국민연금기금의 대체투자를 통한 청년층 공공임대주택 공급 후보지 분석: 2011-2016년 수도권 아파트 거래 자료를 토대로 (A Study on Public Rental Housing for Young Generation Utilizing an Alternative Investment of National Pension Fund: Using Apartment Trading Data on Seoul Metropolitan Area from 2011 to 2016)

  • 한국의 지속적인 인구 고령화는 다양한 사회 갈등을 야기하고 있는데, 국민연금기금 고갈에 대한 위기감은 청년층과 기성세대 간의 첨예한 갈등의 한 양상이 되고 있다. 특히 청년층의 주거복지 수요가 증가하는 가운데, 국민연금기금의 대체투자를 통한 공공임대주택 공급 방안에 대한 사회적 관심이 증가하고 있다. 본 연구는 국민연금기금을 통한 청년층 공공임대주택 공급의 당위성을 검증한다. 그 후 공간통계기법에 기반한 탐색 결과를 바탕으로, 공공임대주택의 수도권 내 후보지를 제안하는 것을 목표로 한다. 연구 결과 세 가지 세부 청년층 분류에 따른 공공주택 공급방안이 도출되었으며, 각 지역과 대상 계층에 적합한 공공임대주택을 공급하는 방안을 모색한다. 본 연구를 통해 한국 사회의 세대 갈등을 완화하고, 국민연금기금의 수익성과 공공성을 모두 충족함을 목표로 한다.

제주도 휴양펜션시설의 건축실태에 관한 연구 (A Study on the Architectural Characteristics of the Jeju Province Recreational Pension)

  • The purpose of this study is to prepare desirable recreational pension facilities system in compliance with various characteristics of each region and to help establish policies regarding recreational pension facilities. This research is carried out by an on site inspection and the survey of the management of the recreation facilities. Jeju recreational pensions have the following characteristics : The site area is $1305{\sim}7850\;m^2$, the number of guest rooms are $8{\sim}10$, and the area of the guest rooms are $33{\sim}99\;m^2$. In addition, most of them are built with R.C. structure and the exteriors are made of artificial stones. As for plot plan, it has 5 types of prototype : type of outbuilding, arranging in a row, corridor, hall, and the composition of the other types. Although Jeju recreational pension were institutionalized to satisfy the functions as tourism recreations, they don't reflect the unique characteristics of Jeju province.

은퇴 후 농촌거주를 위한 주택연동형 연금보험 개발에 관한 기초연구 - 잠재 수요자의 보험가입조건 및 서비스 요구도 분석 (A Study on Development of Residential-linked Pension Insurance for Rural Living after Retirement - Decisive insuring factors and the service demand of potential consumers -)

  • The purpose of this study was to provide the valid data about residential-linked pension insurance development. The development was a part of national housing projects, which was an incentive for rural living of retired people, in order to relieve residential issues of elderly and revitalize rural communities by residents moving from cities. The insuring intent, decisive insuring factors and the residential service demand degree of people preparing retirement were analyzed. Data was collected in October, 2007. 364 Sample Subjects lived in Seoul Metropolitan area. Firstly, more than 90% of respondents had intention to purchase a residential-linked pension insurance and about 50% of them necessarily desired receiving premium for moving in. This indicated that it could be developed as an insurance which helped to meet housing expenses by housing-linked system, and in the mean time, it met the original purpose of pension insurance as the pension benefit could be guaranteed for all the insurance subscribers. Secondly, the respondents, whose income and private assets were higher, were able to pay more for insurance compared to average. Therefore, It was necessary to regulate monthly insurance bill and the payment period according to asset states of insurance subscribers after establishing certain amount of total insurance payment. Thirdly, by and large, it indicated the tendency that the less they prepare for older age the later they wanted to move into the pension insurance residence. It was inferred that in the case of insufficient preparation for older age, people preferred preparing behind time by postponing move in to moving in early to enjoy retired life, due to uncertainties. lastly, the respondents understood the significance of health, medical treatment and emergency management service and these two services were preferred as essential provided services. Because of the necessity of developing residential-linked pension insurance was found to be positive, further research to find the real cost, directives for operation and institutional support for this type of pension insurance might be needed.

  • This paper first introduces the U. S. pension system and its current trends. Then the following two sections discuss the research on worker behavior of defined contribution plans, a popular pension plan available for American workers in recent years, and the adequacy of retirement income among American people. The last section is a summary. This paper reviews the trend of the U. S. pension system, research on worker's behavior of defined contribution retirement plans, and studies on retirement income adequacy. These themes may have common or different features in other countries, such as Korea. This paper provides helpful information for private and public policy makers and researchers of these topics in Korea to advance their understanding of pension and retirement behavior and facilitate effective policy making of pensions and retirement.

노후연금보험주택의 운영과 관리 시뮬레이션 사례연구 : 무주군의 전원마을 모델을 중심으로 (A Case Study on the Operation and Management Simulation of Pension Insurance House in Later Life : In the Case of Muju Rural Village)

  • The purpose of this study was to resolve the issues of inferior housing environment and the population decrease in rural community by improving the environment and attracting urban inhabitants. A simulation on the costs and the local programs was operated from a point of view that Pension Insurance House with Long-term Lease and a plan for the program in connection with local resources should be accompanied to attract urban inhabitants. The study was carried out through mainly documents analysis and specialists' opinions. The simulation results are as follows. Firstly, the pre-existing rural housing development projects have only emphasized the hardware, while underestimated the post-management with operating programs. The software should be underlined when Pension Insurance House is developed. Secondly, as a result of the simulation on construction expenditure and the operating and maintenance cost for 30 years, about 82.3 million Wons are necessary residential expenses for 15 years per unit. Thirdly, in case of MUJU County, it has made the most of its pre-existing institutions. It's medical institutions provide medical care system with health education, facilities related leisure and culture offer recreational programs and the local community center and its program of each town helps new habitants adopt to the rural life. Additionally, the employment project of a local welfare center allow people living in a rural community to continue their careers with their talents and interests through local class programs for a life worth living. Lastly, guide for getting information of rural life, local community gathering and preliminary education should be carried out to reduce expectant tenants' incompatibility and assist them settle down early. The community program expansion is also required at the local government level.

제주도 휴양펜션시설의 건축실태에 관한 연구 (A Study on the Characteristics of Jeju Recreational Pension)

  • The purpose of this research is to investigate the characteristics of Jeju recreational pension. This research is carried out by on site inspection and the survey on management of the recreation facilities. A target of research is sixteen facilities of recreation pension in Jeju-do. Recreational pension was created by Jeju Free International City of special law in 2000. Jeju Recreational pension has characteristics as follows : The land area of that is $1300m^{2}{\sim}6300m^{2}$, the number of guest rooms are 10, and the area of guest rooms are $29m^{2}{\sim}100m^{2}$. Especially most of them are in Namjeju-gun. Also, they mostly have R.C. structure, and materials of exterior are artificiality stone. The color of an outer walls are mostly white and light-beige and that of the roofs are mainly dark-brown. On plot plan, it has 4type of prototype; type of outbuilding, arranging in a row, corridor, hall and composition of three types with public area. The outside facilities are equipped by handy golf courses and outdoor barbecue cooking sites. Unfortunately, most of pensions don't reflect the characteristics of architecture factors in Jeju.

전원생활에 대한 현대인의 욕구에 따른 펜션건축계획 연구 (A Study on the Architectural Plan of the Pension by Modern People's Desire for Rural Life)

  • This study focused on the architectural plan of the pension to meet modem people's desire for rural life, and the result of the study is as follows: First, the architectural plan for the characteristic of the location must apply the various architectural types considering the suburbs, tour and culture town, and community for the location improvement. Second, the architectural plan for the characteristic of the plot requires the encircled space and courtyard between buildings, the private gardens for the rooms, and the consideration of the surrounding environment. Above all, the plan for the subsidiary facilities is the most important. Third, the architectural plan for the characteristic of the plan requires the close connection with the outside, the wide opened view from the guest room, and the individual entrances for the guest rooms. Fourth, the architectural plan for the characteristic of the decorative design must consider the mass separation plan, the application of the facade design factors and eco-friendly environment materials, the night illumination plan, and the space program for the scenic view.

  • 기존 연구들은 1973년 국민복지연금법과 1986년 국민연금법의 제정을 인구 고령화에 대한 선제적 대응이라는 시점에서 고찰하지만, 본 논문은 이 법들이 잠재적인 인구학적 보너스를 실제적인 인구학적 보너스로 구현하려는 국가주도의 대응 과정 속에서, 필요한 자금을 적립식 연금제도로 조달하고자 제정되었다고 본다. 이와 같은 시점에 서면, 국민복지연금법의 제정, 시행 연기, 개정 등을 국가적 자본 및 자산 형성체계와 결합하여 고찰할 수 있다. 1973년' 국민복지연금법은 중화학공업 건설 및 수출진흥을 위한 자금 조성을 위해 제정되었지만, 1차 오일쇼크를 배경으로 발생한 브래킷 크리프 현상으로 실시하기 어렵게 되자, 대안적인 재원조달 방법을 마련함으로써 시행 연기되었다. 1986년의 국민연금법은 1980년대 전반 정부관리 기금의 재원 조성 위기를 배경으로 하여 제정되었는데, 갹출금을 부담할 대상들이 국민연금제도를 수용할 유인을 강화하기 위해 수지상등이 성립하지 않는 적립방식으로 구상되었으며, 적립금의 상당부분은 공공부문 투자에 활용되었다. 국민연금제도와 관련하여 적립금의 운영 방식과 재정안정성을 위한 개혁방안이 논의될 수밖에 없게 된 것은 이와 같은 제정 배경 때문이었다.

고령화에 대비한 다양한 융복합 금융 서비스 개발의 필요성 (The necessity of developing various convergence financial services in preparation for the aging)

  • 우리나라에서는 고령화가 세계 주요국들에 비해 가장 빠르게 진행되고 있다. 반면, 저금리 저성장의 영향으로 노후대비 자금을 마련하는 것이 더욱 어려워지고 있다. 본 연구의 목적은 향후 고령화시대에 대비하여 다양한 금융 서비스 제공의 필요성을 살펴보는데 있다. 각종 자료 분석 및 은행직원과 일반인을 대상으로 한 설문조사 결과는 다음과 같다. 우리나라의 소득 대체율 55%는 세계은행의 권고 수준 75% 대비 매우 낮았다. 은퇴 후 수입원 중 연금 비율 역시 미 일에 비해 크게 낮았다. 설문조사에 참여한 가장 많은 사람이 은퇴 이후 생활자금 규모로 매월 200-299 만원을 필요로 하였다. 노후대비 투자 상품으로는 연령대가 높을수록 예 적금 비중이 높았고 연령대가 낮을수록 보험 연금 비중이 높았다. 이러한 분석 결과를 토대로 재무 비재무 측면을 종합적으로 고려한 생애중심 재무 설계, 은퇴 단계별 솔루션 제시, 주택금융의 활성화 및 다양한 은퇴 설계상품 개발의 필요성이 제시되었다.

중년층의 실버타운 태도에 따른 노후생활준비 및 실버타운의 요구도 분석 - 경남지역 거주자를 중심으로 - (Provision for Later Life and Needs for Elderly Housing According to Cognitional Attitude about Elderly Housing)

  • The aim of this study is to clarify the provision for later life and needs for elderly housing according to the cognitional attitude about the elderly housing. 420 middle aged who lived in Kyungnam area were responded to self-questionnaire. Two groups are divided by the cognitional attitude about the elderly housing, one is positive group and the other is negative. The positive group is higher monthly income, upper college school career and apartment housing types. Economic means to provide for their later life are an insurance, a saving, a pension etc. The positive group is willing to do higher economic expenses for elderly housing in downtown or suburban area. And the positive group prefers rental with a deposit to ownership type for residing elderly housing.
