A Study on the Trade Structure between Korea and RCEP Participating Countries (한국과 RCEP 참여국가와의 무역구조에 관한 연구)

  • Purpose - The Regional Comprehensive Economic Partnership (RCEP) among 16 countries including South Korea, the largest free trade agreement in the Asia-Pacific region, will be concluded next year. The participating countries decided to pursue a comprehensive and high -quality agreement, while ensuring flexibility considering development level of each country. In this study, trade structures between nations from 2005 through 2016 were examined to see the impact that this agreement will have on Korea and to come up with effective countermeasures. Research design, data, and methodology - The method of analysis includes the analysis of the trade matrix, which is useful for identifying the dependency of the individual countries on the market in the region and the reciprocal dependency of the member countries on the market, and the index of intensity of trade, which is useful for figuring out the share of trade between the parties in total trade. Results - The results showed that first, the international trade coefficients of Vietnam and Philippines are higher than those of China and Japan. Secondly, the international inducement coefficients between China and Japan were high, and that between Indonesia and Burma were low, indicating that Korea's exports did not have much effect on export increase of these countries. Third, as a result of analyzing Korea's trade intensity, it was found that export intensity and import intensity were greater than 1 in Vietnam and Philippines, which shows that there is a high degree of relational bond with these countries. India and Laos countries still have a low level of relational bond, which indicates that there is room for improvement in economic relations when the agreement is concluded. After the signing of the agreement in the future, more diverse industrial structures should be continuously studied. Conclusions - The analysis of trade matrix, trade structure, trade inducement coefficient and trade intensity between Korea and RCEP participating countries shows that the majority of the countries have the high level of economic relationship with Korea. Korea should drive a harder bargain when negotiating the terms of the RCEP, in comparison with the level of the existing FTA agreement excluding Japan.

Forecasting the Mega Trends of Korean Women's Life Style Under the Ubiquitous Technology Environment

  • Development of technology in the $20^{th}$ century has made great contributions to women's lives. With the development of digital convergence, home network, and DMBs (Distance Method Bracings), the ubiquitous technology information era is expected to create a new progressive era for women. The purpose of this study is to investigate the lifestyle that Korean women would like to pursue, especially in regards to the sense of value within the personal and social life of each individual. As a method to suggest how the socio-cultural trends of women's lifestyle will change in the ubiquitous era, qualitative interviews have been conducted over 6 groups with 77 persons between the digital ages of 20s and 30s, living in Seoul. The majority had positive opinions regarding the economic, cultural, emotional, and physical prospects of the ubiquitous information environment. Results show high expectations evolved around freedom from household chores, the equality between the sexes (at home and in society), enhancing the working environment at home, an expansion of human relationships leading to creative knowledge, being able to maintain a single life without economic constraints, and the enjoyment that the internet provides. for suggestions to improve the quality of women's lifestyle through ubiquitous technology, issues such as individual based customization, time management, creating emotional hyperspaces, multi-media communication systems, and women as leaders were studied.

Position Value for Relative Comparison of Healthcare Status of Korea in 2020 (2020년 한국 보건의료의 상대적 위치와 추이: 경제협력개발기구 국가와 비교)

  • This study examined the trend of healthcare status and compared the status of South Korea and other member of the Organization for Economic Cooperation and Development (OECD) using the OECD health statistics 2022. We used the OECD health statistics from 2022 and a position value for relative comparison (PARC) index to compare the five elements of the healthcare system. The study also used a Mann-Kendall test to analyze the trend of the PARC values from 2000 to the present year. The findings of the study indicate that many South Korea's PARC values were higher than the OECD median. But practicing physician in supply part and medical cost were lower than OECD median but the trend significantly increased. Medical accessibility part and quality of care part except primary care, and mental health had a high relative position but the trend did not increased significantly. After outbreak of coronavirus disease 2019, there were changes in medical accessibility. Health screening and vaccinations showed an overall decline in 2020 compared to 2019. These results suggest that policymakers need to take necessary steps for a sustainable healthcare system in the country.

  • Life Cycle Assessment (LCA) aims to analyze possible impact upon manufacturing process and availability of products, and also study the environmental considerations and potential influence during entire life cycle ranging from procurement, production and utilization to treatment (namely, from cradle to tomb). Based on high-density polyethylene (HDPE) pipe manufacturing of company A, this case study would involve evaluation of environmental influence during the production process. When the manufacturing process has been improved during "production process" and "forming cooling" stage, it is found that capital input on "electric power" and "water supply" could be reduced, thus helping to sharpen the competitive power of company A, and also ensure sustainable economic and industrial development in accordance with national policies on environmental protection.

  • Electric power is an important element in any modern economy. The availability of a reliable power supply at a reasonable cost is important for the economic growth and development of a country. Electric power utilities throughout the world therefore strive to meet customer demands economically with high quality and reliability. As the power industry moves towards open competition, therefore, there has been a call for a methodology by which to evaluate power system reliability through the use of customer interruption characteristics. This paper presents the results of an investigation and analysis of interruption characteristics of an industrial customer in Korea. This study used a direct visit survey to determine the investigation and analysis of electric service quality and the characteristics of industrial customers in Korea. A customer survey conducted throughout Korea via personal interviews of 660 sample customers is presented here. Variation according to characteristics of interruption such as duration, time of day, frequency and day of interruption was also investigated

Port competitiveness accelerated by private port management company (민간운영업체의 참여를 통한 항만경쟁력 제고)

  • The meaning of seaport has always been translated into something concerned with nation-wide goals and viewpoints, which used to be in developing country. The time developing countries have tried to be in pursuit of their economic development, one of important sectors is SOC investment that is needed into huge capital input which they couldn't easily afford to it. Another one which we have to mention in terms of seaport at contemporary maritime matters is privatization of port, that is strongly connected with efficiency to achieve port productivity. All these factors can produce high quality of service, and port co-operation and diversification of their business areas, etc. Therefore we then have to think of private port management companies such as P&O Ports, Hutchison Whampoa in HK, etc. in order to provide better port service to the customers, and they can also get involved into capital port investment as well. This kind of concept already comes from Denholm Ship management companies in shipping. So, it is necessary for us to look into port management company in our side, which means, we have to be involved into such a business to invest and manage foreign ports as well as our ports. Then, port competitiveness will follow in our ports.

A Long Term Effect Prediction of Radioactive Waste Repository Facility in Gyeongju (경주시에 대한 중저준위 방사성폐기물처분장 건설 프로그램의 장기적 효과)

  • City of Gyeongju's referendum finally offered the long-waited low-level radioactive waste disposal site in November 2005. Gyeongju's positive decision was due to the various economic rewards and incentives the national government promised to the city. 300 billion won for an accepting bonus, the location of the headquarter building of the Korean Hydro and Nuclear Power Co., and the accelerator research center and 3.25 trillion won for supporting regional development program implementation. All of the above will affect the city's infrastructure and the citizens' economic and social lives. Population, land use, economic structure, SOC and quality of life will be affected. Some will be very positive, and some will be negative. This research project will see the future of the city and forecast the demographic, economic, physical and environmental changes of the city via computer simulation's system dynamics technique. This kind of simulation will help City of Gyeongju's what to prepare for the future. The population forecasting of the year 2046 will be 662,424 with the waste disposal site, and 327,274 without the waste disposal site in Gyeongju. The waste disposal site and regional supporting program will increase 184,246 Jobs more with 1,605 agriculture and fishery, 5,369 manufacturing shops and 27,577 shops. The population increase will bring 96,726 more houses constructed in the city. Land use will also be affected. More land will be developed. And road, water plant and waste water plant will be expanded as much. The city's financial structure will be expanded, due to the increased revenues from the waste disposal site, and property tax revenues from the middle-class employees of the company, and the high-powered scientists and technologists from the accelerator research center. All in all, the future of the city will be brighter after operating the nuclear waste disposal site inside the city.

Evaluating Strategies for Regionally Balanced Development of the Roh Moo-hyun Government (참여정부의 지역균형발전 전략과 과제)

  • The Roh Moo-hyun Government of Korea with highest fierily establishes policy framework and measures to accomplish the goal of regionally balanced development. With the vision "constructing a county in which every region provides high quality of life with its own specificity" and basic strategy "self-sustained localization", the policy framework is geared to economic aspects of development rather than cultual or social aspects. Subsequently, policy measures are also focused on such economic tools as regional innovation system, strategic industry, or industrial cluster. This paper suggests that future policy of balance development should set clear definition of balanced development, be based on a though evaluation of the Bast policy measures, and draw several fresh ideas which match characteristics of each region. These policy directions should be given higher power of practice with efficient organizational support.

The Evolution of the Science Education Policy for the Gifted, 1968-2012: The Interaction of the Policy of Human Resource in Science and Technology and Education Policy for the Gifted (과학영재교육정책의 진화, 1968-2012: 과학기술인력정책과 영재교육정책의 상호작용)

  • This study analyzes the interaction of the policy of human resource in science and technology and the policy of education for the gifted. In Korea, the goals of gifted education seem to have gravitated more toward serving the national perspective of creating a pool of high-quality scientists for economic development, rather than toward helping individuals achieve their educational aspirations and promote their talents. The science education policy for the gifted can be categorized into two: one primarily by the Ministry of Science (MOST) and another by the Ministry of Education (MOE). So far, the policy of science education for the gifted has been written by MOE. Such an imbalance has been created because the two ministries differed in their values and priorities. MOST has designed the science education policy in order to foster the gifted as high-quality human resources in science and technology that can help contribute to economic development. On the other hand, MOE has designed the policy for the gifted with educational equity in mind. Although the policy by MOST had have more influence in implementing overall policies of educating the gifted, the two ministries have interacted and formulated the educational system of gifted in Korea. This study sheds light on the process that MOST has legitimized their science education policy for the gifted by designing it in line with the national and social goals, and has formulated a basis on which the gifted can contribute to R&D for economic development.

Statistical System of the CIS Countries

  • We introduce the statistical system of the Commonwelth Independence State(CIS) countries located in the Central Asia. At present, the level of the national statistics production system of Korean National Statistical Office(NSO) is very high and locate on just behind Japan among all asian countries, and they are also trying to reach the statistics quality level upto the advanced developed countries in the world. To have the optimal Statistics production processing, we must understand the methodologies parts as well as the aspect of the macro statistics that can be applied to the country#s economic plan. Like the history is repeated, it is valuable to look at the development history of statistical system of other countries one century ago. We study the relationship among CIS countries along with the history of Russian statistics development. It will be helpful to look and understand the statistical system of CIS countries including Russia to use their statistics for international comparison study.
