  • The society for conservation of local historical properties in Korea originated in Japan. It was transplanted by Joseon Governor-General to represent their positions in the field of the conservations of the cultural properties. Also the society for conservation of local historic properties represented the positions of the provincial government office because the representatives of that societies were the chief of local government offices. At that time, the fundamental concept of the historical property conservations was not settled, so they accomplished the conservation activities as the necessary way for themselves.They often made a proposal about repairs for conservation of historical building and suggested a application for the national budget. And they contributed to carry out the repair works of the historical properties in the early Japanese colonial period. But they was usually used to invigorate the tourism and to publicize the regional characteristics through the historical properties. Although the societies were privately-managed as a matter of form, they were governmentally-managed as a matter of fact. It was the limits of the societies for conservation of local historical properties at that time.

  • Unlike traditional cultural assets, industrial assets are closely tied with contemporary life in numerous ways, and have acted as a bridge between the traditional architectural buildings and contemporary architectural buildings, reflecting the overall economical, social and cultural portraits of that time. Reinvestigating them in a new light, granting just and fair values, and preserving and transmitting these modern cultural heritages is a method of preserving the historical and cultural traditions in order to keep own identity and integrity. Nowadays, however, due to various sprawling developments and new development-oriented urban policies, only a select few industrial assets are being protected, the rest facing demolition and damages. In order to better cope with such situation, Korea has officially introduced the Registered Cultural Properties System since 2001, and began acknowledging the historical values of industrial buildings as modern cultural properties. By systematic analysis and deduction of characteristics from successfully recycled precedents such Oberhausen Gasometer in the state of Nordhein-Westfalen that have been preserved and recycled as cultural spaces, this paper aims to find and propose suggestions to rehabilitate and recycle the industrial cultural properties in Korea.

독일 산업.기술문화재 퀴퍼제분소(Kueppersmuehle) 재생계획 사례 연구 (Case Study for Revitalization of Kueppersmuehle as Industrial/Technological Cultural Properties in Germany)

  • In the Nordrhein-Westfalen, Germany, there are approximately 3,500 industrial buildings under the cultural asset protection and management not only in the Ruhr-region but also state-wide. Unlike traditional cultural assets, industrial assets are closely tied with contemporary life in numerous ways, and have acted as a bridge between the traditional architectural buildings and contemporary architectural buildings, reflecting the overall economical, social and cultural portraits of that time. A Study on Pagoda Image Search Using Artificial Intelligence (AI) Technology for Restoration of Cultural Properties

  • The current cultural assets are being restored depending on the opinions of experts (craftsmen). We intend to introduce digitalized artificial intelligence techniques, excluding the personal opinions of experts on reconstruction of such cultural properties. The first step toward restoring digitized cultural properties is separation. The restoration of cultural properties should be reorganized based on recorded documents, period historical backgrounds and regional characteristics. The cultural properties in the form of photographs or images should be collected by separating the background. In addition, when restoring cultural properties most of them depend a lot on the tendency of the restoring person workers. As a result, it often occurs when there is a problem in the accuracy and reliability of restoration of cultural properties. In this study, we propose a search method for learning stored digital cultural assets using AI technology. Pagoda was selected for restoration of Cultural Properties. Pagoda data collection was collected through the Internet and various historical records. The pagoda data was classified by period and region, and grouped into similar buildings. The collected data was learned by applying the well-known CNN algorithm for artificial intelligence learning. The pagoda search used Yolo Marker to mark the tower shape. The tower was used a total of about 100-10,000 pagoda data. In conclusion, it was confirmed that the probability of searching for a tower differs according to the number of pagoda pictures and the number of learning iterations. Finally, it was confirmed that the number of 500 towers and the epochs in training of 8000 times were good. If the test result exceeds 8,000 times, it becomes overfitting. All so, I found a phenomenon that the recognition rate drops when the enemy repeatedly learns more than 8,000 times. As a result of this study, it is believed that it will be helpful in data gathering to increase the accuracy of tower restoration.

청주시 상당산성의 보전 및 활용방안 (Conservation and Utilization of Sang-dang Mountain Fortress, Cheong-Ju City)

  • This study is to propose development direction of sang-dang mountain fortress toward the utilization of historical and cultural heritage as tourist attraction through the consideration of problems on sang-dang mountain fortress development. First of all, the historical significance, development project and status of Sang-dang mountain fortress was figured out. Furthermore, using pattern and general user's view was understood through the questionnaire survey then research on the actual condition of traditional korean village was performed. The ongoing development project focusing on restoration of cultural properties to its original state through an archaeological excavation investigation turned out to be lack of consideration on the utilization of sang-dang mountain fortress such as tourists inducement. Furthermore, the measures on traditional korean village which has been a problem by forming commercial area recklessly have been left off. Therefore, additional development plan is required on convenient and amenity facilities and rest places for visitors including environment improvement of traditional korean village based on the development for the restoration of cultural properties to its original state.

홀로그램을 이용한 문화재 전시 가능성 (The Possibility of Displaying Cultural Properties Using Holograms)

  • As a result of the great attention to the historical and cultural heritage, the achievements of the natural sciences are finding their way into museums. The necessity of preserving the treasures of the artistic and cultural heritage has brought into being a new alliance, an alliance between science and culture. The most sciences of cultural properties pertain mainly to improvement of the methods of identifications, preservation and restoration of historical monuments. Recently a new physical method has appeared that, in a sense, possesses universal capabilities. That method is holography, which successfully combines unique features making it possible not only to create three-dimesional optical replicas of real three -dimensional objects practically indistinguishable from the original but also to study them. We shall deal in this papper with its scientific principle and application for displaying, as well as on other potential applications.

독일 산업·기술문화재 한자 코크스 제조소 재생사례 분석 (Analysis on the Characteristics of the Precedents for Industrial/Technological Cultural Properties of the Hansa Coking Plant)

  • The Industrial/Technological Cultural Properties are being protected, the rest facing with demolition and damages. In order to better cope with such situation, Korea has officially introduced the Registered Cultural Properties System since 2001 and began acknowledging the historical values of industrial buildings as modern cultural properties. In the Nordrhein-Westfalen, Germany, there are approximately 3,500 industrial buildings under the cultural asset protection and management not only in the Ruhr-region but also state-wide. Among these, this case study focuses on the Hansa Coking Plant, a large-scale Revitalization project to rehabilitate the old industrial complexes and facility buildings that have been shut down on December 15, 1992. Purpose of this study is to analyze main project plans of each facility in the Hansa Coking Plant and to bring out the main features of the plans, so that they can be utilized to find suggestions for Industrial/Technological Cultural Properties Revitalization in Korea.

국가지정문화재 역사문화환경 보존지역내 건축행위 등에 관한 허가심의 실태조사연구 - 최근 5년간(2010~2014) 문화재청 문화재위원회 회의록을 중심으로 - (Study on Status of Permission Review for Construction Activities within the National Cultural Property Historical Cultural Environment Preservation Area - Based on Recent 5 Years' (2010~2014) Meeting Records of Cultural Heritage Committee in Cultural Heritage Administration -)

  • 1962년 문화재를 보존하여 이를 활용함으로써 국민의 문화수준향상을 도모하기 위하여 제정된 문화재보호법은 2000년 지정문화재를 대상으로 하는 대상적 범위의 극복을 위해 문화재 현상변경 허가제도를 도입, 이후 허가 절차 및 대상 등의 보완을 위해 역사문화환경 보존지역내 건축행위 등에 관한 허용기준 작성 지침 제정(2006), 국가지정문화재 주변 경미한 현상변경 행위 고시(2008) 등 지속적인 개선노력을 해오고 있다. 그럼에도 불구하고, 2007년 이후 감소세를 보이던 개별 현상변경 허가처리 건수는 2010년부터 다시 증가, 2014년에는 총 1554건이 접수되었고, 그 중 약 29%가 불허 또는 심의 중에 있는 것으로 확인, 문화재 주변 지역주민들의 주민 불편사항이 계속 제기되고 있다. 이에 본 연구는 최근 5년간(2010~2014) 문화재위원회 가운데 현상변경 관련 분야 5개 분과위원회(건축/사적/천기/근대/중민)의 허가 처리현황 전체 7,403건에 대한 통합DB를 구축, 그 가운데 역사문화환경 보존지역에서 이루어진 4,364건을 대상으로 심층분석을 실시하여 신청유형과 행위 유형 특성을 분석하고, 분석결과 유형화 및 시사점 도출을 통해 현상변경 허가대상을 규정하는 역사문화환경 보존지역 내 경미한 건축행위 등에 관한 기준과 문화재위원회 운영 지침의 개선방안을 검토하였다. 이를 통해, 단기적으로는 관련 행정처리기준의 보완과 더불어 시 군 구 위임사무범위 등의 제도개선방안 기초자료를 확보하는 한편, 역사문화환경 보존지역 내 건축행위 등의 허가제도 개선을 통한 행정효율성 제고 및 허가심의에 필요한 사회경제적 지출 최소화로 국민불편 경감효과를 기대한다.

일제강점기 대만(臺灣)의 문화재 제도화 과정과 조선 비교 (Process of Institutionalization of Cultural Property in Taiwan and Comparison of Joseon)

  • 대만과 한국은 일본에 의한 식민지 지배라는 공통의 기억을 가지고 있는 나라들이다. 그렇기 때문에 식민지 시기를 연구하는 연구자들에게 이 두 나라는 좋은 비교연구 대상이 되고 있다. 이 글에서는 대만과 조선의 문화재 제도 분야의 비교를 통해 다음과 같은 사실을 알 수 있었다. 첫째, 법제도적 측면으로 보면 대만에서는 일본의 내지연장주의가 어느 정도 반영되었다. 이에 따라 대만의"사적명승천연기념물보존법시행규칙(이하 시행규칙)"은 일본의 법에 종속적이었고, 조선의 "조선보물고적명승천연기념물보존령(이하 보존령)"은 대만보다는 독립적이었다. 그러나 이 두 차이를 일본의 압제 수준의 차별로 등치시키기는 어렵다. 둘째, 조선의 "보존령"제정에는 일본에서 공포되었던 관련 법령들이 참고되었으나, 대만의 "시행규칙"도 참고 되었을 가능성이 크다. 조선의 "보존령"을 제정할 때에는 일본과 대만의 문화재에 관련된 모든 법령을 참고하였다고 보는 것이 적절하다. 셋째, 문화재 지정 수량과 내용에서 대만과 조선의 차이가 컸다. 대만과 조선의 지정 수량 차이는 두 지역 간의 전통문화자원의 차이가 가장 크며, 이에 따라 조선에서 지정된 문화재가 대만보다 14배 정도 많았다. 그리고 대만의 사적 중 절반 가까이는 일본 지배세력의 흔적들이었던데 비해, 조선에서 지정된 고적 중에는 일본 지배세력들의 흔적이 거의 없었다. 이는 두 지역 통치세력이 문화재에 대해 가졌던 시각의 차이를 보여주는 결과이다.
