level, and job tenure hold negative impact on the probability of reemployment, while factors of human capability, such as basic learning ability, health insurance, social insurance, residential area(living in the Seoul metropolitan area) hold positive on the probability of reemployment. It is interesting note that there are different sets of factors that affect the probability of reemployment in the two gender groups. This trend is even more apparent in the case of factors that pertain to human capability. The results of this study imply that the factors of human capability, which stress the socio-institutional characteristics, should be considered as comparably significant compared to the factors that pertain to human capital when it comes to the estimation of reemployment. Also, results of this comparative study teach us that various perspectives, such as dual labor market theory and gender-segmented labor market theory, should be factored in for reemployment discussion as well. In conclusion, this research delivers several significant messages since it introduces the concept of human capability perspective, subjected to few empirical analyses in the past, and also heralds the way for comparative analysis on the impact of the factors pertaining to human capability on reemployment.

  • Human Factors Engineering(HFE) program should be developed from the early stage of the design process for Nuclear Power Plant. The HFE program is conducted in accordance with the guidance in the Standard Review Plan(SRP) NUREG 0800, Chapter 18. The major purpose of this program is to reduce the incidence of human error during the operating life of the plants. A comprehensive human factors program is prepared by KOPEC to assure that key elements of human factors involvement are not inadvertently overlooked and the early, complete, and continuing inclusion of HFE in the design process. This paper is to introduce engineering steps of the HF activities to verify that the HF involvements on man-machine interface are adequate to support safe and efficient operation of nuclear power plant. If systems are developed without sufficient consideration on the HFE in the design, such systems may cost a high price due to the malfunction of the plant induced by the human errors.

  • This paper deals with the selection of the important Influencing Factors (IFs) under accident management situations in nuclear power plants for use in the assessment of human errors. In order to achieve this goal, we collected two types of IF taxonomies, one is the full set IF list mainly developed for human error analysis. and the other is the IFs for human reliability analysis (HRA) in probabilistic safety assessment (PSA). Five sets of IF taxonomy among the full set IF list and ten sets of IF taxonomy among HRA methodologies were collected in the study. From the review and analysis of BRA IFs, we could obtain some insights for the selection of HRA IFs. By considering the situational characteristics of the accident management domain, candidate IFs are chosen. Finally, those IFs are structured hierarchically to be appropriate for the use in the assessment of human error under accident management situation. Three nuclear accidents such as TMI. Chernobyl and JCO were analysed to validate the proposed taxonomy.

  • As the field of robots is evolving to intelligent robots that can replace even humans' mental or emotional labor, 'robot ethics' needed in relationship between humans and robots is becoming a crucial issue these days. The purpose of this study is to consider the ethics of robots and humans that is essential in this post-human age. It will deal with the followings as the main contents. First, with the cases of developing ethics software intended to make robots practice ethics, the authors begin this research being conscious about the matter of whether robots can really judge what is right or wrong only with the ethics codes entered forcibly. Second, regarding robot ethics, we should consider unethicality that might arise from learning data internalizing human biasness and also reflect ethical differences between countries or between cultures, that is, ethical relativism. Third, robot ethics should not be just about ethics codes intended for robots but reflect the new concept of 'human ethics' that allows humans and robots to coevolve.

  • The respect for human dignity and worth is to purpose both the ideological premise and the guarantee of all the fundamental rights at the same time. Both freedom and rights which are necessary for obtaining those purposes should be guaranteed. "A human has dignity and worth as a human being" is that a nation exists for an individual between an individual and a nation. It declares democratic ideology. It becomes a ultimate standard to solve a problem of the interpretation of an article of a law and the effect of a law. The right to pursue one's happiness is necessary to persue one's happiness. The rights comprehensively covers even the freedom and the right without in an article of a law. It shows a positive rights like a social fundamental rights in a minimum level of a law. According to the precedent of the Constitutional Court, as the right to pursue one's happiness is in area of a common action, the free manifestation of the authoritative individuality, and self-determination in category, this study is to emphasize the importance of the right to pursue one's happiness throughout its meaning and the precedent of history legislation.

  • So far there have been many researches on machine-based recognition of handwritten digit. But we have not yet attained the level of performance that can be satisfactory to men. The dissatisfaction with the performance of machine comes from not only the low accuracy of recognition but also the dissimilarity of the recognition results between man and machine. To reduce the difference of machine from man we first made an experiment with the human recognition of handwritten digits and then inquiry into the way of the human recognition that makes the results of men different from that of machine. We found out the attributes that play an important role in the human recognition process through the analysis of the experimental results like uni- and bi-directional confused pairs of digits, several ones unmixed up with another and the redundancy of mis-recognition, and proposed the approach direction to be able to improve the accuracy of the machine-based recognition, and furthermore the similarity in the recognition results of men and machine on the basis of the found facts above.

  • This paper discusses the complementarity of cognitive science and meditation in understanding human mind.Although cognitive science has contributed in scientific understanding of human mind,it has limitations in experiential understanding of human mind.Besides cognitive scoence has dealt mainly with logical and rational aspects of human mind.These limitaions of cognitive science can be overcome by including subjective experience in its subject matter and complemented by introducing meditiation.Medditation in various forms has been practiced as means helping experintial understanding of human mind and the world for many years in almost all cultures in the world.However,the processes of meditation are not fully understood yet.The scientific understanding of the processes of meditiain can be enhanced through approaches of cognitive science.Thus understanding of human mind and the world can be deeper by complementary acceptance of cognitive science and meditiation.

  • Researchers in the field of psychology used Electroencephalographic (EEG) to record activities of human brain lot many years. As technology develope, neural basis of functional areas of emotion processing is revealed gradually. So we measure fundamental areas of human brain that controls emotion of human by using EEG. Hands gestures such as shaking and head gesture such as nodding are often used as human body languages for communication with each other, and their recognition is important that it is a useful communication medium between human and computers. Research methods about gesture recognition are used of computer vision. Many researchers study emotion recognition method which uses one of physiological signals and gestures in the existing research. In this paper, we use together physiological signals and gestures for emotion recognition of human. And we select the driver emotion as a specific target. The experimental result shows that using of both physiological signals and gestures gets high recognition rates better than using physiological signals or gestures. Both physiological signals and gestures use Interactive Feature Selection(IFS) for the feature selection whose method is based on a reinforcement learning.
