Objectives: The impact of climate change on the health has been of increasing concern due to a recent temperature increase and weather abnormality, and the research results of the impact varied depending on regions. We synthesized risk estimates of the overall health effects of low and high temperature taking account of the heterogeneity. Methods: A comprehensive literature search was conducted using PUBMED to identify journal articles of low and/or high temperature effects on mortality. The search was limited to the English language and epidemiological studies using time-series analysis and/or case-crossover design. Random-effect models in meta analysis were used to estimate the percent increase in mortality with $1^{\circ}C$ temperature decrease or increase with 95% confidence intervals (CI) in cold or hot days. Results: Twenty three studies were presented in two tables: 1) low temperature effects; 2) high temperature effects on mortality. The combined effects of low and high temperatures on total mortality were 2% (95% CI, 1-4%) per $1^{\circ}C$ decrease and 4% (95% CI, 2-5%) per $1^{\circ}C$ increase of temperature, respectively. Conclusions: This meta analysis found that both low and high temperatures affected mortality, and the magnitude of high temperature appeared to be stronger than that of low temperature.
In shooting training, an impact point identification system that uses the impact wave of the bullet to check the impact point in the target plate has been recently used. Acoustic sensors used in these systems must be able to detect shock waves of high sound pressure levels and be both waterproof and dustproof for rainy weather and dusty environments, respectively. In this study, membranes with excellent waterproof, dustproof, and sound transmitting characteristics were selected through a characteristics test; a protection cap was installed to install the selected materials. After coupling the produced protection cap to the acoustic sensor housing, the sensitivity and phase characteristics of the acoustic sensor were checked. Through the waterproof and dustproof test, the performances of its sensitivity and phase characteristics were confirmed. Finally, the normal shockwave of a 5.56 mm diameter bullet was measured using a shockwave detection signal collecting plate equipped with a prototype of the acoustic sensor at a 100 m firing range.
이 연구에서는 2007년에서 2014년까지의 여름철에 대해 속초기상대 라디오존데 관측을 통해 산출된 가강수량과 속초 GNSS 관측소의 가강수량을 비교하였다. 라디오존데 센서 유형별 수증기량 관측 자료가 주야간 및 강수 발생 유무에 따라 어떠한 특성을 가지는지 분석하였다. 두 관측기기의 주간, 야간별 관측 시점에 따른 가강수량 산포도에서는 선행 연구에서 알려진 바와 같이 주간의 라디오존데 관측에서는 건조 편향이 발견되었다. 특히 RSG-20A 센서는 주간, 야간에서 다른 센서에 비해 건조 편향이 크게 나타났다. 또한 전반적으로 GNSS 가강수량이 증가함에 따라 라디오존데 가강수량이 GNSS 가강수량에 대해 과대 추정에서 과소 추정으로 변화하는 경향이 발견되었다. 라디오존데 가강수량의 편향 및 오차에 대한 정량적 분석에서는 2007, 2008년을 제외하고는 센서 종류에 상관없이 여름의 주간에 비해 야간에서 더 작은 평균 편향을 가짐을 확인할 수 있다. 여름철 강수의 유무에 따른 비교에서는 RS92-SGP 센서가 가장 뛰어난 품질의 결과를 보였다.
본 연구에서는 기상청이 발표하는 기상긴급정보의 판단기준을 정립하기 위해 호우, 강풍의 기상관측 극값을 산출하고 현재 기상특보의 기준과 비교하였다. 최근 11년간의 기상극값의 분포에서 호우 주의보와 강풍 주의보는 관측된 219개 지점의 상위 0.5%에 해당하는 극값과 유의했다. 향후 본 논문에서 제시간 극값만으로 기상기급상황을 판단하는 현재의 특보 운영체계에서 지역적인 위험성의 노출과 취약성을 고려한 위험 판단의 기준을 제시하는 연구를 지속할 계획이다. 또, 본 연구에서 제시하고자 하는 기상긴급판단의 기준은 심각한 피해가 예상되는 악기상 현상이나, 시급한 판단이 필요한 기상현상을 판단하여 대국민에게 위험기상의 심각성과 시급한 경보를 전파하는데 활용하여 국민을 위험기상에 대한 대응 역량을 높이고자 한다.
Numerical experiments were carried out to investigate the effect of data assimilation of observational data on weather and PM (particulate matter) prediction. Observational data applied to numerical experiment are aircraft observation, satellite observation, upper level observation, and AWS (automatic weather system) data. In the case of grid nudging, the prediction performance of the meteorological field is largely improved compared with the case without data assimilations because the overall pressure distribution can be changed. So grid nudging effect can be significant when synoptic weather pattern strongly affects Korean Peninsula. Predictability of meteorological factors can be expected to improve through a number of observational data assimilation, but data assimilation by single data often occurred to be less predictive than without data assimilation. Variation of air pressure due to observation nudging with high prediction efficiency can improve prediction accuracy of whole model domain. However, in areas with complex terrain such as the eastern part of the Korean peninsula, the improvement due to grid nudging were only limited. In such cases, it would be more effective to aggregate assimilated data.
In order to secure the safety of increasing offshore activities such as offshore wind farm maintenance and fishing, IMPACT, a mid-term marine weather forecasting system, was established by predicting marine weather up to 7 days in advance. Forecast data from the Korea Hydrographic and Oceanographic Agency (KHOA), which provides the most reliable marine meteorological service in Korea, was used, but wind speed and wave height forecast errors increased as the leading forecast period increased, so improvement of the accuracy of the model results was needed. The Model Output Statistics (MOS) method, a post-correction method using statistical machine learning, was applied to improve the prediction accuracy of wave height, which is an important factor in forecasting the risk of marine activities. Compared with the observed data, the wave height prediction results by the model before correction for 6 to 7 days ahead showed an RMSE of 0.692 m and R of 0.591, and there was a tendency to underestimate high waves. After correction with the MOS technique, RMSE was 0.554 m and R was 0.732, confirming that accuracy was significantly improved.
Climate of Mongolia is a driven force on natural conditions as well as socio-economic development of the country. Due to the precariousness of climate conditions and traditional economic structure, natural disasters, specially disasters of meteorological and hydrological origin, have substantial effect upon the natural resources and socio-economic sectors of Mongolia. Mongolia's climate is characterized by high variability of weather parameters, and high frequency and magnitude of extreme climate and weather events. During the last few decades, climate of the country is changing significantly under the global warning. The annual mean air temperature for the whole territory of the country has increased by $1.56^{\circ}C$ during the last 60 years,. The winter temperature has increased by $1.56^{\circ}C$. These changes in temperature are spatially variable: winter warming is more pronounced in the high mountains and wide valleys between the mountains, and less so in the steppe and Gobi regions. There is a slight trend of increased precipitation during the last 60 years. The average precipitation rate is increased during 1940-1998 by 6%. This trend is not seasonally consistent: while summer precipitation increased by 11 %, spring precipitation decreased by 17. The climate change studies in Mongolia show that climate change will have a significant impact on natural resources such as water resources, natural rangeland, land use, snow cover, permafrost as well as major economic activities of arable farming, livestock, and society (i.e. human health, living standards, etc.) of Mongolia. Therefore, in new century, sustainable development of the country is defined by mitigating and adaptation policies of climate change. The objective of the presentation is to contribute one's idea in the how to reflect the changes in climate system and weather extreme events in the country's sustainable development concept.
강설, 안개발생 등 기상상태의 변화는 운전자의 주행환경에 영향을 미치는 기상요인으로 기상악화 시 차량의 차두간격과 속도에 영향을 미치게 되어 도로용량을 감소시키고, 교통사고 발생으로 인한 차로감소 등의 상황을 유발하여 맑은 날보다 더 큰 혼잡을 발생시키는 것으로 분석되었다. 운전자의 시정을 감소시키는 기상악화는 통행속도가 높은 고속도로가 일반도로 보다 기상상태에 따른 통행속도 변화 민감도와 교통사고 심각도가 높게 나타나는 특성이 있다고 분석됨에 따라 고속도로의 교통류 특성변화에는 시정거리가 중요하게 작용하는 것으로 판단되었다. 따라서 본 연구에서는 통행속도가 높은 고속도로 기본구간의 교통류 특성에 영향을 미치는 주요 요인으로 교통량과 속도를 선정하였으며, 일정수준 이상의 교통량 확보가 가능한 수도권내 고속도로를 분석대상으로 선정하고 기상자료와 교통자료를 수집하여 시정거리 변화에 따른 고속도로 교통류 특성변화에 관한 연구를 수행하였다. 본 연구의 수행을 위하여 기존 문헌 고찰을 통해 자료수집 및 분석방법을 수립하고 고속도로의 시정거리 수준을 선정하며, 통계적 차이 검증을 수행하고 시정거리에 따른 고속도로의 교통류 특성 변화를 분석하여 용량 및 서비스 수준 분석 시 적용할 수 있는 방안을 강구하고자 한다.
To determine nocturnal inversion characteristics at the leeward side of high-rise building, air temperature data were observed at 10 minute interval from February 22, 2010 to April 15, 2010. The observed data were compared, analyzed and examined to illustrate air temperature differences between the roof (XAR) and surface (XAG) of X apartment. The wind speed, wind direction and precipitation data were also observed at XAR and YJL (Yangjae Stream) sites at the same time. After the analysis, the maximum nocturnal inversion was observed by $4.0^{\circ}C$ at 3:40, 3:50, 4:10 on February 24th 2010, at that time the weather condition was clear and weak wind. Air temperature inversions at the leeward side of high-rise building were observed on whole day in wintertime and air temperature inversion intensity was also higher than other nearby area (SMG).
Many small scale Sewage Treatment Plants (STPs) are currently being constructed at many rural areas. The STPs in rural area suffer from low concentration and large inflow quantity fluctuation during wet weather mainly due to illicit combined sewer system. Sequencing Batch Reactor (SBR) is a process effectively coping with these obstacles. The main objective of this study was to evaluate SBR with high hydraulic loading and low inflow concentration. The operating conditions tested were: organic loading rate = $0.17-0.42KgBOD/m^3/d$, hydraulic loadings = $12.1-61.5m^3/m^2/d$, average MLSS concentration = 2500 mg/L, F/M ratio = 0.026-0.17 KgBOD/Kg MLSS, HRT = 9-12 hr HRT, and SRT = 5.6-33.6 days. Organic loading rate on SBR did not impact significantly on BOD and SS removal efficiencies. To increase treatment efficiencies, low hydraulic loading rate with low concentration was required. The results suggested that low influent concentration with high inflow rates during wet weather requires extended time for settling.
