Necessity of Climbing Lane on SMART Highway and its Design Guidelines (SMART Highway 오르막차로 설치 필요성 및 기준 연구)

  • This study aims to review whether climbing lane installment is needed by analyzing the impact that standard trucks have on traffic according to vertical alignment at SMART highway, and if climbing lanes are required to propose truck speed change curves based on slope length. We used VISSIM simulation model to obtain the speed change of the standard truck on uphill roads. The standard truck on climbing lanes was set for 100kg/kW (170lb/hp) with the entry speeds set and analyzed by 90, 100, and 110 km/h considering the future speed limit of trucks. The results of the research show that under SMART highway circumstance, the 1 and 2% vertical alignment is not needed at the climbing lane but 3% vertical alignment is necessary. In order to install the climbing lane at 3% vertical alignment, the speed change curve of truck depending on slope length of 90, 100, and 110km/h of entry speed is proposed.

Developing a Method for Estimating Urban Environmental Impact Using an Integrated Land Use-Transport Model (토지이용-교통 통합 모형을 활용한 도시 환경 영향 예측 방법론 개발)

  • This paper describes a method that can be used for estimating future carbon emissions and environmental effects. To forecast future land use and transportation changes under various low carbon policies, a DELTA and OmniTRANS combination (a land use-transport integrated model) was applied. Appropriate emission estimation methods and dispersion models were selected and applied in the method. It was designed that the estimated emissions from land use and transportation activity as well as the estimated concentrations of air pollutants and comprehensive air quality index (CAI) are presented on a GIS-based map. The prototype was developed for the city of Suwon and the outcome examples were presented in this paper; it demonstrates what kinds of analysis results are presented in this method. It is expected that the developed method will be very useful for decision makers who want to know the effect of environmental policies in cities.

A Study on Emergency Communication Policy and System between Vehicles using Infrared Rays (적외선을 이용한 차량간 긴급통신 정책 및 시스템의 연구)

  • As the number of elderly drivers increases, traffic accidents from the elderly also increase. In particular, the emergency situation of the elderly driver is not transmitted to the following vehicle during cloudy days and night highway accidents, so it is extended to the second and third accidents, leaving serious aftereffects. Therefore, there is an urgent need to establish an economic and effective inter-vehicle emergency communication system between the accident vehicle of the elderly and the following vehicles. In this paper, we have proposed a policy and method that can take advantage of the special emergency light pattern of an elderly driver in an emergency and transmit it to the following vehicles, thereby providing secondary accident prevention and emergency relief. Furthermore, by introducing an infrared emergency communication system between vehicles using red brake lights and implementing it as a prototype of RC-Car, we have checked the feasibility of the system.

Bike Transportation Activation Policy through Carbon Emission Trading (탄소배출권 거래를 고려한 자전거 활성화 정책)

  • OBJECTIVES : Currently, the market for carbon emissions trading has been increasing. In Korea, it is known that traffic mode rate in bike transportation is low. However, if bike transportation system is encouraged and the traffic mode rate is increased, it would be possible to reduce carbon emissions through the trading market. In this study, a practical policy to activate the bike transportation system in Korea will be proposed and verified. METHODS : Past studies regarding bike transportation system in international and domestic metropolitan cities were analyzed. Moreover, detailed reviews on recent carbon emissions trading market were performed. In particular, SWOT analysis on the bike transportation system in Korea and policy topology analysis were conducted. RESULTS : Based on the literature reviews and SWOT analysis, a new bike transportation policy was proposed. Several actual plans to adopt in Korea were proposed. In addition, a new bike transportation policy was analyzed using policy typology model, and a business model related to the cost of implementing the system and CERs were also proposed. CONCLUSIONS : It is concluded that the proposed bike transportation activation policy and several practical plans to connect CERs and a business model including bus, subway, T-money and bike riders to give some incentive were effective and reasonable. It is desired that this study will help Korea to get CERs through bike transportation activation in the future.

Application of an Emission Estimation Methodology to Reflect Microscale Road Driving Conditions (미시적 도로주행 조건을 반영한 배출량 산정 방법의 적용 사례 연구)

  • PURPOSES : This study proposes a methodology to collect data necessary for microlevel emission estimation, such as second-by-second speeds and road grades, and to accordingly estimate emissions. METHODS : To ease data collection for microlevel emission estimation, a vehicle equipped with speed- and location-recording instruments as well as equipment for measuring road geometry was used. As a case study, this vehicle and the proposed methodology were used on a 10-km-long highway in Yongin City, Korea. Emissions from the vehicle during driving were estimated in various microscale driving conditions. RESULTS : Differences in the estimated emission under different microscale driving conditions cannot be ignored. Compared with the estimations obtained when second-by-second data were not considered, CO and NOx emissions were more than threefold higher when considering second-by-second speed; similarly, CO and NOx emission estimations were higher by approximately 10% and 3%, respectively, when considering second-by-second road grade. CONCLUSIONS : The proposed method can estimate vehicle emissions under real-world driving conditions in such applications as road design and traffic policy assessments.

  • National highway is one of the social infrastructures that continue to be managed in order to serve their full functions. The national highway has been managed by the Pavement Management System (PMS) until now. The PMS manages the highway as a way of facility maintenance and maximizes the service life of the highway with minimum cost. The cost is evaluated mainly with a facility manager's perspective based on engineering judgment. People's needs of quality of life have been increased as their income level is rising and naturally the opinion of citizen as a taxpayer plays an important role in determining national policy. Therefore, the contentment of a user's perspective was the starting point of addressing these needs. The Level of Service began to be used as a measure for the evaluation of the user's perspective. In this thesis we would like to design an application and a data architecture for a pavement asset management system and to show how it meets the requirements of KTAM-40 Systems.

Change of Knowledge Intensive Service Sectors' Employment in Two Highway Corridors on the U.S. East Coast (미국 동부 연안 I-95, I-85회랑지대의 지식 기반 서비스업 고용 변화에 대한 연구)

  • Aiming to reveal the employment evolution around interstate highway corridors, an extended shift-share analysis is conducted for metropolitan areas in two interstate highway corridors on the U.S. east coast: I-95 and I-85. Our focus is on knowledge service sectors, specifically finance, insurance, business services and health services for two time periods, 1977-1990 and 1990-2005. In the first period, the two corridors' metropolitan areas have outperformed their regions in terms of both output and labor productivity. But this picture turned negative in later period with some variation by industries. Also variation in performance over time was found even in metropolitan areas in the same corridor or in geographically adjacent areas.

Policy of Soil Environment and Restoration Technology-Status and Recent Changes (토양환경 정책 및 복원 기술-현황과 최근변화)

  • Recently problems of soil and groundwater contamination occur in major construction sites of highway, dam and railways. Contaminants of oil fuels are also detected in the former fuel storage facilities of railroad station and army troops of transportation, etc. These facilities are planned as the sites of commercial infrastructures after restoration from pollutants by the law of soil environment conservation of Korea. In this manuscript, the contents of soil environment conservation law including soil assessment and restoration technology are introduced. Recent changes of soil environment area are also analyzed.
