River Management System was developed to achieve water quality analysis that reflects physical characteristics of river flow. The Gyecheon basin which is located at the upstream of Hoengseong dam was selected as an experimental watershed and hydrologic and water quality monitoring network was set up for acquisition of real time data. The observed data have been stored in the system until present. The hydraulic and water quality models were constructed for an experimental watershed, and the calibration and verification was performed using past flood events and observed water quality data. Graphic User Interface(GUI) was developed with ArcView in a study area. Developed system can be effectively used to water quality monitoring and management in Hoengseong Lake.
This study was to investigate phytoplankton communities and to evaluate the effects of hydrological and physical-chemical environmental factors in major five dam reservoirs in the Han River water system. Annual average of chlorophyll a concentration in Lake Paldang, Lake Cheongpyeong and Lake Doam was higher than that of Lake Chungju and Lake Hoengseong. The opposite seasonal variation patterns of phytoplankton growth were observed in dam reservoirs; the highest biomass in spring of dry season in Lake Paldang, Lake Cheongpyeong which are the river-type reservoirs and Lake Doam where turbidity was high throughout the year, and in summer and autumn of rainy season in Lake Chungju and Lake Hoengseong which are the lake-type reservoirs, indicating that the seasonal pattern for growth of phytoplankton in on-river reservoirs is mainly determined by hydrologic characteristics. The dominant species of phytoplankton in Lake Paldang, Lake Cheongpyeong and Lake Doam, where the concentration of nutrients was relatively high, were Bacillariophyceae such as Stephanodiscus hantzschii, Aulacoseira granulata var. angustissima in Lake Paldang and Lake Cyeongpyeong and Nitzschia spp. in Lake Doam throughout all season. The dominant species of phytoplankton in Lake Chungju and Lake Hoengseong which showed the oligo-mesotrophic state, were Bacillariophyceae such as Stephanodiscus hantzschii, Cyclotella pseudostelligera in spring and winter, but Cyanophyceae such as Microcystis spp. in summer.
In this study, a comprehensive field monitoring was conducted to understand habitat conditions of fish species in up and downstream of Hoengseong Dam. Based on the monitoring data, riverine health conditions such as composition ratio of fish species, bio-diversity (dominance index, diversity, evenness and richness), index of biological integrity (IBI) and qualitative habitat evaluation index (QHEI) were assessed, and optimal ecological flowrates (OEF) were estimated using the habitat suitability indexes (HSI) established for three fish species Coreoleuciscus splendidus, Pungtungia herzi and Microphysogobio longidorsalis selected as icon species using the physical habitat simulation system (PHABSIM). The total number of species sampled was 20 species, and two species of Zacco platypus (30.4%) and C. splendidus (20.9%) dominated the fish community. As a result, it was revealed that IBI and QHEI values decreased from upstream to downstream along the river. The estimated IBI value ranged from 24 to 36 with average being 30.9 out of 50, rendering the site ecologically fair to good health conditions. HSI for C. splendidus were determined according to three different month in terms of season: Spring (April), Summer (August) and Autumn (October). HSI for flow velocity were estimated at 0.7 to 0.8 m/s for the Spring, 0.5 to 1.0 m/s for the Summer and 0.8 to 0.9 m/s for the Autumn. HSI for water depth were estimated at 0.3 to 0.5 m for the Spring; 0.3 to 0.5 m for the Summer; and 0.3 to 0.4 m for the Autumn. OEF was estimated at 4.2 and $6.5m^3/s$ for the Spring and Autumn, and $12.0m^3/s$ for the Summer. Overall, it was concluded that the Hoengseong Dam has been relatively well protected from the anthropogenic disturbance for the legally protected species including the endemic species studied in this study.

This study suggests the drought resilience index as S-day as a means of preparing for the recent extreme drought, allowing for the actual operational identification of each drought countermeasure's priority as well as the vulnerability of water resource facilities to drought. Although each dam's drought measures are unique in this case, the representative examples include adjusting the water supply, linking the functioning of various facilities, and considering emergency capacity. Here, 15 multipurpose dams and water supply dams in Korea were inspected. Under the return period of 20-year drought, most of dams showed stable by adjusting the water supply overall. The measures, however, did not seem to be able to resist a multi-year drought lasting more than two years. Besides, Hoengseong and Anodong-Imha Dam only lasted a year under the 100-year drought return period with other measures. Without the deployment of drought mitigation strategies, it is expected that the Hoengseong Dam, Andong-Imha Dam, Gunwi Dam, Unmun Dam, Daecheong Dam, and Juam Dam would not be able to meet the all water demand for a year under the 20-year drought condition. The ideal capacity for each drought measure was then suggested. Additionally, by increasing or decreasing the current supply contract by 10% in order to account for demand changes resulting from socio-economic instability, the drought response capacity of all 15 dams was re-evaluated. By lowering the supply contract amount by 10%, it was possible to endure a severe drought.
This study was conducted to elucidate the structure of river ecosystem in the watershed of the Seom River and Hoengseong Reservoir located in Hoengseong of Kangwon Province from February to October 2007. Topics of the survey were mainly rainfall, discharge, water quality in abiotic factors and attached algae, benthic macroinvertebrates, fish, birds and mammals of flora and fauna in a biotic factors, respectively. Specifically, the Seom River could be seen as a typical flow rate of the stream is controlled to the effect of the dam. Basic water qualities were great to seasonal effects, it was relatively clean. Diatom Achnanthes, Cymbella, Gomphonema, and Navicula were distributed predominantly in the periphytic algae. Benthic macroinvertebrates were mostly aquatic insects and freshwater shellfish, the aquatic insects were abundant Ephemeroptera and Trichoptera. Freshwater fish was the dominant Zacco platypus, fish species varied toward the downstream. Birds were mainly observed in four species, and species Egretta garzetta, which was distributed in a wide area of the Seom River. In mammals, Lutra lutra of Mustelidae was identified that the number of inhabit widely. In aspects of the ecological trophic level, the Seom River was maintained at a relatively stable state in the producer and the consumer relationship. The results of this study will expected to be utilized as a useful data for understanding the structure and function of the lotic and lentic ecosystems.
The interest in hydrological modeling has increased significantly recently due to the necessity of watershed management, specifically in regards to lumped models, which are being prosperously utilized because of their relatively uncomplicated algorithms which require less simulation time. However, lumped models require empirical coefficients for hydrological analyses, which do not take into consideration the heterogeneity of site-specific characteristics. To overcome such obstacles, a distributed model was offered as an alternative and the number of researches related to watershed management and distributed models has been steadily increasing in the recent years. Thus, in this study, the feasibility of a grid-based rainfall-runoff model was reviewed using the flood runoff process in the Han River basin, including the ChungjuDam, HoengseongDam and SoyangDam watersheds. Hydrological parameters based on GIS/RS were extracted from basic GIS data such as DEM, land cover, soil map and rainfall depth. The accuracy of the runoff analysis for the model application was evaluated using EFF, NRMSE and QER. The calculation results showed that there was a good agreement with the observed data. Besides the ungauged spatial characteristics in the SoyangDam watershed, EFF showed a good result of 0.859.
Dam has very important roles in both water use and flood control. Dam release and runoff from rainfall affect directly to the flood control at the downstream of dam during heavy storm especially. This study evaluates the applicability of a distributed model by applying the GRM (Grid based Rainfall-runoff Model) based on HyGIS (Hydro Geographic Information System) environment to runoff modeling at the downstream of dam where the discharge from dam and rainfall affect simultaneously. In order to do this, Yeoju watershed in Han River basin is selected. Rainfall data and discharge from Chungju regulation dam and Hoengseong dam are applied to runoff simulation. The modeling results are verified with Yeoju water level station, and they show good agreement with observed hydrographs. And this study shows that GRM is able to simulate appropriately the effect of dam discharge and rainfall on watershed runoff.

This study was carried out to assess the variations of water quality caused by the dam construction on the river. Six dams-Yongdam, Miryang, Hoengseong, Boryeong, Jangheung and Buan- constructed recently in Korea were selected for the study. Chemical oxygen demand(COD) was increased in the initial stage of water storage at dams compared to the lotic(river) environment, but after 3 years it was maintained lower and stabilized concentrations. Five dams except for Jangheung Dam were maintained Ia~Ib grade conditions under the water quality criteria of Korea. The concentrations of total nitrogen(T-N) were decreased under the lentic(reservoir) environment compared to the river status. Total phosphorus(T-P) was decreased 13~63% at the reservoir condition. We concluded that increase of COD concentration was due to the debris organic materials of the land, but temporary phenomenon. T-N and T-P concentrations were decreased at the lentic condition compared to the lotic.

In order to protect properties and human lives from disasters such as heavy rainfall, rational Probability Maximum Flood(PMF) estimation procedures for existing dam basins are recently required. This study analyzes the Probable Maximum Flood(PMF) as a part of a counterplan for disaster preventions of hydraulic structures such as dams, according to recent unfavorable weather conditions. In this study, an improvement method of parameter estimation was proposed, being estimated as an appropriate method for application to the unit hydrograph, the time of concentration and storage constant corresponding to the discharge of flood were considered differently when estimating PMF in Hoengseong dam basin.
In this study, a performance evaluation method of water supply for a multi-purpose dam based on deficitsupply method and reservoir storage is presented. The method is applied to 16 multi-purpose dams and water supply performance is evaluated. As a result, 6 dams (Soyanggang, Chungju, Hoengseong, Andong, Imha, and Hapcheon dam) have highest performance and 2 dams (Sumjingang and Buan dam) have relatively low performance. Particularly, Buan dam is the most vulnerable in the analysis results of reliability, resiliency, and vulnerability. Therefore, measures to improve the performance of water supply are needed in Buan multi-purpose dam.
