This paper describes how to derive audit criterion, audit domain, detail technology, and functional check items which are core of hospital information system, consisting of OCS, EMR, and PACS. Using the check items listed above, we investigated the objective validity for the construction audit of hospital information system. As a result, the derived audit criterion, audit domain, detail technology, and functional check items were verified as check items for audit. Since using the current audit check items of public area is insufficient to construct efficient, reliable, and stable hospital information system, we suggest adopting the hospital information system audit area, audit check items, and process that are presented in this paper.

최근 병원정보시스템은 병원 경영을 위한 다양한 서비스, 진료 활성화와 진료의 질 향상을 위하여 대용량의 데이터베이스를 보유하게 되었다. 하지만, 병원정보시스템에 대한 정보보호대책은 미흡한 편이다. 따라서, 병원정보시스템 구축할 때, 정보보호에 대한 대책을 적절하게 마련하여 정보보호 감리를 수행하여야 하며, 위험관리를 통한 정보보호 수준을 유지할 수 있도록 정보보호 관리체계(ISMS)를 수립하고 관리해야 한다. 본 논문에서는 병원정보시스템, 정보보호관리체계, 병원정보 보호 요구사항 및 위협요소를 근거로 병원정보시스템에 적합한 정보보호 감리모형을 제안하였다. 감리모형에서는 의료기관의 특성이 잘 반영되어 있는 ISO27799와 비교하여 점검항목들을 도출하였다. 보안영역은 물리적, 기술적, 관리적 영역으로 분류하고 각각에 세부적으로 정보보호 항목들을 도출하였다. 또한 ISO27799의 위험관리 절차에 따라 점검항목을 매핑함으로써 보안성과 효율성을 동시에 향상시킬 수 있도록 설계하였다. 제안한 감리모형은 IT 전문가들의 5점 척도 설문 조사 결과 평균 4.91점으로 나타나 적합하다는 결론이 도출되었다.

Hospital Accreditation Programme(HAP) has been introduced in many countries in the world for these recent years. This article reviews the HAP in the aspects of the organization, survey and evaluation process, evaluation criteria, and its impact to the hospital quality improvement. The nations included in this study are USA, UK, Canada, Australia, and Korea. To carry out this comparative study, the authors have reviewed articles and accreditation manuals having been issued in many countries. An expert panel of medical doctor, nurse, pharmacist, administrator, and specialist in health facilities formulated a study framework. The results of this study enhance understanding about hospital accreditation activities according to each nation's health care system. In recent years, the Korean government has launched the plan to improve the quality of health services by strengthening the hospital accreditation programme. This study results can provide useful information in development and implementation of the national hospital accreditation programme in Korea.
