Conflicts and Compromises due to Legal Limitations among the Residents of Folk Villages With a focus on the residents of old houses in Y village of K (민속마을 거주자의 법적 제약으로 인한 충돌과 절충 K지역의 Y마을 고가옥 거주자를 중심으로)

  • Folk villages have higher historic and cultural values than other villages and contain considerably many traditional elements today. In Korea, there are seven folk villages that are under the protection of the Cultural Properties Protection Act. Unlike other kinds of tangible cultural assets individually appointed according to the act, those folk villages are protected by the act in entirety including the houses and auxiliary structures inhabited and used by the villagers. Since the act covers the entire villages, the residents are not allowed to repair or renovate their structures and accordingly suffer from huge limitations in everyday life with housing life under the biggest restrictions. Being appointed as a folk village is positive from the perspective of preserving the village. However, it is negative to the villagers because of the limitations to their housing lives. While common people lead a convenient life by the introduction of high technologies in modern society, they do not get to benefit from such technologies for the cause of preserving the traditional culture. Upon the appointment, they are subject to all sorts of building regulations and under huge direct and indirect influences of those regulations across many different aspects of life including housing life. Thus the residents of folk villages do have many complaints about the act. It is only natural that there occur conflicts between the state, which tries to preserve the traditional culture according to the act, and the residents, who pursue convenience in life. At the same time, it is natural too that the residents have the desire to pursue convenience in daily life. Thus they renovate their houses illegally. The government agencies are aware of that, however, it is not right for them to enforce the act and restrict their daily lives. Their tacit approval of such illegal renovations is the product of compromises between the residents' right to their private property and the state's policies of cultural asset protection. The residents try to renovate their houses within the limit that will not call for legal restrictions from the government agencies. The government allows for renovations as long as they are within the minimum limit. It is the result of efforts for the state and the residents to stitch up and compromise their own complaints.

The Relationship between the Growth of Central City and the Growth of Suburban Areas in U.S. Metropolitan Cities (미국 대도시지역들의 도심지역과 교외지역 성장간의 관계에 관한 연구)

  • The purpose of this paper is to explore the relationship between central city and suburban areas. In particular, we examine the relationship of construction activities in suburban areas with construction activities in central city. That is because if the construction activities in central city are correlated with those in suburban areas, the economic trends in those two parts would become interdependent. The construction permit data in 114 Metropolitan Statistical Areas (MSAs) for the past 11 years are used as a central explanatory variable of influencing the relationship, as construction permits issued would reflect population growth, economic growth and housing price in certain area. The main findings of our analysis are as follows. First, MSAs classified as showing high population growth has higher correlation between central city and suburban area than MSAs showing low population growth rate except for only office construction. However, there is little difference in correlation characteristic by the size of MSA Second, most of the MSAs show little causality between the central city and suburban area in lagged situation. Therefore, it is hard to say that the past trend of construction activity in central city reflects in direct the future trend of construction activities in suburban area.

Design of a Real Estate Knowledge Information System Based on Semantic Search (시맨틱 검색 기반의 부동산 지식 정보시스템 설계)

  • The apartment' share of the housing has steadily increased and property assets have been valued in importance as the one of asset value. Information retrieval system using internet is particularly active in the real estate market. However, user satisfaction on real estate information system is not very high, and there is a lack of research on real estate retrieval to increasing efficiency until now. This study presents a new knowledge information system developed to consider region-related factor and individual-related factor in the real estate market. In addition it enables a real estate knowledge system to search various preferential requirements for buyers such as school district, living convenience, easy maintenance as well as price. We made a survey of the search condition preference of experts on 30 real estate agents and then analyzed the result using AHP methodology. Furthermore, this research is to build apartment ontology using semantic web technologies to standardize various terminologies of apartment information and to show how it can be used to help buyers find apartments of the interest. After designing architecture of a real estate knowledge information system, this system is applied to the Busan real estate market to estimate the solutions of retrieval through Multi-Attribute Decision Making(MADM). Based on the results of the analysis, we endowed the buyer and expert's selected factors with weights in the system. Evaluation results indicate that this new system is to raise not only the value satisfaction of user, but also make it possible to effectively search and analyze the real estate through entropy analysis of MADM. This new system is to raise not only the value satisfaction of buyer's real estate, but also make it possible to effectively search and analyze the related real estate, consequently saving the searching cost of the buyers.

- The Cultural Life Study of the Housekeeping Space of Chosun Dynasty Upperclass Housing - (조선조 상류주택의 가사공간에 관한 생활문화적 고찰)

  • The purpose of this study is to look for the basic formative elements of housekeeping space of our cultural life which are worthy to succeed and develop by revaluating in modern view and to reveal what we should maintain form the women's view of the housework in those days. In this study, out look on Chosun Dynasty housekeeping is based on the norm of the women in those days. The research on the housekeeping space for norm of the women in those days. the research on the housekeeping space for Chosun Dynasty upperclass is focused on the house built from early till late Chosun Dynasty, which is now a cultural asset. As a result, norm of Chosun Dynasty have created a social wide atmosphere for women to devote herselves to the housekeeping. Moreover the constructions of Chosun Dynasty's upperclass are affected by Korea's natural environment and socio-cultural environment. Primary factors for natural environment are building materials and the change of seasons. Because of changeable seasons, there were places for storing massive commodities. The other primary factors for socio-cultural environment affecting housekeeping space were social positions, and extended family system, worshipping the ancestors standard of living, the theory of“Poong Soo”(風水, a kind of geomancy) and thought of“Yin and Yang, Five Elements”(陰陽五行) and popular belief of that time. Affected by these two environments, the characteristics of housekeeping space for Chosun Dynasty are ; the main building of the house was used as a diverted area for women to work, and was reconstructed for household affairs. There were inefficient points in the housekeeping space of that time and the space remained stagnant because of the restricted sex and the social position of housekeeping doer. But you could find some points that are efficient and functional to adjust in those living conditions. The storehouse, storage barn, shed and soyjar terrace are the specialized storing place, according to the kinds and characteristics of the commodities. the kitchen, for example, is the combinations of many abilities. It is not only for cooking or heating the room, but also for storing drinking water. The hall which was the storing place, housekeeping place and also the place for family events are used as a diverted place. The linked arrangement of kitchen, store house, boudoir and the other rooms. In addition, we can see that the construction of the kitchen for more than tow people could work in.

The Development of Gangnam and the Formation of Gangnam-style Urbanism : On the Spatial Selectivity of the Anti-Communist Authoritarian Developmental State (강남 개발과 강남적 도시성의 형성 - 반공 권위주의 발전국가의 공간선택성을 중심으로 -)

  • This article aims to explain how Gangnam, as a model and standard of compressed urbanization in South Korea, was created. Gangnam and Gangnam-style urbanization need attention not only because they contrast with Korea's urbanization in the past as well as urbanization in the West but also they provide an important model in contemporary Korea's politics, economy and culture. However, there are little studies of how Gangnam's peculiar urbanism was created. To fill this gap, this article will first capture Gangnam's peculiar urbanism as a material landscape and sociocultural lifestyle. Gangnam-style urbanism is (a) materially characterized by high-rise apartment complexes owned by the middle and upper class for dwelling and asset growth and (b) socio-culturally characterized by political conservatism, public indifference, competition over academic performance, appearance, and fashion, and nightlife. Then it will show Gangnam's archetype was created in a spatially and temporally compressed way in and through the spatial selectivity of Korean anti-communist authoritarian developmental state strategies: (1) anti-communism led to the diffusion and accommodation of the population through apartments in Gangnam in the context of its confrontation with North Korea and the fast-growing population of Seoul; (2) military authoritarianism excluded the low-income class and the urban poor from urban development; and (3) the developmental state adopted selective housing policy which treated construction companies and the middle class preferentially through exceptional zoning and price distortions, promoting the construction of apartment in Gangnam and its resultant uneven development.

A Study on the Forecasting Trend of Apartment Prices: Focusing on Government Policy, Economy, Supply and Demand Characteristics (아파트 매매가 추이 예측에 관한 연구: 정부 정책, 경제, 수요·공급 속성을 중심으로)

  • Despite the influence of real estate in the Korean asset market, it is not easy to predict market trends, and among them, apartments are not easy to predict because they are both residential spaces and contain investment properties. Factors affecting apartment prices vary and regional characteristics should also be considered. This study was conducted to compare the factors and characteristics that affect apartment prices in Seoul as a whole, 3 Gangnam districts, Nowon, Dobong, Gangbuk, Geumcheon, Gwanak and Guro districts and to understand the possibility of price prediction based on this. The analysis used machine learning algorithms such as neural networks, CHAID, linear regression, and random forests. The most important factor affecting the average selling price of all apartments in Seoul was the government's policy element, and easing policies such as easing transaction regulations and easing financial regulations were highly influential. In the case of the three Gangnam districts, the policy influence was low, and in the case of Gangnam-gu District, housing supply was the most important factor. On the other hand, 6 mid-lower-level districts saw government policies act as important variables and were commonly influenced by financial regulatory policies.

Material Hardship of the Poor Families in Korea: The Distributions and Determinants of Material Hardship (빈곤층의 물질적 궁핍, 실태와 영향요인 분석)

  • Material hardship measures have been used to supplement the traditional income-based poverty measures. Recently poverty researchers have increasingly used measure of material hardship to examine the well-being of low income families. Measuring the material hardship might be useful to a better understanding of the multi-dimensions of the poverty in Korea. Using the data of the Korea Welfare Panel Study(the fourth wave), I examine incidences of material hardship across quintiles of the income distributions and the factors that might affect the experience of material hardship among the poor families. Major findings are as follows. Descriptive results show that nearly one-fifth of all families had experienced at least one of the five material hardships in the year. Those in the bottom quintiles and the poor families are more likely to experience material hardship than the other quintiles and non-poor families. But, incidences of the material hardship in the middle income quintiles and low income families are not a few(18 percent and 37 percent). Logistic regression results show that family-consumption related variables, income other economic resources(asset and public assistance), and household's employment status affect the experience of material hardship among the poor families. But, material hardship among the poor families is not significantly related with family income. These results indicate that material hardship measures are the useful indicators to understanding the multi-dimensions of the poverty in Korea. And they suggest that an extensive reform of the public assistance policy is necessary to relieve the material hardships of the poor in Korea.

An Empirical Study on the Failure Factors of Startups Using Non-financial Information (비재무정보를 이용한 창업기업의 부실요인에 관한 실증연구)

  • The purpose of this study is to contribute to the minimization of the social cost due to the insolvency by improving the success rate of the startups by providing useful information to the founders and the start-up support institutions through analysis of non-financial information affecting the failure of the startups. This study is aimed at entrepreneurs. The entrepreneurs that are defined by the credit guarantee institutions generally refer to entrepreneurs within 5 years of establishment. The data used in the study are sampled from the companies that were supported by the start-up guarantee from January 2014 to December 2013 as the end of December 2017. The total number of sampled firms is 2,826, 2,267 companies (80.2%), and 559 non-performing companies (19.8%). The non-financial information of the entrepreneur was divided into the entrepreneur characteristics information, the entrepreneur characteristics information, the entrepreneur asset information and the entrepreneur 's credit information, and cross-tabulations and logistic regression analysis were conducted. As a result of cross-tabulations, univariate analysis showed that personal credit rating, presence in the industry, presence of residential housing, presence of employees, and presence of financial statements were selected as significant variables. As a result of the logistic regression analysis, three variables such as personal credit rating, occupation in the industry, and presence of residential house were found to be important factors affecting the failure of founding companies. This result shows the importance of entrepreneur 's personal credibility and experience and entrepreneur' s assets in business management. The start-up support institutions should reflect these results in the entrepreneur 's credit evaluation system, and the entrepreneurs need training on the importance of the personal credit and the management plan in the entrepreneurial education. The results of this analysis will contribute to the minimization of the incapacity of startups by providing useful non-financial information to founders and start-up support organizations.
