A Study on the Characteristics of Construction Wastes Generated from Demolition of Buildings in the Housing Environment Amelioration District

  • The amount of construction waste increased to 176,447 ton/day in 2008 from 28,400 ton/day in 2000, a 6-fold increase in just 10 years. Such dramatic increase in the waste of concrete, asphalt concrete, wood and metals was due to demolition of old buildings as well as a great number of building redevelopment projects and hurried city industrialization. Many buildings targeted for demolition today were built in line with the government policy to provide affordable housing to citizens in the shortest time possible and consequently, said buildings underwent rapid deterioration and required periodic repairs and reconstruction. Based on the above, we predict that construction waste will continue to increase for the foreseeable future. In particular, due to limited availability of suitable space to construct apartments and residential buildings in the city, old buildings are being torn down to make space for new development, further increasing construction waste. In light of that, efforts to recycle as well as reduce generated waste are urgently required.

  • The purpose of this paper is to highlight the main policies of the last half century that have shaped the urban architectural fabric of Seoul today, and explore whether a modified approach might better address the current socioeconomic conditions in Korea. The paper defines and examines urban planning in Korea through an overview of the four main urban project policies implemented in Seoul from the 1960s to the present: Land Readjustment (LR), Housing Site Development (HSD), Urban Redevelopment (UR), and Housing Reconstruction (HR). While the fundamental ideology behind these policies served well during a prolonged period of high economic growth, evidence is growing that these policies are losing steam under today's conditions. A growing legacy of stalled and incomplete urban projects from the mid-2000s-the New Town Project is an example-begs the fundamental question as to whether an alternative urban planning paradigm is needed for Korea in an age of low economic growth, low birth rates and a fossil fuel energy crisis. Through the urban morphologies of the three residential areas in Seoul developed by LR projects, this paper looks at the possibility of urban regeneration through the sustainment of urban architecture in those residential areas that have not been affected by HSD, UR, and HR.

도시재생에 따른 주거재정착 결정요인 분석 (Analysis of Determinants on Residential Resettlement in Accordance with Urban Regeneration)

  • 본 연구는 부산시 19개 주택재개발사업구역의 7,396명의 표본을 대상으로 도시재생에 의한 지역주민의 주거재정착 여부와 그 비용에 대한 결정요인을 소유자 특성과 토지 및 건축물 특성, 단지특성, 입지특성 등의 변수를 통해 실증분석하였다. 도시재생에 의한 주거재정착과 주거재정착 비용에 대한 결정요인 분석결과를 정리하면 다음과 같다. 첫째, 도시재생에 의한 주거재정착을 결정짓는 요인으로는 소유자의 연령, 거주지, 부동산의 보유기간, 투자여부, 소유권외 권리 등의 설정 등의 소유자 특성과 해당 토지의 지목, 건축물의 용도, 토지와 건축물의 면적과 허가유무, 보상액 등의 토지 및 건축물 특성, 시공사의 브랜드, 조합원 할인액, 단지규모, 중대형 주택의 비율, 녹지율, 건폐율, 용적률 등의 단지특성과 대생활권을 나타내는 입지특성으로 구성된다. 반면, 단지특성에서는 시공사의 브랜드 가치, 중대형 주택의 비율, 용적률 등 주택의 가치를 향상시킬 수 있는 조건들이 주민들의 재정착을 유도하는데 중요한 역할을 하고 있음을 알 수 있었다.

  • This study is about the research of living environment in residential areas created by the land readjustment projects in the modern era, and recently lifted from Residential Environment Improvement district at the same time. The five criteria for evaluating the residential area are safety, health, convenience, comfort, and sustainability. The level of resident satisfaction in general is as follows. [completely dissatisfy as 5.30%, dissatisfy as 16.29%, neutral as 49.62%, satisfy as 16.29% and completely satisfy as 6.82%]. The results of the five survey items on the residential areas show that residents are aware of the area not as an old residential area to be demolished, but as a comparatively excellent residential area, namely very different results from the designation criteria of the redevelopment area designated by the Urban and Residential Environment Improvement Act. If the road conditions and the deterioration of the buildings are judged to be designated as the redevelopment area and to be removed these settlements, the residential areas with social sustainability could demolished. Based on this study, it is necessary to conduct the research to find out the reason for deriving the results of each evaluation item in the succeeding study. These studies are needed to rediscover, to develop and manage the value of many old residential areas scattered in the city centers of local areas.

뉴타운사업 내 재개발구역의 주체별 개발이익 비교 분석 - 길음 뉴타운 2, 4구역을 중심으로 - (A Study on the Development Profit from the Redevelopment Area of New Town Project by Developing Agencies - In Case of the Gilreum Newtown 2, 4 District in Seoul -)

  • This New-Town Project has been proposed to improve the environments of deprived residential areas. This paper investigates the distribution levels of the participating parties' monetary surpluses from New-Town Projects through a case study and tentatively suggests political issues and measures. The methodology followed includes a thorough survey of the precedent theories, including a literature review concerning issues and tasks that have been raised since the development was initiated. A general assessment of the complete project is also provided with a broad perspective of the background settings. Secondly, the case study of Gil-Eum will be the focus for identifying the mechanism for the project's profit distribution levels, then for constructing a set of measuring procedures according to the stages of the project and the participating parties. This set of procedures that has been drawn out from recognizing the system, is applied to the target project and measures the amount of profit gained from each stage of the development. This also aids in collating information about the procedural arguments concerning the financial gains of the operations that have been provided. This project falls under the 'Urban and Residential Environment Improvement Act', and based on the results of each stage, the measurement of the profits of the participating parties is analyzed.

Housing Policy for Low-income Households (Ger Areas) in Mongolia: Based on Generic Characteristic of Developing Countries

  • As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.

통합형 도시재생사업으로서 마르세유 유로메디테라네의 특성과 시사점 (Characteristics and Implications of Marseille's Euromméditerranée as an Integrated Urban Regeneration Project)

  • 본 연구의 목적은 마르세유의 유로메디테라네의 사업 현황과 특성을 살펴보고, 국내 도시재생사업의 활성화를 위한 정책적 시사점을 도출하는 것이다. 연구결과를 요약하면 다음과 같다. 첫째, 유로메디테라네는 마르세유의 도시재생사업으로, 중앙정부와 지방정부가 공동으로 출자・협력한 거버넌스형 사업추진기구인 EPAEM을 통해 사업을 수행하여, 유로메디테라네가 마르세유의 활성화와 삶의 질 개선에 의미 있는 성과를 보임을 확인할 수 있다. 둘째, 도시재생사업으로서 유로메디테라네의 특성으로는 전면 재개발과 수복재개발 방식을 결합한 복합적 접근방법의 활용, 하드웨어적인 물리적 재생과 소프트웨어적인 경제・문화・환경적 재생을 결합한 통합적 재생의 활용, 거버넌스형 도시재생 사업구조의 활용을 들 수 있다. 마지막으로, 국내 도시재생사업의 활성화를 위한 정책적 시사점으로 도시재생사업 단위의 복합화 및 대형화, 국가차원의 거버넌스형 추진기구의 활용, 적절한 민관 파트너십의 활용을 제안하였다.

순서형로짓모형을 이용한 재정비촉진지구의 재정착비용추정 및 결정요인 분석 (Analyzing the Determinants and Estimate cost against Resettlement on New Town Project Using Ordinal Logit Model)

  • 본 연구는 재개발 이후 원주민들의 재정착 비용 및 재정착 결정요인을 분석하고자 하는 것이다. 재정착비용의 범위는 실 데이터를 활용하여 재개발 후 해당지역의 기존아파트 시세의 평균증가율이 204%를 나타남을 보였다. 이에 근거하여 재정착비용을 원주민 종전자산가격의 150% 이하, 180% 이하, 200% 이하 그리고 200% 초과의 4개의 구간으로 설정하여 설문을 실시하였다. 분석대상 지역으로 부산시 재정비촉진지구로 지정된 4개의 지역인 서금사재정비촉진지구, 시민공원재정비촉진지구, 충무재정비촉진지구 그리도 영도재정비촉진지구 지역을 대상으로 설문조사를 실시하였다. 독립변수는 크게 가구주특성, 주거생활특성, 주택특성 그리고 재정비에 관한 원주민의 견해로 구성하였다. 분석방법으로는 순서화된 재정착의 비용범위 중 하나의 구간을 선택한 응답자와 그 외의 구간을 선택한 응답자간의 특성을 파악할 수 있는 순서형로짓모형(Ordinal Logit Model)을 이용하여 분석하였다. 분석결과는 다음과 같다. 원주민이 생각하는 재정착비용의 범위는 원주민 종전자산가격의 1.5배정도 상승한 가격이 적당한 것으로 나타났으며, 유의한 변수로는 가구주 특성에서 성별, 직업, 소득 주거생활특성에서는 주거지역만족도, 지역애착도 주택특성으로는 주택형태, 주택규모, 소유형태 마지막으로 재정비에 관한 원주민의 견해에서는 완료기간으로 나타났다.

  • 도시정비사업(재건축·재개발)은 일반 주택사업에 비해 인허가 기간이 길고, 인허관청과 협의내용이 많아 전문성이 요구된다. 조합원의 대부분은 정비사업에 대한 기초지식도 없어 원활한 사업추진을 위해 많은 권한을 조합장에게 위임하고 있다. 하지만 조합원이 위임한 본래취지와 달리 조합장의 사적이익을 위해 비리에 노출되고 있고, 조합원의 분쟁을 해결하지 못해 사업이 중단된 사례를 쉽게 찾아 볼 수 있다. 이러한 위험을 극복하기 위해 실무전문가로 구성된 설문조사를 통해 정비사업의 문제점을 찾아보고, KCSI 평가모델을 통한 해결방안을 나타낼 수 있었다. 본 연구는 조합장의 업무보조에 국한된 관리형CM이 아닌 조합의 간섭을 받지 않고 독자적인 사업판단을 할 수 있는 책임형CM의 필요성을 언급하였다. 건설산업 진흥의 국가적 역할을 위해 책임형CM 활성화가 필요하여 6가지 실질적 대안을 제언하였다.

경산 대임공공주택지구의 대토보상결과를 통해 살펴본 대토보상제도 문제점과 개선방안 연구 (The Impact of the Land Compensation Act to the Outcome of Land Compensation: a Case Study of Gyeongsan DAEIM Public Housing District)

  • This study explores the outcome of the current Land Compensation Act for the indigenous residents of DAEIM Public Development Project Zone in Gyeongsan City. The purpose of the law is to return part of the development gains to the native residents and to support the re-settlement of the native residents. As the Land Compensation Act applies to each area with different standards, the monetary terms of land compensation which the native residents eventually receive varies across the region and development sites. That means the development gain is not fairly shared with the native residents of the redevelopment area and it does not necessarily support the settlement of the existing residents. It is supposed that the actual compensation for the native residents should be in full cash value but it is not in reality. The study demonstrates the outcomes of the land compensation that the residents received are far from the original purpose of the Compensation Act using the case example of DAEIM Public Development Zone in Gyeongsan, Gyeongsangbukdo. Only a small proportion of the natives managed to achieve the development gains. Accordingly the majority of the native residents has lost re-settlement opportunity. It suggests that the Compensation Act and the implementation procedure should be reviewed and revised accordingly. The details of compensation plan should be tested and set up in line with the characteristics of the project area. In particular, the compensation details in terms of the size and types of land, average value of land for indigenous residents receive, and the amount of compensation per household should be clearly demonstrated to the resident.
