Institutional inertia anti-disaster standard was presented mainly on the upper surface, it is necessary to improve to the soil type standard and uplift the resistance standard greenhouse that are vulnerable to strong winds. In this study, we carried out a field test using the load control method in order to evaluate the uplift resistance of continuous foundation of greenhouse with different depths of the rafters. Institutional inertia anti-disaster standard of greenhouse foundation did not protect the greenhouse structure from the damages caused by strong winds and heavy snow. Therefore, field tests for behavior characteristics of continuous greenhouse foundation were carried out to ensure stable facility cultivation. The field test condition was evaluated using different embedded depth as follows: 30cm, 40cm, 50cm and spacing 50cm, 60cm, 70 cm. As a result of the uplift resistance field tests using the load control method, the minimum uplift resistance was found to be over 90kg and uplift resistance displacement was 9.4mm. Uplift resistance of the continuous greenhouse foundation was in the range of 90-180 kg according to embedded depth and spacing. Using the test condition, there was no constant trend in the uplift resistance.
The Yeongdong region is frequently vulnerable to heavy snowfall in winter in terms of societal and economical damages. By virtue of a lot of previous efforts, snowfall forecast has been significantly improved, but the performance of light snowfall forecast is still poor since it is very conducive to synoptic and mesoscale interactions, largely attributable to Taeback mountains and East Sea effects. An intensive observation has been made in cooperation with Gangwon Regional Meteorological Office and National Institute of Meteorological Studies in winter seasons since 2019. Two distinctive Cold Air Damming (CAD) events (14 February 2019 and 6 February 2020) were observed for two years when the snowfall forecast was wrong specifically in its location and timing. For two CAD events, lower-level temperature below 2 km ranged to lowest limit in comparisons to those of the previous 6-years (2014~2019) rawinsonde soundings, along with the stronger inversion strength (> 2.0℃) and thicker inversion depth (> 700 m). Further, the northwesterly was predominant within the CAD layer, whereas the weak easterly wind was exhibited above the CAD layer. For the CAD events, strong cold air accumulation along the east side of Taeback Mountains appeared to prevent snow cloud and convergence zone from penetrating into the Yeongdong region. We need to investigate the influence of CAD on snowfall in the Yeongdong region using continuous intensive observation and modeling studies altogether. In addition, the effect of synoptic and mesoscale interactions on snowfall, such as nighttime drainage wind and land breeze, should be also examined.
전세계적으로 기후 변화의 영향에 따른 차량 추돌 사고에 대한 위험성이 중요한 이슈로 등장하고 있다. 고속주행차량의 속도제한을 위해 다양한 형태의 속도제한 표시장치가 고려되고 있으나 현재는 대부분 고정식 속도제한 표시기를 사용하고 있다. 4계절이 뚜렷한 우리나라의 경우에는 비가 많이 오는 우기나 눈이 많이 오는 계절이나 안개가 많이 발생되는 경우에는 차량 추돌 사고를 방지하기 위한 차량 속도 감속 제한이 필요하지만 기존에 설치되어 있는 고정식 표지판으로는 사고를 미연에 방지하는 것이 어려운 실정이다. 본 연구에서는 레인 센서와 차량 와이퍼 시스템 등을 결합 시킨 기후 변화에 따른 차량 속도 제한이 가변적으로 표시되는 LED 전광판의 프로토타입 모델을 제작하였다. 내리는 비나 눈의 양에 따라 기준속도의 100%, 80%, 50%로 3단계로 가변 표시되는 속도제한 표시기는 설치되는 장소에 따라 적절한 속도를 선택 지정하여 표시할 수 있다. LED 표시장치를 이용한 시각적인 효과로 인해 운전자들이 사전에 속도를 감속하게 하여 차량 추돌 사고를 미연에 방지하는데 효과적으로 이용될 것으로 기대 된다.
폭설로 인한 도로 미끄러짐과 함께 영하의 기온으로 도로와 차량 통행용 다리, 터널 출입구 쪽에서 주로 발생하는 블랙아이스는 운전자의 시야에서는 아스팔트의 이미지가 투과되어 보이기에 잘 인식되지 않아서 자동차들이 미끄러지는 (슬립 현상) 상황을 발생시키기에 차량이 제동력을 잃어서, 대형 교통사고로 이어져 심각한 인명과 재산상 손실을 초래하고 있다. 본 논문에서는 기존에 연구되었던 블랙아이스 감지 방법들(인공위성 촬영, 초음파 수신으로 미끄러짐의 패턴을 확인, 도로 표면의 온도측정, 차량 주행 중 타이어의 마찰력 차이를 확인하기)의 단점들을 보완하고, 블랙아이스를 감지하는 센서의 크기를 줄여서 많은 이동체에 적용할 수 있도록 하고자 적외선 카메라를 이용하여 도로 상태를 확인하고, 이 정보를 딥러닝 학습을 통하여 블랙아이스를 판별하는 방법을 제안하고자 한다.
The purpose of the present study was to evaluate the thermal insulation of air-filled winter jackets according to the amount of air-filler using a thermal manikin. The insulation of these jackets' was compared to a down padded jacket with an identical design and size. The amounts of air-filler were 100% (26,219 cm3), 70% (18,645 cm3), 50% (13,110 cm3), and 0% (0 cm3). The results showed that a clothing insulation (Icl) of 0%, 50%, 70%, and 100% air, and 100% down jackets was 0.208, 0.243, 0.207, 0.176, and 0.315 clo, respectively. In addition, the down jacket with waisttaped had a clothing insulation of 0.369 clo. However, the highest value of clothing insulation per clothing weight was the 50% air-filled jacket in all conditions. In terms of regional power consumption of the thermal manikin, the down jacket consumed less power for the shoulder and chest than the air-filled jackets. In conclusion, in order to maximize the thermal insulation of air-filled jackets, an optimal amount of air-filler, that is, an amount which does not compromise (break) the layer of inner air between the surface of manikin and the lining of the jacket, should be explored. Further studies on lining materials, end-closed design, and changes in thermal insulation under the conditions of strong wind or heavy snow are recommended.
본 연구는 기상청에서 운영하고 있는 관측지점을 대상으로 강설량과 강설 일수를 위도와 고도 분포를 고려하여 겨울철 강설 측정 장비의 성능 시험을 위한 대표 관측지점과 실내외실험을 위한 조건을 제시하기 위해 수행하였다. 30년간(1981~2010) 관측한 겨울철 강설 자료를 사용하여 강설 일수의 계급별 분류, 관측지점의 위도 및 해발고도 분포를 고려하여 대표관측지점 10개소를 선정하였다. 분석결과 실외 실험에 적합한 지점은 연평균 강설 일수와 5 cm 이상의 적설 일수가 각각 57.5일, 13.2일로 나타난 대관령을 선정하였다. 실내 실험조건은 기온 -15~5℃ 습도 50% 이상의 조건이 적합하다고 사료된다. 연구 결과는 겨울철 대설재난에 대응할 수 있는 장비의 성능 시험을 위한 조건과 실외 실험장소에 대한 기초자료 로 활용이 가능할 것으로 판단된다.
본 논문은 태양광을 이용하여 에너지를 발전하여 생성되는 전력으로 각종 센서 및 환경 모니터링이 가능하도록 계통 독립형 전력을 공급한다. 생산된 잉여 전력은 리튬 배터리에 저장시켜 태양광이 없는 환경에서도 컨테이너 하우스가 원활한 구동이 가능하도록 설계하였다. 긴 장마나 폭설로 인하여 태양광 생성이 어려우면 디젤발전으로 시스템이 멈추지 않고 구동할 수 있도록 하였다. 태양광 및 전력 관리를 위해 BMS(Battery Management System)를 구축하여 태양광 방/충전 및 사용량을 모니터링한다. 각종 센싱 데이터를 자동으로 기록하고 전송되며, 컴퓨터 및 스마트폰 앱을 통해 무선 모니터링이 가능하도록 설계하였다. 본 연구에서 제안하는 컨테이너 하우스는 계통 전원이 없는 오지, 공원, 행사장, 공사현장 등에서 최적의 에너지 운영을 수행함으로써 효율적인 에너지 관리가 가능하다.
Social interest in disasters is a significant factor in shaping disaster management policies, enabling the enhancement of disaster safety management and prevention activities according to the specific needs of society. However, in the past, there were limits to measuring which disasters society was particularly interested in. Hence, in this study, a method of measuring social interest using news data was devised. Specifically, we classifed news reports into natural and social disasters, creating a comprehensive Social Interest Index (SII) on disasters covering from 2011 to 2021. Additionally, we quantitatively compared the SII with budgets allocated to disaster-related efforts. Our primary findings are as follows: First, our methodology not only distinguishes natural disasters from social disasters but also identifies emerging areas of societal concern. Second, in recent years (2014-2021), social disasters gained more attention than natural disasters. Third, the disaster safety budget accounted for approximately 3.5% of Korea's total budget, closely paralleling the SII we measured. However, exceptions were noted in cases such as heavy snow, cold waves, and heat waves, where the SII remained high, but the disaster safety budget was relatively low, indicating potential outliers. The findings of this research are projected to contribute to the improvement of national disaster management policies by providing a quantitative measure of social interest in disaster, enabling more informed and effective policy decisions.
최근 증가하고 있는 자연재해에 효과적으로 대처하기 위해서는 그간 다양하고 풍부한 경험을 지닌 재난상황관리 담당자들의 역할이 대단히 중요하다. 중앙재난안전상황실에서는 각종 자연 및 사회재난에 대비하여 재난상황관리 업무를 하고 있으나, 담당자의 잦은 교체로 과거 데이터가 남아 있지 않다. 이에 본 연구에서는 재난관련 기록관리 및 정보 공유가 저조함에 따라 재난정보를 추적하고 관리하기 위한 체계를 마련하기 위하여 재난안전 코드체계를 개발하였다. 22개 자연재난과 사회재난 중에서 대설, 강풍, 풍랑, 호우 등 4개 재난을 대상으로 하였다. 국내외 재난분야 코드체계 사례분석, 구축방향설정, 분류체계 개발 및 유형화 과정을 통해 최종 재난안전 데이터 코드체계를 제시하였다. 데이터의 체계적인 축적을 위하여 4개의 코드체계를 하나로 통합하였다. 제시한 코드체계의 적정성을 검증하기 위하여 운용가능한 프로토타입 시스템을 개발하여 운용한 결과, 코드체계에 맞게 데이터가 축적되고 서비스되는 것으로 확인되었다. 본 연구에서 제시한 코드체계에 따라 과거의 많은 데이터가 축적되어 활용된다면 과거 경험을 바탕으로 새로운 재난에 대응하기 위한 의사결정에 도움을 줄 것으로 생각된다.
Asian dust is a seasonal meteorological phenomenon influencing most East Asia, irregularly occurring during spring. Unusual heavy Asian dust event in winter was observed in Seoul, Korea, with up to $1,044{\mu}g\;m^{-3}$ of hourly mean $PM_{10}$, in 22~23 February 2015. Causes of such infrequent event has been studied using both ground based and spaceborne observations, as well as numerical simulations including ECMWF ERA Interim reanalysis, NOAA HYSPLIT backward trajectory analysis, and ADAM2-Haze simulation. Analysis showed that southern Mongolia and northern China, one of the areas for dust origins, had been warm and dry condition, i.e. no snow depth, soil temperature of ${\sim}0^{\circ}C$, and cumulative rainfall of 1 mm in February, along with strong surface winds higher than critical wind speed of $6{\sim}7.5m\;s^{-1}$ during 20~21 February. While Jurihe, China, ($42^{\circ}23^{\prime}56^{{\prime}{\prime}}N$, $112^{\circ}53^{\prime}58^{{\prime}{\prime}}E$) experienced $9,308{\mu}g\;m^{-3}$ of hourly mean surface $PM_{10}$ during the period, the Asian dust had affected the Korean Peninsula within 24 hours traveling through strong north-westerly wind at ~2 km altitude. KMA issued Asian dust alert from 1100 KST on 22nd to 2200 KST on 23rd since above $400{\mu}g\;m^{-3}$ of hourly mean surface $PM_{10}$. It is also important to note that, previously to arrival of the Asian dust, the Korean Peninsula was affected by anthropogenic air pollutants ($NO_3^-$, $SO_4^{2-}$, and $NH_4^+$) originated from the megacities and large industrial areas in northeast China. In addition, this study suggests using various data sets from modeling and observations as well as improving predictability of the ADAM2-Haze model itself, in order to more accurately predict the occurrence and impacts of the Asian dust over the Korean peninsula.
