  • In the digital era, broadcasting plays a very large role as a means of communication, as it no longer merely provides information or entertainment media. Particularly in the case of the visually and hearing-impaired, broadcasting is the primary means of acquiring information, so its role as a public service needs to be expanded. The development of digital technology enables the quantitative expansion of traditional methods of disability broadcasting, i.e., closed caption, sign language, and descriptive video service, with an acceptable level of quality. In this study, we review the current trends of, and concerns related to, broadcasting services for disabled people, as well as technological trends, and proposals for increasing visibility and accessibility to broadcasting for hearing-impaired people.

  • In this paper, we introduce our smart phone application for hearing impaired people. Unlike previous hearing aids application, our application has both functions of self hearing tests and sound amplification. We provide user with two types of self hearing test, those are standard hearing test and detail hearing test. Each test has different advantages like short test time and accurate test result, however both tests provide reliable result. Our hearing test allows that user can measure their hearing loss level according to the frequency. Sound amplification function provide proper fitting formula by using NAL-NL1, and it guarantees high speech intelligibility. Our application can also memorize user's fitting data at specific test condition. Therefore those who using our hearing aids application can easily reset their hearing aids / earphone properties periodically. Our application is advanced at the aspect of self fitting function that no other previous application did. So we are expecting these comfortable processes about fitting lead the number of hearing aids user to be increased.

  • The reduced frequency selectivity is a typical phenomenon of sensorineural hearing loss. In this paper, we compared two modeling methods for reduced frequency selectivity of hearing impaired people. The two models of reduced frequency selectivity were made using LPC(linear prediction coding) algorithm and bandwidth control algorithm based on ERB(equivalent rectangular bandwidth) of auditory filter, respectively. To compare the effectiveness of two models, we compared the result of PESQ (perceptual evaluation of speech quality) and LLR(log likelihood ratio) using 36 Korean words of two syllables. To verify the effect on noise condition, we mixed white and babble noise with 0dB and -3dB SNR to speech words. As the result, it is confirmed that the PESQ score of bandwidth control algorithm is higher than the score of LPC algorithm, on the other hands, and the LLR score of LPC algorithm is lower than the score of bandwidth control algorithm. It means that both non-linearity and widen auditory filter characteristics caused by reduced frequency selectivity could be more reflected in bandwidth control algorithm than in LPC algorithm.

  • Hearing-impaired people have difficulty in hearing, so it is also hard for them to learn letters that represent sound and text that conveys complex and abstract concepts. Therefore it has been natural choice for the hearing-impaired people to use sign language for communication, which employes facial expression, and hands and body motion. However, the major communication methods in daily life are text and speech, which are big obstacles for the hearing-impaired people to access information, to learn and make intellectual activities, and to get jobs. As delivering information via internet become common the hearing-impaired people are experiencing more difficulty in accessing information since internet represents information mostly in text forms. This intensifies unbalance of information accessibility. This paper reports web-based text-to-sign language translating system that helps web designer to use sign language in web page design. Since the system is web-based, if web designers are equipped with common computing environment for internet browsing, they can use the system. The web-based text-to-sign language system takes the format of bulletin board as user interface. When web designers write paragraphs and post them through the bulletin board to the translating server, the server translates the incoming text to sign language, animates with 3D avatar and records the animation in a MP4 file. The file addresses are fetched by the bulletin board and it enables web designers embed the translated sign language file into their web pages by using HTML5 or Javascript. Also we analyzed text used by web pages of public services, then figured out new words to the translating system, and added to improve translation. This addition is expected to encourage wide and easy acceptance of web pages for hearing-impaired people to public services.

  • According to the Ministry of Health and Welfare, "Status of Registered Persons with Disabilities", the number of people with disabilities is 2,494,460 as of 2015. The lowest rates of children with disabilities were intellectual disabilities (23%) and mental disorders (33.3%). The highest rates of screening were blindness (97%), heart failure (94.4%), and hearing impairment (92.7%). 65.2% of visually impaired people who have already had a disability at the time of marriage, and the remaining 34.8% can be thought to be the cause of high incidence of disability after marriage. 'SID (Seed in the Dark)' project was designed to recapture the visually impaired parent's desire for attachment and the space difficulties of the blind who want to be a normal parent to their children through a visual impairment of a father with 7-year-old daughter. Using Gear VR(Virtual Reality), the general public was able to feel the surroundings as if they had no vision and focused on the hearing. Especially, We expressed the sound wave visually and added the hilarious game element which grasps the terrain of the maze by sound wave like a 'blind person who perceives the surroundings by sound' and catches up with daughter. People with disabilities who are far from mental illness often have a form of family with children. The fact that the rate of childbirth is high means that there is relatively little problem in daily life. It is wondered that the rate of blindness among the visually impaired, which accounts for 10% of the total disabled, is the highest at 97%. This is because, in the case of the visually impaired, the obstacle is often caused by aging, accidents, or diseases due to inherited causes rather than the visual disorder. In particular, However, the fact that there is an obstacle in vision that accounts for 83% of the body's sensory organs causes other difficulties in the nursing process of children who are non-disabled. Parents do not know the face of child when their visual impairment is severe. Parents are extremely anxious about worry that they will be lost or abducted if their children are not by their side. And that the child recognizes the disability of his or her parents other than the other parents easily and takes it as a deficiency. Since visually impaired parents are mentally mature parents with non-disabled people, they may want their children not to feel deprived of their disability. The number of people with visual impairments has been increasing since 2001, and people with impairments often become disabled. In addition, there is much research on the problem of nondisabled parents who have children with disabilities, while there is relatively little interest and research on the problem of nondisabled child rearing of parents with disabilities.
