A Study on the System Improvement Plan for Urban Regeneration of Historical and Cultural Environment - Focusing on the case of Hwangnam and Inwang Hanok district in Gyeongju - (역사문화환경의 도시적 재생을 위한 제도개선방안 연구 - 경주 황남·인왕 한옥지구 사례를 중심으로 -)

  • This study is a case study of system improvement measures for urban regeneration of the historical and cultural environment. The example areas are Hwangnam and Inwang Hanok districts in Gyeongju City, which operate various systems to solve the urban decline problem caused by the historical and cultural environment regulations. The subjects of this study are resident support programs and district unit planning systems under the advanced promotion system established in the case area. As research methods, literature studies, field surveys, and in-depth interviews were conducted. Through this, the background and purpose of introduction of each system, major plan contents, and problems of the system application process were analyzed. This study drew the following implications through case studies. First, in order to more effectively promote the urban regeneration of the historical and cultural environment, it is necessary to improve the related systems in an integrated and systematic manner. Second, in order to resolve the policy distrust of local residents in the historical, cultural and environmental management system, a wider variety of planned alternatives to narrow the difference in interests between the public and private sectors should be presented.

  • This study had the purpose to restore imaginary environment involved to symbolic thinking system of Eastern culture discontinued by scientific and reasonable rationalism of Western. To restore imaginary environment, this study selected example places such as Seoul, Beijing, Kyoto which were ancient cities of Korea, China, Japan each and used hermeneutics and phenomenological access method to draw out the element of imaginary environment by analyzing historical and cultural view of example cities. Through comparison and re-interpretation of historical and cultural view of three countries[Korea, China, Japan] in Northeast Asia, as the result of drawing imaginary environment involved within it, it was structured that the spirit and the factor of natural environment of places involved to each cities were reflected as the factor of civilized environment, organized that each element was united, and more sanctified the spirit of place step by step. This study has the meaning as first trial which comparatively analyzed city spaces of existent place of human life by new concept called imaginary environment. It may has the meaning that verifying the universality of imaginary environment involved to historical and cultural view of three Northeast Asian countries, however, there was limitation to examine specificity up to detailed elements of each city.

  • The purpose of this study is to find out the application plan for the landscape planning after grasping the current situation of the historical and cultural resources in Cheongju city and closely examining their conservation and use state. Concerning the method of the study, I considered the resources related concepts and came up with the characteristics of the historical and cultural resources and the application planning as landscape factors after the research on the actual condition and their present situation. Regarding the study or research, I studied the cultural assets, historical and cultural resources, historical and cultural planning, and further examined the historical and cultural resources by dividing them diversely and further, studied the current situation of their system and the related law. For the current situation of the historical and cultural landscape resource in Cheongju city I conducted the assessment of the landscape resources by areas, types, locations. On the basis of this study I came up with the basic direction for the application plan and the solution to the management of the landscape and think that these plans or suggestions will make a contribution to the establishment of their identity by regions.

  • Since the Ming Castle located in Nanjing was designated by the Government of China as a cultural property in 1988, the Nanjing city government has been conserving the castle according to its plan and thus restoring the historical and cultural values of Nanjing. The project is still in progress, and in this regard, a series of logistics have formulated and a lot of discussions have taken place. Likewise, Korea has been carrying out multidirectional policies to conserve and utilize castles lying throughout the country, appreciating the historical and cultural resources of castles lying throughout the country, and at the same time gets down to designation as the World Heritage. This study focused on how Nanjing, not only a castle city but also a historical city, had established a principle and legal foundation regarding the protection of the Ming Castle, especially on how the problems, which might continually arise in a process where a scheme reached a working stage, had been solved. The problem-solving process is expected to have great implications for Korea in a similar situation. Hereat, this study analyzed the project plans formulated seasonally and gathered data on practical operation by conducting interviews with hands-on workers. The results showed that Nanjing had carried out policies to utilize the castles as tourism resources by harmonizing cityscape and ecological environment, but that it well conserved castles without damaging cultural assets. The stereoscopic protection system for the Ming Castle, based on the consideration of historical and cultural environments, may provide practical and useful data for Korea's administration mapping out for a castle conservation policy and designation as the UNESCO World Heritage.

A Study on the Factors Influencing Satisfaction of Business Environment by Merchant Age: Focusing on the Jongno-gu Historical and Cultural Street (상인 연령별 영업환경만족도 영향요인에 관한 연구: 종로구 역사문화거리를 중심으로)

  • recent times, the monthly rent in the Jongno-gu Historical and Cultural Street in Seoul has rapidly increased, because of the presence of large-scale franchises and the entry of private investment into the traditional and local businesses focusing on Bukchon, Seochon, Insa-dong, and Samcheong-dong. As a result, the business environment for these merchants has worsened, due to the increasing economic burden. In order to maintain the business environment of the merchants, it is necessary to evaluate the potential for establishing a regional commercial area, in order to resolve the problems of the existing commercial areas and to improve the locational, economic, cultural and political environment. This study analyzed the factors influencing the merchants' satisfaction with the business environment as a function of their age, by considering three age groups, viz. 30-49, 50-59, and more than 60, considering the locational, economic, cultural and political environment of the merchants. Among the factors influencing the satisfaction with the business environment, the merchants in their 30s and 40s placed more emphasis on the traffic accessibility, floating population, store premium and monthly rent than the other age groups. Among the factors influencing the satisfaction with the business environment, the merchants in their 50s placed more emphasis on the cultural organization, artist activities, expansion of community support facilities, and banning of franchises in certain locations than the other age groups. Among the factors influencing the satisfaction with the business environment, the merchants over 60 years old placed more emphasis on the walking accessibility, monthly sales, merchant community, preservation of historical and cultural landscape, and commercial protection of the government than the other age groups.

  • The notion of contradiction from Cultural-Historical Activity Theory (CHAT) perspectives is known as an "engine" for the development of human practices because participants attempt to adjust their practices to resolve contractions. This study examines two middle school teachers' classroom practices from CHAT, focusing on the role of contradictions that emerged between their existing teaching practices and constructivist activities in the development of a student-centered technology-integrated learning environment. Findings indicated that teachers' awareness and resolution of contradictions played a large role in the development of a technology-supported student-centered learning environment, a culturally more advanced activity system: students displayed greater responsibilities for their learning and were guided to make effective decisions for their learning activity.

  • Historical-cultural contents are digitized documents of records or evidences about changes of human society. The changes or evolvements are results of the interaction between society and environment. So the different feafures are appears by spatio-temporal observing locations Historical-cultural contents need to be designed so that the preservation and exchange of information, adaptation to changes of the future are easy. So historical-cultural contents have structured to support the intelligent services based on context. This study propose context-based ontology-design method based on events, and we implemented web services of Bible contents by proposed method.

  • A historical and cultural map needs an overall reflection of the links based on time and space among the various composite factors, instead of requiring a simple collection of the respective relics in a particular region. The study of history, culture and living environment of river system area, a place that is known to as a cradle of civilization, will be able to undertake a role in the research and comparison with other cultural regions, reaching beyond the regional units until now and moreover investigation the international and intercontinental history of civilization. In this context, this research focuses on the establishment of a cultural information system for the public use and the insight to the regional identity and materialization of culture based on Korea's peculiar history and culture. Thus, the information system for Youngsan River area aims to create a form of electronic map that contains various cultural and historical information on river system area, which is a integrated information system based on Web GIS that is open to public use through the internet. The above mentioned system is a combined product from the basic research data on various fields of study, including archaeology, architecture, arts, ecological environment, history, folk customs, literature, and food, while it aims for not only its utilization in interdisciplinary studies but also creating new value as a public database. As a result, the expected effects due to the establishment of historical and cultural information system based on Web GIS of Youngsan River area are as follows: First, the study can contribute to verify a road map of the study on Youngsan River area. Second, it will take a role to stimulate the academical research on the dynamic structure and characteristics of the Youngsan River area. Third, we can also expect an effect of gaining a full foothold in providing an electronic academic source specialized for the study of the historical and cultural map.

The Relationship between Sustainable Development and Historic Environment (지속가능한 발전과 역사환경의 관계)

  • The aim of this study is to examine the relationship between sustainable development and historical and cultural environment. Based on the acknowledgement that it is now critical to examine this relationship in Korea, this study analyzes the case studies of the U.K. It is unavoidable to take a holistic standpoint on the idea of sustainability in order to achieve integration between environmental, social and economic goals. In the future, it will be a big challenge to apply such a holistic standpoint to the management of cultural heritage and assets in Korea. Sustainability is not a principle that is applicable only to physical resources but is an integrative principle that applies to protecting historic environment. Above all, the goal of managing historic environment is to reflect local life, to improve the quality of life, and to develop one's identity, diversity and vitality. Another goal is to protect heritage asset that cannot be renewed as many as possible. Ultimately, there must be a policy that both preserves historic environment including cultural heritage and maintains sustainable development.

A Study on Culture-Led Urban Regeneration based on historical context and cultural infrastructure (문화기반형 도시재생전략에 관한 연구)

  • The idea that city culture can be employed as a driver for urban development has become part of the new orthodoxy by which cities seek to enhance their competitive position. Such development reflect not only the rise to prominence of the cultural sphere in the city development, but also how the meaning of culture has been refined to include new uses in order to meet the main objectives of sustainable development. This study focuses on the procedure how the cultural infrastructure and historical context can be applied for urban regeneration strategy. Two successful cases (Bilbao, Spain and Yokohama, Japan) were selected for analysis of strategies as a whole, background, main characteristics of culture-led urban regeneration strategies and their effect for urban regeneration have been analyzed in detail. In conclusion, lessons for the future development were suggested in terms of resources, planning and linking strategies.
