  • Due to rapid decrease in population of farming and fishing villages and drain of young rural manpower to the cities, aging is being intensified, and the conditions of housing and welfare of elderly households are inadequate. Currently, group home is being discussed as part of specialized housing and welfare support policy for the people in the vulnerable class with poor self-supporting abilities such as the aged living alone in farming and fishing villages, and aged farming and fishing households. So the purpose of this research is to present the basic data for proposing the policy of supplying group home through examining the realities of housing and welfare of the people in the vulnerable class in farming and fishing villages. Survey was conducted on the 4 regions -Cheonan-si, Gongju-si, Yesan-gun, and Seosan-si - whose apartments were all occupied by the residents among the group homes for the elderly living alone in Chungcheongnam-do and the following results were derived from the analysis on the data collected from the survey. First, great effects can be attained at small costs by reorganizing and utilizing the public facilities that are unused or little used and the existing houses that are exposed to risks due to improper maintenance. Second, it can be pointed out that the residential environment of the vulnerable members of society was improved without impairing the existing village landscape. Third, housing welfare was enhanced without investing a large sum of money and the system to promptly cope with negligent accidents and emergency can be built and operated. Fourth, the cases promoted to solve the problems of the poor, unhygienic, and unsafe housing of the elderly and the vulnerable members of society were very positive and well worthy of being presented as planning direction of future group homes in farming and fishing villages. Finally, if they are operated entirely for free, it will cause the lack of the sense of ownership and the problems in securing the budget, so the ways of paying minimum individual housing expenses should be examined. The alternatives of housing welfare for the vulnerable members of farming and fishing villages are needed and the ways of constructive planning and researches should be continuously made. Also, the government's support policy should be actively promoted.

  • The purpose of this study was to investigate what life safety services the elderly living alone in rural areas need and to propose the life safety services that they actually need. The research subjects were 1,000 people aged 65 years and over living in the rural areas of Korea. Among the total 1,000 respondents, 283 elderly people who did not live together with their married children were included in this study. Data were analyzed through frequency analysis, descriptive statistics, and multiple regression analysis. The results of this study were as follows. First, the needs of health care services and vehicle support services (when the elderly went to the hospital or walked out) were high. These were services related to health, which means that the health of the elderly is not good and that they are interested in health. Of course, it is important to treat the disease. However, it is more important to prevent disease and maintain health. An expansion of these services is urgently needed. Second, the need for life safety services was affected by the frequency of contact with neighbors, uncomfortable housing, exercise, the frequency of contact with children, gas accidents, and nutrition variables. Through this analysis, we propose to include the housing improvement service, nutrition improvement services, and expanding social relations services in the life safety services.

  • The purpose of this study is to provide necessary information for the establishment of remodeling range needed first to support the future remodeling of rural housing. For this, this study examined landscape characteristics of rural housing such as an outer wall, a roof, a fence, and a gate which are main elements of forming the landscape of a rural village and rural residents' perception for remodeling. The results were as follows. The subject rural housing mostly had a timber structure and a masonry structure. Common roof types were a hip-and-gable roof and a gable roof. Frequent materials were a panel, a tile, and slate and common colors were primary colors such as reddish brown, black, and gray. A fence made of cement blocks and finished by a white paint was often found. A closed gate with iron frames was common. A standup kitchen and a flush toilet inside the house were common. The family members of rural residents were mostly two including a farmer husband and his wife. Elderly people of sixty and over were the most common. For residential environment satisfaction, a half of respondents were not unsatisfied with residential environment mostly due to an old house. Most respondents who were not satisfied with residential environment had high perception for the need of remodeling. The most commonly asked remodeling part was a roof, followed by a toilet, and an outer wall, indicating that the need of exterior remodeling was higher than that of interior remodeling. For a remodeling method, a total improvement was preferred. Although some rural village housing was improved by support of the government, local governments, or social groups, there are still many old houses. As this co-existence of improved houses and old houses hinders the landscape of rural village, it is necessary to give a support. But rural residents' requests should be first actively reflected to establish a guideline of supporting rural house remodeling.

  • The rate of the rural population over the age of 65 was increased from 14.7% in 2000 to 20.6% in 2010. The rate of elderly living alone in rural areas was increased from 9.2% to 13.3% for 10 years. Two million households over 40% of the elderly living alone nationwide are concentrated in rural areas. This paper investigates cases used as living space by interview and remodeling senior centers (village community center) for the elders living alone in rural areas. In Gimje two the nation's first senior centers were remodeled in 2006 (for both the village community center) and were begun to use these as group homes. Evaluation was a success. Since then, these were increased by approximately 20 centers per year by year and are currently 108 centers at the end of 2011. In Chungcheongnam-do, a pilot project has been begun for communal living by remodeling the senior center (for both the village community center) and elderly housing. Municipalities are similar in their business (is mostly). However, the interview results for each municipality are different. The success of the project depends on rules proposed by local governments and the development of programs with users to continuous financially support.

  • Problems of housing, healthcare, social exchanges, and lonely feelings of vulnerable social groups such as the elderly living alone in rural and fishing villages should be resolved by guaranteeing minimum residential rights and levels to restore the sense of self-esteem and social stability and to maintain the rural communities and these should be the object of social interest and support. The housing problems of rural and fishing villages should be resolved not through supply to meet demand but by beginning with providing the ways to attain mutual interaction through the program that recognizes housing as merit goods to maintain the regional communities This research examines more minutely the problems caused by poor housing conditions of rural and fishing villages and attempts to present rural and fishing village type community living home as an alternative through regeneration. The results of this research are as follows. First, the administrative support system should be built to support the community living home in its beginning, process, completion, and even post management. Second, education for reinforcing capabilities to help understand the community living home should continually conducted on the occupants, villagers, and related organizations. Third, in order to expand the community living home, research and development should be made so that the zero-energy house, the alternative energy utilizing house, etc. can be widely used. Otherwise, an elderly population has been increasing rapidly, so the demand for welfare services for the elderly population is also increasing. However, the supply of elderly welfare facilities remains inadequate. The purpose of this study is to propose remodelling plan of elderly welfare facility using Closed schools. The result of this study were as follows; in unit-based facility plans, Single room type can be used for elder who lives alone or an elderly couple. Senior Congregate Housing type can be used for four to five people. These two types have equal sunlight and ventilation conditions for each room, and are for an old man in relatively good health. Membership resort type is for the healthy senior who lives in the rural area or lives in the city who wants short-term residence. In case of a Nursing home type, the existing one-sided corridor was converted into a central corridor and each classroom is divided into four rooms. This type has advantage for nursing and management, on the other hand, the corridor is narrow and each room has differences for sunlight and ventilation.

  • Purpose: In this study consumers' preference for housing for elderly people was analyzed as well as the recognition by elders of silver town facilities, and their preference for service provided by silver town. The study was done to provide basic data for the development of silver town facilities that are low in cost and high in efficiency. Methods: A sample research was used in this study to analyze the understanding of old age, silver town, and service preference. Results: First, interest and intention to live in silver town was very positive, however low cost was also preferred and that is quite different to current silver towns of Korea. Second, women have more understanding of, requests for, and intention to move into silver town facilities than men. Women's demands for silver town facilities must be reflected in the development strategy of silver towns. Third, the most important part of activating silver town facilities is price strategy. Government political support is required in order to keep silver town move-in costs affordable. Fourth, silver towns must function as total service complex towns. Conclusion: This study is meaningful as efficient operation of silver town is suggested rather than facility degradation to achieve price reduction. This result is important to the development of silver towns based on consumer preference, as it suggests a development direction that is focused on securing differentiated services and programs.
