공공건설 임대주택의 부도 실태에 관한 연구 (Analysis of the Public Rental Housing Default in Korea)

  • 정부는 서민의 주거안정을 위해 공공임대주택을 꾸준히 공급하여 왔다. 하지만 5년 공공건설 임대주택은 오히려 서민의 주거안정을 근본적으로 위협하는 부도가 발생하고 있다. 이에 본 연구는 공공건설 임대주택의 부도 실태와 부도 위험에 처해 있는 아파트 단지를 심층 사례 분석하여 부도 원인을 살펴보고, 공공건설 임대주택의 부도 문제 해결을 위한 실질적인 대응방안을 제안하기 위해 이루어 졌다. 연구결과는 다음과 같다. 첫째, 공공건설 임대주택의 공급은 서민의 주거안정에 어느 정도 기여를 했지만, 정부의 관리 감독 소홀과 부실한 임대주택 관리회사의 부도 인하여 서민들의 주거안정에 근본적으로 위협을 가하고 있다. 둘째, 이러한 부도문제를 해결하기 위하여 정부에서 꾸준히 노력은 하고 있지만 전국 48개 아파트단지에 9천 여 세대가 부도에 직면하고 있어, 부도의 위협을 근본적으로 해결하지 못하고 있다. 셋째, 공공임대주택의 부도는 관리업체의 부실, 철저하지 않은 정부의 관리감독 등 다양한 원인에서 발생하고 있지만 근본적인 해결을 위해서는 부실 임대주택 관리 업체가 근본적으로 공동주택 관리에 참여하지 못하도록 하고, 임대주택 관리시스템을 구축하는 등 보다 실효성 높은 대응책이 요구된다. 이를 위해서는 부도임대주택 특별법에서 명시한 적용시기를 삭제하여, 부도 등이 발생한 모든 아파트로 확대하거나 재정 등 여러 이유에서 이것이 어려울 경우 민간에 의해서 공급되는 공공건설 임대주택의 신규공급은 전면적으로 재검토 또는 중단되어야 할 것이다.

  • The purpose of this study is to analyze the present use and the needs for community facilities in apartment housing complex. Eight apartment housing complexes containing more than 500 units which constructed after 2000 were selected for this study. Three hundred and fifty three residents of apartment housing were surveyed to identify their needs and use of community facilities. The main findings of this study are as following; The most frequently used community facilities in apartment housing were outdoor rest area, exercise facilities, and park and playground. Also, the highly required community facilities were outdoor rest area, exercise facilities, and park and playground. Especially, most of the respondents showed the high level of need for the exercise facilities such as swimming pool, fitness center, and sauna.

  • The very problem we are to touch in this study is that our own types of urban housing complex are isolated from the existing residential environment. The closed and self-completing structures of past urban housing complexes didn't develop the communal spirit and it has increased anti-city trends. With all that, this study intends to provide some materials to reform our urban housing environment through analyzing former European examples on the basis of the development of our own urban housing types which will correspond with existing urban structure and urban tissue.

보급형 공동주택의 리모델링 계획안의 제안 (Plan Planing of Apartment Remodelling by Resident's Needs Analysis)

  • This study has the purpose a remodeling plan of apartment complexes in residential areas. Based on the analysis on characteristics of circumstance surrounding it and economic gains for the residents who live in the apartments, this study suggests a concrete model to accomplish the purpose. The apartment in Nowon-gu was studied and some apartments which have same characteristics with the target of remodeling plan were interviewed and answered the questionnaire. To grasp the functions required and planning factors of apartment's remodeling, the questionnaire focused on the residents' request in each levels of their own entire hosing complex, just a building in the hosing complex area, and their own household. The conclusion is, (1) The major problems of common apartment complexes were serious aging, insufficient everyday life facilities and high rate of the residents' dissatisfaction. (2) The study suggests remodeling plans of an apartment complexes in each levels of their own entire hosing complex, just a building in the hosing complex area, and their own household, such as, underground parking area, tree-planting of first and top areas, improvement of a housing floor plan, a view of the front side, and so on.

기 개발 아파트단지의 범죄예방 환경설계(CPTED) 적용 방안 (A Plan for the Application of CPTED to the Developed Apartment Complex)

  • 본 연구는 현재 운영되고 있는 CPTED기법의 대부분이 새로이 개발되는 아파트단지에 적용되고 있고, 기 개발 아파트단지는 상대적으로 범죄에 노출되어 있다는 문제인식을 갖고 있다. 본 연구는 CPTED기법 적용시 발생되는 비용적 측면을 고려하여 거주민의 범죄예방 선호 공간 및 시설을 조사하였으며, 다음으로 기존의 물리적 환경의 변화 없이 신규 도입이 가능한 CPTED 계획요소를 도출하여 기 개발 아파트단지의 CPTED 적용방안을 제시하였다. 본 연구에서 제시한 CPTED 적용의 1순위 공간은 아파트 단지입구, 지하주차장, 공원 및 휴게시설, 엘리베이터, 건물내 계단 및 복도이며, 2순위는 보행로, 담장, 1층 중앙현관, 3순위는 단지내 상가와 공동시설, 지상주차장이다.

아파트 단지의 조경요소로의 정원의 도입과 인식차이에 관한 연구 (Introduction of Garden as Landscape Element in Apartment Complex and Understanding Difference of Perception)

  • In this study, we aimed to identify the latest trends of landscape in apartment complexes by identifying how landscaping spaces are being created and what their characteristics are. Furthermore, we aimed to find out what type of garden is being constructed in the landscaping space and what the difference between the landscaping space and the garden space is, and to define the future direction of landscape for apartment complexes. The following results were our findings. First, we identified that landscaping space is divided into general landscaping space and garden space. The garden space has designated area within the whole apartment complex as a garden and there is a variety of garden themes and plants, facilities, packaging patterns, and sculptures are used accordingly. On the other hands general landscaping space features uniform patterns of packaging and simple planting patterns. Our finding is that the current trend is to set up separate garden space within the landscaping space of apartment complexes. Although gardens are often regarded as personal property and spaces that need to be cultivated or managed, and spaces that are limited to fences are defined as gardens, the current landscaping space of apartments is creating gardens-like spaces within public spaces.

'사회적 소통'을 위한 아파트단지 공용공간의 계획목표 및 전략 도출 (Deduction of the Design Objectives and Strategies of Communal Spaces in Apartment Complexes for 'Social Interaction and Communication')

  • 'Sustainable Development' has become one of the most important concepts of the 21st century, and efforts are being made to actively apply this conception in various fields of social studies. Sustainability can be discussed in terms of economy, environment and society. In the case of social sustainability, a key motivation is the weakened bond within communities that is an unfortunate characteristic of modern society. The core of social sustainability is therefore in promoting 'social interaction and communication' through constructing communities and physical environments that support them. This study is based on the understanding that areal enlargement of physical environment doesn't guarantee the vitality of created community spaces. The purpose of this study is to deduce the design objectives and strategies of communal spaces in apartment complexes for social interaction and communication. Social interaction and communication can be divided into two aspects: between a complex and the local society, and within the complex itself. Nine design objectives are deduced from sixteen research reports published by public research institutions after 2000 and several design strategies are found through architectural analyses of influential examples based on 5 fundamental values of communal space planning.

공동주택 건축물 층수완화에 따른 열환경 평가에 관한 연구 (A Study on Evaluation of Thermal Environment Following the Alleviation of the Limit on Number of Floors of Apartment Complexes)

  • The objective of this study is to provide basic objective data which can be utilized as an adjustment criterion for the alleviation of the limit on the number of floors of buildings by quantitatively evaluates the effect of the alleviation of the limit on the number of floors of buildings in apartment complexes on thermal environment of apartment complexes using data obtained from apartments in a class 2 general residential area. In this study, we carried out a thermal environment analysis utilizing the simulation of a virtual object area. The result is summarized as follows: The result of analyzing the entire surface temperature showed an equal decrease of surface temperature due to shadow in all scenarios and high floors showed a tendency of low surface temperature during daytime as the rate of shadow the high floors increase. This influences not only the surface temperature but also HIP and is judged to greatly contribute to the alleviation of the heat island effect. Also, the reason why HIP at high floors shows high values before sunrise and after sunset is thought to be because the concrete wall of the building maintains a high temperature during nighttime by absorbing and storing sunlight during daytime instead of reflecting it since it has low reflectance.

전원고립형 공동주택단지의 녹지에 대한 거주자평가에 관한 연구 (The Greenery Evaluation Study from View of Inhabitant in Case of Arpartment House Complexes Encircled by the Fields near Seoul in Korea)

  • In the suburbs near the capital area in Korea, many apartment house complexes are dotted that encircled by field. These apartment house complexes encircled by field, have not park and are abutting on the field, unlike large scale new town. This study is aimed to clear the characteristic of field around these apartment house complexes, consists in development the suburbs near the capital area. As a method of study we conducted greenery evaluation from view of Inhabitant by questionnaire survey. We concluded as follows: inhabitants attach importance to the nature around apartment house complex when move into that; inhabitants are satisfied and feel nature about the field; inhabitants tend to take field as a sight; inhabitants need low-rise development for harmony with field.

  • Our country, korea, has become the aged society in 2000. Thus, the problem of the old assumes an aspect of wide scope and variety, and it becomes a social problem. the world does its utmost to settle the welfare of the old, and international action plan and UN principle for the old have been established in recent years. keeping pace with this trend, our country carries forward a middle and long term plan of welfare of the old. However, facilities for the old in apartment complexes are established not in a level of the welfare of the old, but in a level of relief work or the protection of the old. Therefore this study suggests a series of reform measures of the facilities for the old and the direction of the plan of welfare facilities for the old, by studying the present situation and actual conditions of facilities in apartment complexes.
