  • Although it is Gun area, 'N'-Gun in Gyeongsangnam-Do has continually been implementing the 'health city' project after it entered the program in 2005 to promote healthy lives of its residents. It is evaluated that there has been a considerable achievement; on the other hand, however, as the circumstances surrounding 'N'-Gun are rapidly changing, needs for new advanced 'health city' projects with improved qualities are growing. This study was conducted to suggest a advanced model of 'health city' plan through the case analysis of 'N'-Gun in Gyeongsangnam-Do. For this purpose, international as well as national health-city-related literature and data were broadly gathered and reviewed, and, based on this, we established 'N'-Gun Health City development plan, utilizing BSC(Balanced Scorecard) technique. Main contribution and implication of this study would be the suggestion of the model whereby the problems that many existing health city plans are facing can be systematically evaluated, and more effective methods of developing the plan can be applied based on the evaluation. Also, it is especially expected that the BSC technique would be a very useful framework for developing health city plans in the future.

  • As the U.S. Congress has continued to debate over the health care reform pushed by President Obama, there is an ample reason to believe that the systematic risk of the health care industry, especially health care plan providers, is increasing. This study measures and compares the systematic risk of two health care industry indexes and one portfolio of health care plan providers from before and after the introduction of the health care legislation into Congress in September, 2009. The Capital Asset Pricing Model (CAPM) is used to measure the systematic risk, and a dummy variable approach and the Chow test are used to formally compare the systematic risk from before and after the introduction of the legislation.

  • Korean society is experiencing a very rapid change in population aging. Oral diseases, including dental caries and periodontal disease, are usually cumulative and make oral health worse with age. Preventing tooth loss through the prevention and treatment of caries and periodontal diseases are essential for retaining oral function later in life. This study aimed to identify the trend in oral health status among elderlies over 65 years old, using major oral health indicators of Health Plan 2020. The fifth, sixth, and seventh Korea National Health and Nutrition Examination Survey (KNHANES V, VI, VII) were used in the present study to estimate the number of remaining natural teeth, the rate of 20 or more natural teeth, the rate of chewing difficulty, and the rate of oral health check-up of elderly. The number of remaining natural teeth increased from 15.6 in 2010 to 17.1 in 2015, and the rate of 20 or more natural teeth also increased from 45.8% in 2010 to 53.7% in 2015. The rate of chewing difficulty was similar but declined a little from 44.3% in 2010 to 42.9% in 2017. Finally, the rate of oral health check-ups of the elderly increased significantly from 12.2% in 2010 to 21.1% in 2017.

Methods: Literature content review was performed on research papers on MAPP development and application, MAPP handbook and guides, the guidelines for the 5th Phase Community Health Plan, and a research report on public health center evaluation system. Results: MAPP has been applied to public health planning (the 5th Phase Community Health Plan) and a performance evaluation system for public health center in Korea. The current application is limited to the early stages of the MAPP. Limited or partial application affects the integrity of the model. Follow-through should be strengthened especially for evaluation planning. Conclusion: Systems thinking approaches should be considered for the development of LPHS and strengthening logical and practical linkage between planning and evaluation of community health planning.

First, we classified three groups(excellent, fair and poor groups) using average scores of Seoul, that of Korea and National Health Plan2010 goals in three health indicators. Afterwards, we examined the compatibility between contents of health promotion programs regarding leading health indicators and the specific program activities. Results: The compatibility levels between health indicators and contents of health promotion programs was 80 % for smoking among fair and poor groups while fair and poor for smoking reported 60% and 70%, respectively. For obesity, excellent group reported 80% and fair group had 91%. Conclusion: In conclusion, although all districts were able to access available data for health indicators and health statistics every year, it seems that they did not only utilize these data enough in conjunction with health promotion programs but also did not integrate specific activities according to National Health Plan systematically.

  • The purpose of SAICM (Strategic Approach to International Chemicals Management) is to minimize the health and environmental hazards from the production and the consumption of chemicals by improving the chemicals management capability of developing countries and implementing a system of the risk assessment and the management based on the precautionary principle until 2020. To achieve this purpose, the UN has prescribed the principles, objectives and establishment of an action plan for the chemicals management strategy which must be carried out at international, local, and national levels, and requested the implementation of the Global Plan of Action (GPA) comprising of 273 recommendations in 36 work areas. SAICM is currently based on voluntary participation, but is expected to become the basic framework of international order in relation to chemicals management in the future. This study aims to analyze the practice in the occupational safety and health area relating to implement 273 recommendations of the GPA, and propose complementary measures for the system in order to provide political advices for establishing future plans to manage industrial chemicals. Twenty three areas of total 36 work areas and 161 items of 273 recommendations have relevance to occupational safety and health areas. We have found that, as a national implementation level, 157 of 161 industrial safety and health items are being implemented at a satisfactory level in regard to the implementation of the GPA, while 4 items, including the ratification of the ILO Conventions 170, 174, 184, and support for GHS (Globally Harmonized System of Classification and Labeling of chemicals) implementation of developing countries, require additional complementary measures for the system and operation.
