  • 최근 불안정한 기후로 대규모 재해재난이 자주 발생하고 있으며, 인적·물적피해도 크게 늘어나고 있다. 단적인 예로 경북 포항 지하주차장 침수 피해 및 포항제철소 고로 3기 가동 중단은 기록적인 폭우와 만조와 겹친 냉천의 범람이 주요 원인으로 지목되고 있다. 하지만 사전에 충분한 예방, 대비를 했더라면 인적·물적 피해를 최소화 할 수 있었을 것이다. 재난 및 안전관리기본법에서는 국가와 지방자치단체가 재난이나 그 밖의 각종 사고로부터 국민의 생명·신체 및 재산을 보호할 책무를 지고, 각종 사고를 예방하고 줄이기 위하여 노력하도록 하고 있다. 또한 재해경감을 위해 예방, 대비, 대응, 복구에 대한 의무를 부과하고 있다. 따라서 이번 경북 포항 침수피해의 문제점을 살펴보고 재난 및 안전관리기본법에서 규정하고 있는 예방, 대비, 대응, 복구 차원에서 피해 최소화를 위한 재난 대응방안을 모색하고 개선하는데 있다.

Development of Estimation Functions for Strong Winds Damage Based on Regional Characteristics : Focused on Jeolla area (지역특성 기반의 강풍피해 예측함수 개발 : 전라지역을 중심으로)

  • Abnormal weather conditions have lately been occurring frequently due to the rapid economic development and global warming. Natural disasters classified as storm and flood damages such as heavy rain, typhoon, strong wind, high seas and heavy snow arouse large-scale human and material damages. To minimize damages, it is important to estimate the scale of damage before disasters occur. This study is intended to develop a strong wind damage estimation function to prepare for strong wind damage among various storm and flood disasters. The developed function reflects weather factors and regional characteristics based on the strong wind damage history found in the Natural Disaster Yearbook. When the function is applied to a system that collects real-time weather information, it can estimate the scale of damage in a short time. In addition, this function can be used as the grounds for disaster control policies of the national and local governments to minimize damages from strong wind.

  • Recently, rainfall induced hazard has been increased gradually, for example, typhoon Rusa in 2002 and Maemi in 2003. In addition, localized heavy rainfall has been also caused tremendous damage to railroad systems. Measured data from the Meteorological Adminstration sometimes, However, are not in accordance with those of rain gauges in local area, because of its good distance. This study develop automatic alarming software to estimate and prevent these kind of rainfall induced hazards in railroad system with online transportation.

A Study on Filter Performance of Materials in Embankment Slope during Heavy Rain (강우시 성토사면 재료의 필터조건검토에 대한 연구)

  • This paper presents the characteristics of internal erosion of embankment slopes due to the localized heavy rain. In this study, the existing analysis methods of filter performance in embankment materials were reviewed. Based on the theoretical concept of filter conditions to prevent particles from being carried in from the adjacent embankment materials, new analysis method was suggested. According to the new analysis method for filter performance, experimental programs were carried out to investigate the filter performance for controlling and sealing any leak which develops through the embankment materials as a result of internal erosion. Three sets of small scale laboratory tests were carried out with changing the main influence factors such as rainfall intensity, gradient of slope, embankment material condition. It was found that the new analysis method for filter performance to prevent particles from being carried in from the adjacent embankment materials was more capable approach to design the filter materials in embankment slopes. The new criterion or method for satisfactory filter performance, therefore, was recommended.

  • The aim of this study is to apply and to evaluate the radar-based risk prediction algorithm for damage reduction by sudden localized heavy rain in urban areas. The algorithm is combined with three processes such as "detection of cumulonimbus convective cells that can cause a sudden downpour", "automatic tracking of the detected convective cells", and "risk prediction by considering the possibility of sudden downpour". This algorithm was applied to rain events that people were marooned in small urban stream. As the results, the convective cells were detected through this algorithm in advance and it showed that it is possible to determine the risk of the phenomenon of developing into local heavy rain. When use this risk predicted results for flood prevention operation, it is able to secure the evacuation time in small streams and be able to reduce the casualties.

  • The quick report and propagate information are increasingly important because nowadays it is hard to predict the damages of flooding by unexpected heavy rain. In addition, there are not many ways to receive disaster information in real time. Accordingly, we designed the system which can earn information from a lot of messages on twitter. Above all, our system can extract and deploy disaster information by comparison with erstwhile social network service mash-up system as only broadcast media. Significant objective of this paper is to design the fastest extract disaster information system of mass media.

A Study on Coping Behavior of Elderly in the Disaster (노인의 재난시 대처행동에 관한 연구)

  • Warning phase of disaster is a critical period in determining the likely survival of threatened citizens. Elderly requires special attention primarily because they tend to be uncompliant and less likely to cooperate with authorities. But there is much less research on how elderly respond to disaster warnings, while there is a strong consistent empirical literature on older citizen in the recovery periods of disaster. The purpose of this study is to examine coping behavior of elderly when they are at risk of disaster. Data were collected from 130 senior citizens aged over 60 who are residing in Pyungchang and Injae in Kangwon province which had damaged due to heavy rain in 2006. Perry & Lindell(1997)'s index, a series of six categories that represent coping behaviors which progressively approximate the action of evacuating was used : do nothing(1), check environmental cues for evidence of a threat(2), engage in threat-specific property protection(3), engage in protective action for personal safety(4), prepare to evacuate(5), evacuate the areas as instructed in the warning(6). Almost respondents(69.2%) chose the level 6(51.5%) and level 5(17.7%). This proves the elderly are not uncompliant or uncooperative population. Furthermore, this finding emphasizes the importance of public warning in case of disasters. And 13.8% of total respondent checked level 1 for their reaction.

  • A natural disaster occupies a considerable part among various damages, and the damage of human lifes and property by heavy rain extends to hundreds, and billions in every you. In old times, flood was mainly occurred in big river or sudden slope, but these days, the damage of concentrated heavy rain is being extended to a city. Recently, very big floods occurred continuously, so real time submersion expectation system which can expect the inundation boundary according to the scale is needed so as to protect lifes and property. In this study, in and around Jungrang river, where the damage of flood is big, is chosen as a sample, and the submersion of that area is expected by analyzing the flux and overflowing using DEM, and connecting with Web GIS in real time.

  • 2006년 7월 15일${\sim}$17일 사이의 집중적인 호우는 강원도 지역에 많은 피해를 주었는데, 특히 강원도 인제, 양양, 평창지역에서의 피해로 수십명의 인명피해와 재산피해를 발생시켰다. 최근 들어 발생되는 집중호우로 인한 피해 중 토석류에 의한 피해가 많은 이유 중에는 지구온난화로 인한 100mm에 가까운 시간당 강우량을 보이고 있어 국내 산악지가 형성된 구간에서는 어느 지역이나 토석류가 발생될 가능성을 가지고 있다고 할 수 있다. 그러므로 본 논문은 2006년 7월에 발생된 강원도 인제, 양양지역을 중심으로 토석류 피해에 대하여 자료를 수집, 분석하였으며 토석류 발생기구 및 유형에 따른 피해정도와 저감방안에 대한 고찰을 실시하였다. 앞으로 빈번해지는 토석류에 대한 관리체계의 확립 및 보완대책과 토목공사시에 반영될 수 있는 방안 등을 모색해야 할 것이다.

A Study of the Analysis about Natural Disaster in Elementary Society and Science Textbooks (초등 사회 및 과학 교과서의 자연재해 내용 분석)

  • The purpose of this study was to analysis natural disasters which can be applied environmental education for elementary students. For this study, the elementary society and science textbooks were selected. The results of this study are as follows. the society textbooks contain 2 units of the natural disaster in the 4th and 5th grades. In the science textbooks, 5 units of the natural disaster were showed in 3rd, 5th and 6th grades. The learning quantities were 4 hours in society textbooks and 7 hours in science textbooks. In society textbooks, the contents relating meteorological disasters were dominance. But the science textbooks were showed both meteorological and geological disasters. In aims of learning, while the society textbooks were focused as damages, prevention, counter-plan and restoring plan of the natural disaster, the science textbooks were emphasized damages. the photos in society textbooks, meteorological disasters were superiority in number; especially the flood and heavy rain were 76%. In science textbooks, the photos about earthquake were prominent as 40%. For activating environmental education in elementary school based on these results, it can be suggested that the effects of natural damage as tsunami and global warming should add to elementary textbooks. And the elementary teachers need to understand contents and photos relating environment problem in the elementary textbooks.
