A Case study on the Housing Environment Adaptation of Marriage Immigrants (결혼이민자의 주거환경 적응사례)

  • With the recent increase in the number of foreign settlers in our country, we need a societal system which they can adapt well in. In order to successfully settle in our society, the marriage immigrants who especially plan a life in a new environment should be supported with support programs, especially to help them adapt to their very basic housing environment as their daily environment. From this research, through a program analysis of multi-cultural family support centre, the societal support helping to adapt to the residential environment for marriage immigrants in each nation was examined, and grasp an understanding on their adaptation to the housing environment by conducting interviews about housing environment adaptation examples. From the result of analyzing the 100 programs of the multi-cultural family support system, it could be seen that for the marriage immigrants to adapt, various programs are needed. In other words, there are effective programs for the early settlement of the marriage immigrants such as Korean education, tradition culture education, provision of district daily information, but it could be seen that heavier education was needed for, than for the sake of the marriage immigrants who took such education. Through adaptation case examples of 8 marriage immigrants from 5 different countries, it was realizable that the housing problems the marriage immigrants go through, are not limited to themselves, but also are related to the safety of their family and adaptation problems with their children. Therefore, by developing an adaptation program to help with housing environmental adaptation, the lives of the marriage immigrants' families will be supported, and will support early settlement, which then basic preparation for human resources as district societal use will be needed. By developing a program with a housing environmental professional, and if there is a positive effect and achievement, it is expected that there will be a standard program system available for all marriage immigrants.

Integration System of Several Housing Improvement Programs for Low-Income with Housing Benefit Reorganization (주거급여 개편에 따른 유사 주거환경 개선사업의 통합 운영 방안)

  • Several housing improvement programs for low-income have done by Ministry of Health & Welfare, Ministry of Trade, Industry & Energy, Ministry of Security and Public Administration, Ministry of Environment, and Ministry of Land, infrastructure and Transport up to now. Each program practiced separately based on each agency's function and territory, but there are also negative opinion on beneficiary duplication, beneficiary omission, and the inefficient execution of the government budget. This study analyzes the housing improvement programs of each agency on the aspects of coordination, and suggests the integration system with coordination and delivery system. We selected 3 indexes such as similarity, integration effect and availability for integration system and analyzed the effects of integrated programs into one based on cost, repair effect and management. We proposed that the similar housing improvement programs of each agency should be coordinated for integration. But it is not easy to integrate similar programs into one program, therefore similar programs which support the house owner are needed to integrate into housing benefit except same beneficiary who owned own house.

A Study on the Factors Influencing the Intention to Use the Housing Support Policy of 2030 Households in Seoul: Considering Characteristics of Household and Policy (서울시 무주택 청년가구의 주거지원 정책이용 의사 영향요인 분석: 가구 및 정책특성을 고려하여)

  • This study investigates what influences the 2030 households' intention to utilize housing support policies for the younger generation. Using the logistic regression model, our empirical results show that the 'the recognition of youth housing support projects', 'the housing occupation', 'employment type', 'housing type', and 'age' factors have a significant effect on the intention to use the housing support policies. Specifically, the intention is positively associated with economic activity, one-room residence, monthly rent, employment status during the Covid-19 period, and policy recognition, while negatively related to age. In addition, willingness to use the housing support policies is greater when respondents lived in a studio, lived on a monthly rent, recognized the policy, and improved their employment status. The results suggest that housing support programs need to be expanded and improved. Moreover, information on housing support policies should be efficiently delivered to eligible households, and more sophisticated housing support policies should be provided for young people early in their careers.

A Comparative Study between Korea and the United States on Executive and Supportive Programs for the Multifamily Housing Remodeling (공동주택 리모델링 시행 프로그램에 관한 한.미간 비교연구 - 미국 리모델링 관련 제도와 전문가 대상 면접조사 결과를 중심으로 -)

  • The study is based on a two-year research study titled 'A study on the Development of the Programs for Housing Policy to support Multi-family Housing Remodeling in Korea'. The primary purpose of this two-year study was to recommend governmental program initiatives for supporting multi-family housing remodeling activities in Korea. As a part of this research study, this article was written based on the results from the two surveys regarding multi-family housing remodeling in the United States and Korea, and a focus group with housing researchers affiliated to the Joint Center for Housing Studies. Major research findings are presented as follows: First, there have been various types of supportive programs for single- and multi-family housing remodeling in the United States. Those have focused on lower income families than middle income families. Compared with the programs in the United States, the apartment remodeling in Korea has been focusing on small population of the multi-family housing owners. Apartment remodeling in Korea needs supportive programs for rental housing remodeling and the housing remodeling for low-incomes. Second, there have been various types of remodeling activities made in multi-family housing properties in the United States. Size of remodeling project also varied. Their remodeling activities were based on the long-term repairing plans initiated by professional apartment management groups. For making our multi-family housing properties more sustainable, we also need to have the long-term repairing plans. Third, the apartment property remodeling has been regarded as a substitute of reconstruction of apartment properties. However, remodeling should be regarded as one of the most efficient ways to extend the life-cycle of apartment buildings. Thus, benefits and executive plans of apartment remodeling should be studied by a professional research center under our governmental responsibilities as done in the United States.

  • The aged small-sized apartment housing threats the safety and comfort of the residents. It is excluded from the scope of mandatory management under the Article 34 of the "Apartment Housing Management Act". According to various domestic statistics, the number of small-sized apartment housing is 261,203, which is about 66% of the total 396,076 residences in Korea, so it is urgent to formulate a systematic management plan including remodeling. However, support programs for old-aged small-sized apartment housing of the central government and local governments are not enough to solve the problems. This study aims to propose useful policy ideas to promote remodeling for small-sized apartment housing based on the analysis on the housing status in our country. The first suggestion is the diversification of government programs. Second is the development of remodeling industry technology, and third is a complement of the law about the remodeling of small-sized apartment housing.

The Effect of the Mutually Supportive Relationship with their Children on the Successful Lives of the Elderly (노인의 자녀와의 상호간 지원 교환이 성공적인 노후생활에 미치는 영향)

  • The purpose of this study is to examine demographic characteristics, psychological characteristics and patterns of supportive relationships with their children that affect the successful lives of the elderly. A survey was conducted of 410 people aged between 65 and 85, and 405 samples were used for the analysis. First, the supportive relation between the elderly and their children was categorized into four groups depending on the total amount and direction of support. The four groups consisted of the elderly who exchanged little or no support, those who only received support from their children, those who only gave support, and those who both gave and received support. Second, the more the elderly exchanged support and gave emotional support to their children, the better the chance that the elderly would lead a successful life in later years. Third, subjective health conditions most significantly affected the successful lives of the elderly who exchanged little or no support. The level of education was most significant for the elderly who only received support. The level of housing satisfaction mostly affected the elderly who only gave support. Mutual support primarily affected the elderly who both gave and received. Thus, we should provide health programs for the elderly who exchange little or no support to encourage a healthier lifestyle. In addition, opportunities for continuing education should be provided for the elderly who only receive support to make up any deficiency in education. Because spouses are mostly affected for those elderly who exchange little or no support and the elderly who only receive support, we should provide educational programs about how to be better lifetime companions to each other and also provide medical and in-home care for the remaining spouse even after the other partner is gone. Because housing satisfaction greatly affects the elderly who only give support, improvements in the residential environment are essential. Since the level of mutual support is crucial to the elderly who both give and receive support, programs on the development of human resources are needed for the elderly to interact dynamically and intimately with their children.

A Study on a Revitalization Plan for Community Projects of Inhabitants Initiative - Focus on a Community Project in Seoul - (주민주도형 아파트 커뮤니티 사업의 활성화 방안 - 서울시 아파트 커뮤니티 활성화 공모사업을 중심으로 -)

  • This study aims to understand the current state of a community project in Seoul and to determine a revitalization plan for community projects of inhabitants initiative. Regarding the research methods, 10 apartments that participated in this activation project in Seoul were selected, 31 residents who participated in community activities were surveyed, and 20 community planners in Seoul were surveyed. The results indicate that community leaders are the most important factor in community programs. community leaders must be able to promote participation and a spirit of service; they must also be capable of managing and implementing programs. To ensure that local community resources are utilized and integrated, it was shown that consultation and human resources are of the highest necessity. Moreover, regarding community education, it was shown that for providing general opportunities and means by which community activities may be implemented, program information and space applications are crucial. Furthermore, financial support and support for public relations activities from the government are necessary. To activate apartment communities, first, community education programs for residents must be provided. Second, a system that facilitates access to and sharing of resources from areas outside the community must be established. Third, financial support should be consistent to support community activities. Finally, the promotion of community vitalization at the government level is necessary.

  • This study aimis to identify policy priorities for promoting youth activities through the Importance-Performance Analysis (IPA). IPA is used to identify policy priorities for promoting local youth activities. The IPA tabulated result is presented in a two-dimensional grid to showing for promoting local youth activities, The require concentrate support part is divided into 3 parts. Problem solve supporting at work development of leisure activities programs, leisure activities programs developing and development of leisure-related professionals. And leisure-related professionals developing. The next parts that require continuous management were divided into four parts. The next parts that require continuous management is divided into four parts. Creating rental housing for young people, support for housing expenses supporting, loans supporting, and Holiday guaranteed. Based on the factors that support youth activities that make up the IPA matrix, the implications of revitalizing local youth activities is presented as below. First, ensuring employment of local youth and efforts to create sustainable jobs. Second, continuous efforts to improve the housing conditions of local youth, and third, policy support is needed for local youth to do various leisure activities.

A Study on the Rehabilitation of Deteriorated Residential Blocks by the PNRU and PNRQAD in France (프랑스 노후주거지 재생을 위한 근린재생 프로그램 연구)

  • There is a growing tendency within old towns to analyze spatial characteristics to initiate various sustainable development programs and systems to make high-quality small-medium local cities. Professional research institutions in Korea are looking for new guidance into making housing regeneration policies and for trying to merge different functions. But there is a lack of research on support indicators and legal systems for residents. The purpose of this study will analyze the support systems and indicators of France for declined residential blocks in urban. Because the government of France have developed the policy for declined housing blocks. And they are establishing support systems to improve the quality of the residential environment and the resettlement of existing residents. First, this research study the condition of declined housing blocks in Paris. Secondly, support systems and policies of PNRU and PNRQAD are investigated and analyzed. Finally, cases by PNRU and PNRQAD are analyzed to derive the strength of this system. As a result, the following implications are derived. 1) the strengthening of social support, 2) the establishment of specialized national institutions and indicators, 3) increasing citizen participation, 4) Sustainable research program for neighborhood regeneration.

Young Single-Person Renter Households' Housing Situation and Expectations in Relation to Family Support and Housing Cost Burden Reflected in the 2014 Korea Housing Survey (2014년도 주거실태조사에 나타난 청년 1인 임차가구의 가족 지원 및 주거비 부담에 따른 주거 실태 및 주거 기대)

  • This study explored housing situation and expectations of young (age between 20 and 34 years) single-person Jeon-se renters and monthly renters with deposit in relation with their family support and own housing cost burden status. Major findings from the analysis of 1,695,729 households were as follows: (1) Among subjects, 27.4% received family supports to pay their rent deposit, and 39.4% had more 'own housing cost burdens' to have housing costs minus the amount supported by their family be 30% or more of their income. (2) More than 11% were found to be 'more burdened' despite receipt of family supports. (3) Family support status was found to be related to formation of first-time households and tenure changes, while own housing cost burden was found to be related to current housing situation and previous and next housing size changes. (4) Households received family supports showed a greater proportion of first-time households or households experienced tenure upgrades. (5) 'Less burdened' households tended to expect housing size upgrade in their next move more positively. Based on the study findings, it was suggested to extend supply of rental housing and housing subsidy targeting young renters in conjunction with programs to encourage their savings.
