Accident of Special Mission Helicopter and Safety Management (특수임무 헬리콥터의 사고분석과 안전관리)

  • Compared with past, helicopters have remarkably high level of safety and accidents due to mechanical defects are decreased about 15%. Most of their duties, however, are to commit at duty area which is hard to access. Because of them, collision probability is high and also has relatively higher accident rates than other aircraft with special mission. A result of analysis is that accident rate is relative high with prevention of disasters, putting out a fire and crop-dusting missions under 500ft. In addition, most of accidents are related with human factors. According to this, it is required to pilots who carry these mission that safety education and detailed analysis about their mission.

Night fire fighting helicopters operations and Aviation Safety (야간산불진화 헬기 운영과 항공안전)

  • Not only in Korea, but also in other countries, most helicopter accidents occur at low altitude. Analysis on accidents data collected both in Korea and other countries has brought two conclusions. Firstly, helicopter operations during the night hours carries a high risk. Secondly, the most common cause of night hour operations is loss of control due to the flight illusion. As an operation relying on a night vision in particular has a very high accident hazard, accompanying instruments such as NVG are ought to be provided. Hence, a thorough preparation and inspection on missions for night forest fire extinguishing should be required and perfect guidelines/road maps and enough training programs for the operation should be provided before the engagement in missions.

A Research to Reinforce Training Helicopter Pilots on Flight with External Sling Loads : focusing on Cases from EASA and FAA (회전익 항공기의 외부 인양물에 대한 조종사 훈련 활성화 방안 연구 : EASA 및 FAA 사례를 중심으로)

  • A main purpose of this research was to analyze environmental factors to influence helicopter accidents contrary to the fact that the almost 80% of helicopter accidents happened due to pilots' human errors. There have been about 14 helicopter accidents in civil aviation sector last decade. It is noteworthy that nine of 14 accidents happened during the external sling load operation. Moreover, there is no law or regulation which could cover the helicopter external sling load operation or human external cargo in Korea. In this paper, it was analyzed the training and education regulations regarding helicopter external sling load operation or human external cargo in regulations of FAA and EASA, Based on analyzing and comparing the FAR part 133 and domestic aviation law (aviation safety act and flight safety regulations), it was found out the implication how to apply helicopter type rating for external sling load operation and human external cargo operation. To sum up, this paper expect central government should cooperate and amend aviation law which apply external sling load operation and external cargo to establish sound safety culture in Korea.

A Study on the Development of Helicopter Accident Prevention Program by Spatial Disorientation (비행착각에 의한 헬리콥터 사고 예방 프로그램 개발에 관한 연구)

  • According to the results of a survey of pilots, 92% or 230 out of 252 respondents said they had experienced flight errors during flight. As so many pilots are experiencing Spatial Disorientation, and this is one of the main causes of aircraft accidents and loss of life, so it is important to understand accurately. However, in Korea, training equipment for fixed-wing pilots has already been developed and trained, or recently developed, and some equipment for helicopter pilots is available in the Korea Air Force, but there is no environment for helicopter pilots to receive training in Spatial Disorientation prevention. Therefore, we intend to produce a helicopter-only simulator, present a program to prevent possible Spatial Disorientation during flights for helicopter pilots, and propose legal and institutional measures based on future training data.

  • Securing excellent pilots is not only directly linked to the military's improved combat capabilities, but also a way to minimize human and property losses from aircraft accidents. Therefore, a scientific method is needed to diagnose pilot aptitude from the pilot selection process and select those with high accident potential, those who are dropped out of the flight training process, and those who are not suitable for pilot life in advance. Developed countries have implemented pilot aptitude tests to solve these problems early on, but so far, the Korean Army has not introduced a pilot aptitude test system that uses diagnostic tools in the helicopter pilot selection process. Therefore, in this study, scientific diagnostic tools are developed for selecting helicopter pilots, and through this, it is predicted that the number of people who are likely to be dropped out of the training course and who have the potential for accidents will be selected in advance and eliminated in the selection process. In this context, prior research examined the key factors involved in the pilot aptitude test. Through this, the aptitude test items were developed and aptitude tests were conducted on student pilots currently in flight training, and the results of flight training were analyzed.

Study of Emergency Medical Transport by Helicopter in Ulleung Island during 4 Years (최근 4년간 울릉군 지역의 헬리콥터를 이용한 응급 환자 이송의 고찰)

  • Purpose: In Ulleung island, emergency medical transport by helicopter is very important. So, we analysized our experience with emergency medical transport by helicopter for 4 years and we were compared our data with other data for 1997-2001. Therefore we need to research public health development direction. Method: We analysized patient's medical record for 4 years. Result: During 4 years, 104 transports were done and 130 patients were trasported to tertiary hospital center, there was more increased than that from 1997 to 2001. Helicopters from Pohang coast guard, Donghae coast guard, Navy, and 119 rescue etc. were used, but 119 rescue transport was decreased more and more. The 60's patients was most, 22.3% and teenager's and 80's patients was lowest. The male was 65% but the female was increased more and more annually. In addition, the older patients was the more portion of female patient. The transport was concentrated in daytime. The traumatic patient was much in winter period. The cerebrovascular accident was 1st cause of patient and fracture was many also. Conclusioon: Except Fire service's helicopter, the other helicopter was not apt to emergency medical tansport. But Fire service's helicopter was not used commonly because Fire service's helicopter was in Daegu, so distant and time consumed. As a result, emergency medical transport helicopter is needed in east coast like Fire service's helicopter. In addition, trauma prevention education and public health education for hypertension and diabetes will be essential and public health system in Ulleung island will be prepared for aging society.

A Study on the Behavior of Skid Gear During the Helicopter Autorotation (헬리콥터 오토로테이션시 착륙장치 거동에 관한 연구)

  • ROK military helicopters are frequently exposed to the hazard situations due to the characteristic of operation. Especially, helicopter accident may lead to critical damage of human and structure. Accordingly, pilots have to train the autorotation procedures and learn the skill to prevent hard landing. In this paper, the behavior of skid gear subject to the helicopter autorotation was conducted by using numerical method. The computer simulation approach by using finite element method was employed to accomplish this goal. Additionally, the behavior of skid gear was evaluated for the different landing conditions. In conclusion, the maximum stress concentration was occurred at the attached area of skid cross-tube to the fuselage. Also, it was revealed that the most proper attitude was level landing to prevent hard landing.

  • Outline map is used for the description and reconstruction of the traffic accident. One way to produce the outline map is by adopting detailed measurements from the accident site such as final position of the vehicle and pedestrian, width of the road, and locations of the oil and tire marks. This method consumes large amount of time not to mention that of the production of detailed version as fine as the picture of the site. Aerial recording equipment so called HeliCam can produce an outline map that can substitute that of manual method with even faster production time and higher resolution. However, the produced picture have errors which are resulted by distortion due to the characteristics of camera and direction of the photographing. This paper provides correction of the distortion of oultline map produced by HeliCam using Adobe Photoshop and PC-Rect. The result showed resonable error range less than 6 cm(0.1%) for $60m{\times}30m$ area taken by HeliCam. The presented method develops outline map with small error, which is useful to traffic accident analysis, and traffic accident cases analyzed in this study were also.

Parametric Study for Helideck Design using Finite Element Analysis (헬리데크 설계를 위한 유한요소해석 기반 매개변수연구)

  • A helideck is a very valuable offshore structure for the take-off and landing of a helicopter. In order to design a helideck, the design parameters and various loads defined by the regulations related to the design of a helideck should be applied. In this study, a risk analysis was performed based on the helicopter accidents for seven years, and the frequency and possible reasons for accidents involving helidecks were investigated. In addition, a finite element analysis of a steel helideck mounted on the upper deck of a ship (shuttle tanker) was performed with the load that should be considered when designing a helideck. Based on the results, a parametric study of helideck was carried out by applying a variety of design parameters, and an improved helideck design was presented. This improved helideck reduced the steel used by up to 24% compared to the initial helideck design, and the results of a finite element analysis were analyzed and compared with those of the initial analysis.
