미국 뉴욕시 서포티브주택 '더 크리스토퍼' 현장분석 연구 (A Field Study of Supportive Housing 'The Christopher' in New York, USA)

  • As the number of homeless is increasing, there have been worries for social burden and social insecurity, along with crisis in human dignity. The purpose of this research is to identify characteristics of a Supportive Housing (SH) project which is considered best practice in dealing with homeless problem. A field visit walk through observation and in-depth interview was utilized as the main research method. As results, overall management, spatial and service characteristics were delineated, and its meaning and uniqueness were discussed, as well as, comparison with Korean conditions. In conclusion, the characteristics of the Supportive Housing were more realistically revealed through a current field case to inspire to explore housing for Korea. Besides current concerns were linked and implication to Korean adaptation was suggested. This study is unique in that SH of USA is firstly introduced in such details.

계획된 행동이론을 통해 본 고령여성의 노인복지주택 입주의도 영향요인 (The Elderly Welfare Housing Intention and Influencing Factors of the Elderly Women: An Application of the Theory of Planned Behavior)

  • 본 연구는 고령여성들을 대상으로, 계획된 행동이론의 요소인 태도, 주관적 규범, 지각된 행동통제력이 노인복지주택 입주의도와 영향을 갖는 지 살펴보았다. 본 연구는 2012년 12월부터 2013년 3월까지 총 420명의 60세 이상 고령여성을 대상으로 대면면접법과 자기기입식의 설문조사로 이루어졌다. 그중에서 380명만이 최종분석에 사용되었으며 연구 결과들을 요약하면 다음과 같다. 첫째, 고령여성의 노인복지주택에 대한 태도가 높아질수록 노인복지주택 입주의도에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 고령여성의 노인복지주택에 대한 주관적 규범이 높아질수록 노인복지주택 입주의도에 긍정적인 영향을 미치고 있는 것으로 나타났다. 셋째, 고령여성의 노인복지주택에 대한 지각된 행동통제력이 높아질수록 노인복지주택 입주의도에 긍정적인 영향을 미치는 것으로 나타났다. 본 연구는 태도, 주관적 규범, 지각된 행동통제력이 행동의도에 영향을 주며 이러한 행동의도가 행동에 결정적인 영향을 미친다는 것을 증명해낸 Ajzen(1985)의 계획된 행동이론 연구결과를 지지한다는 점에서 의의를 가진다. 이로 인해 우리나라의 노인복지주택은 앞으로 노인들이 지역사회에서 지속적으로 삶을 영위하기 위한 대안으로 고려될 수 있도록 노인복지주택의 가치가 재조명되어야 함을 시사한다.

The Consciousness and Current use of Residents for Community Spaces of Rental Housing by Post-Occupancy Evaluation

  • This study aims to POE(Post-Occupancy Evaluation) analyze the characteristics of residents and their demands on community facilities by types of supplying housing, which can be the basis for making the housing regulations. The following five types of housing are considered in this study ; 1) National Rental Housing(L), 2) Public Rental Housing(L), 3) Permanent Rental Housing(S), 4) Public Rental Housing(S), 5) Private Rental Housing. We surveyed 527 residents from 20 housing complexes in those four housing types. First, each housing type has different household characteristics. Second, the criteria for housing selection are different. Third, local community activities and satisfaction are different in each housing type. Lastly, residents are generally satisfied with service facilities, but their satisfaction level and the facilities they need are different depending on housing type, accordingly. The housing community space plan be should be improved to the amount of areas of community facilities.

  • According to the aging acceleration phenomenon of the population, Korean society is progressing toward the insecurity society on the 'blessing' or 'disaster'. The purpose of this paper is to establish direction of planning about the dwelling form of collective housing for the senior citizen who lives alone in rural and fishing villages. This focus of study is closely related to the health of the elderly and dwelling form preference. The results of research are as follows. First, the dwelling type of collective housing should be developed for elderly living alone, that must be secured by community life and private life at the same time. Second, it should be supported by such a level of application with Universal Design and Barrier Free Design. Third, collective housing served to the design that the elderly care, as one of the domiciliary care is value in having fact to psychological, physical intention. Fourth, it should be developed visit care or call care for welfare system service and community service manpower on the various types.

지역 장애인복지시설의 운영효율성 및 영향요인 분석 -전라지역 중증장애인 거주시설을 중심으로- (Analysis of the Operation Efficiency and Influence Factors of Local Welfare Facilities for the Disabled -Focusing on Housing Facilities of the Severely Disabled in Jeolla Region-)

  • 본 연구는 DEA 모형을 활용하여 전라지역 중증장애인 거주시설의 운영효율성 및 영향요인 분석을 수행하였다. 첫째, CCR 모형을 이용한 2012년의 효율성 분석을 수행하였으며, 그 결과 12개 DMU가 효율적으로 판명되었고, CCR 평균효율성은 0.85로 전체 DMU의 효율성이 양호함을 확인하였다. 둘째, DEA 모형의 효율성 영향요인 분석을 위해서 Tobit 모형을 이용하여 투입 및 산출변수를 독립변수로 하고 효율성을 종속변수로 하는 회귀분석을 실시하였으며, 그 결과 세부변수의 유의성은 낮았으나, 전체적으로 투입변수는 효율성에 부(-)의 영향력을 보이고 산출변수는 정(+)의 영향력 경향을 보였으며, 운영효율성에서 종사자수 외의 투입변수에서 유의미한 결과가 나타나지 않은 점은 결국 중증장애인 거주시설은 투입변수에 대한 확대보다는 복지 전달체계, 운영환경 및 구조 개선, 프로그램 보완 등의 노력이 필요한 것으로 볼 수 있다.

지방정부 노인복지서비스의 수요·공급간 격차분석

  • The entry of aging society and the coming of (super) aged society need overall the elderly welfare policy and budget for quantitative expansion and qualitative increase to the elderly welfare services. However, financial limit to the elderly welfare and increase to elderly welfare services in local government rely on central government or private sector. This study is discussed the gap between demands and supplies of the elderly welfare services in Busan Metropolitan City and policy implications suggested by these results. The major findings of the study are summarized as follows. First, the rate of the poor elderly under minimum living standard and the elderly housing facilities in demand of the elderly welfare services is reduced, but other measuring indicators are generally increased. Second, a per 10,000 elderly welfare service officials and a per 10,000 elderly medical welfare facilities in supply of the elderly welfare services are generally increased, but other measuring indicators are reduced. The policy implications of the study is to reduce the poor elderly under minimum living standard, to expend the elderly welfare budget, and adequately to supply a variety of the elderly welfare facilities for reduce demand of the elderly welfare services.

공공임대주택 주민의 생활관리업무 참여에 대한 관리자 의식조사 (Perception of Managers on Residents Participation in Public Rental Housing Management)

  • Resident participation or tenant empowerment is becoming an important concept of planning, provision of welfare services, and management of housing. It can be motivated by three variables: shared goals, shared values, and sense of community among residents. Theoretically, the more each of these three variables, the more likely people will be to participate. The purpose of this study was to identify the perception of management staff on residents' participation in public rental housing. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27, 2009. Only 33.3% of the public rental housing complexes surveyed constituted Residents Representative Committee. Most of the respondents showed negative perception of resident organizations and their roles as an meaningful way to communicate with them on the management system. Several ways to enhance the resident participation and to reduce housing and living cost burden of residents in public rental housing were suggested as follows: development and distribution of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

세대 간 교류를 위한 국내 종합사회복지관의 공간구성에 관한 연구 (A Study on the Spatial Composition Plan of Social Welfare Centers for the Intergenerational Interactions in Korea)

  • This study analyzes the welfare services and spatial composition of social welfare centers that represent complex welfare facilities in order to provide basic information for the spatial planning of social welfare centers. We examined 15 social welfare centers built in the 2000s. A literature review and case study were used as research methodology. The findings are as follow. First, services provided at the surveyed facilities overlapped for seniors and the handicapped. Most social welfare centers provided welfare services for seniors, young children, and teenagers. Second, the proportion of common area, program rooms was high for spatial composition. Third, front access by car was most common (used at nine centers) for the design of the access area and used by. Fourth, shared entry and exit was most common (used at 10 centers) for the design of the entrance. Fifth, regarding space combining style, a mixed style was most frequently used (observed at seven centers) where different private areas for different service users were partly mixed on certain floors. Sixth, a corridor type was most common (used at seven centers) for the design of a corridor space where visitors could walk along the corridor to access individual rooms. Based on the findings, we propose spatial composition of social welfare centers to promote mingling and exchanges among users of different generations.

지방자치단체 민원실의 유니버설디자인에 대한 이용자 만족도 조사연구 - 광주광역시 구청사를 중심으로 - (User's Satisfaction with Universal Design in Local Government's Public Service Center - Focusing on Public Service Centers in Gwangju Metropolitan City -)

  • The purpose of the study was to identify user' satisfaction about universal design in public service center that will be needed for helping planning and design the public service center. This study conducted a questionnaire survey targeting visitor in five district's public service center in Gwangju metropolitan city. A total of 253 responses were analyzed for identifying the level of satisfaction about universal design in public service center. The study also analyzed of the respondents depending on their demographic characteristics. The features of universal design were categorized into supportive design, communicability, safety-oriented design and accessible design, and total 25 specific items were included in the evaluation. Most of the respondents were satisfied with the waiting space, however they showed a lower level of satisfaction toward the information materials space. Those with a higher education attainment tended to be associated with stronger satisfaction with common space and information materials space. Groups with a lower age were more likely to be satisfied with common space and public service space. Also female tended to show a stronger degree of satisfaction with common space than male. The findings from this study should provide a guideline for planning and design the public service center.

노인복지시설평가에 영향을 미치는 요인에 관한 실증연구 (A Study on the Determinants Which Influence on Evaluating the Silver Welfare Facilities)

  • 본 연구는 보건복지부의 "2006년 사회복지시설평가"를 기초 자료로 하여 우리나라의 노인복지시설(무료시설인 양로, 요양 및 전문요양시설을 중심)을 대상으로 노인복지시설평가에 영향을 미치는 요인을 분석하고, 그 뜻을 해석하였다. 실증분석 결과 노인복지시설 운영요인은 모든 시설이 시설 및 환경, 조직운영 및 인사. 서비스 질, 지역사회 관계 모두 유의하게 영향을 미치는 것으로 나타났으며, 그 중 중요성을 나타내는 표준회귀계수는 서비스 질 변수가 노인복지시설평가라는 종속변수에 가장 좋은 설명력을 나타내 서비스의 질 중심으로의 개선이 요구된다. 노인복지시설 자원요인은 모든 시설에서 법인전입금은 유의하게 영향을 미치지 않는 것으로 나타났으며, 후원금은 양로시설을 제외하고 유의하게 영향을 미치는 것으로 나타났다. 그러나 정부보조금은 전문요양시설에서 유의하게 영향을 미치는 것으로 나타났으나 역의 설명력을 보이고 있어 정부보조금 지원의 효과가 없는 것으로 나타났다.
