철도 위험물 수송 안전관리제도 개선 방안 (Improvement Plan for Safety Management of the Transport of Railway Dangerous Goods)

  • As the lack of management for HAZMAT transportation leads to fatal accidents, the interest in the problem is rapidly increasing in the world. Thus UN-RTDG recommends to establish regulations for HAZMAT transportation, and related ministries in Korea make rules and policies according to the regulations. However, there are few researches carried out on railway HAZMAT transportation. In this paper, issues such as present condition of laws and policies related to railway HAZMAT transportation, HAZMAT transportation procedure and regulations, HAZMAT signs of railway etc. are analyzed. Through analyzing these issues the problems and improvements of railway HAZMAT transportation are drawn. These results are respected to help to establish regulations and policies for HAZMAT transportation management. In the future, more detailed plan is needed for putting these improvements to practices.

  • In Korea more than 38,000 types of hazardous material(HAZMAT) are distributed, accordingly the accidents during transportation are also increasing. The agencies related to HAZMAT such as Environment Ministry, National Emergency Management Agency and National Police Agency have their own regulations. However, the classification criteria of HAZMAT are different to each other, which causes many problems in response to transportation accidents. In this study the classification standard of HAZMAT and the classification code using CAS number are suggested to manage HAZMAT efficiently. Through efficient management and standard classification of HAZMAT, the rapid and systematic response to transportation accidents related to HAZMAT is expected to be possible.

GIS 기반 철도 위험물 최적수송경로도출 표준화에 관한 연구 (A Study on Standardization of Optimum Transportation Routing based on GIS for Railway HAZMAT Transportation)

  • The types and quantities of Hazmat and Hazmat transportation are gradually increasing, keeping pace with industrialization and urbanization. At present the safety management for Hazmat transportation only considers reducing accident probability, but even when an accident involving Hazmat-carrying vehicles occurs, that is not regarded as a Hazmat-related accident if the Hazmats do not leak out from the containers carrying them. Thus the methods to reduce risk (Risk=Probability$\times$Consequence) have to be developed by incorporating accident probability and consequence. By using Geographic Information System (GIS), a technical method is invented and is automatically able to evaluate the consequence by different types of Hazmat. Thus this study analyzed the degree of risk on the links classified by the Hazmat transport pathways. In order to mitigate the degree of risk, a method of 7-step risk management on Hazmat transportation in railway industries can be suggested. (1st step: building up GIS DB, 2nd step: calculating accident probability on each link, 3rd step: calculating consequence by Hazmat types, 4th step: determination of risk, 5th step: analysis of alternative plans for mitigating the risk, 6th: measure of effectiveness against each alternative, and 7th step: action plans to be weak probability and consequence by the range recommended from ALARP). In conclusion, those 7 steps are used as a standardization method of optimum transportation routing. And to increase the efficiency of optimum transportation routing, optional route can be revise by verification.

위험물저장탱코밑판의 부식 성향분석 및 부식예방 방안에 관한 연구 (A Study On the Corrosion Tendency of Bottom Plates and Corrosion Prevention Measures in Hazmat Tanks)

  • The most important factor in the maintenance of chemical industry facilities is related with deterioration and corrosion. Leakage of hazardous materials is likely to occur because the confirmation and maintenance of bottom plates are very difficult while the bottom corrosion of the massive hazmat-storage facilities is most dangerous especially. As a result of the analysis of the corrosion locations, areas, usage condition of 287 hazmat-storage tanks on this syudy, it is concluded that the main external corrosion factors are the inflow of moisture and the materials inducing corrosion in the air such as sodium chloride and the main internal corrosion factors are corrosion react caused by stay of seawater, sulfur and moisture in hazmat for a long time without appropriate discharges. It is anticipated that the corrosion of bottom plates can be restrained effectively by establishing the proper measures for the each corrosion cause.

  • 안전 및 품질 평가시스템은 유해물질 재난을 예방하기 위해 유해물질의 생산 저장 수송 취급에 매우 중요하다. 현재 유해물질은 플라스틱, 가정의 세척제, 비료 또는 석유관련제품으로 우리의 일상생활 어디에서든지 존재하고 있다. 그러나 유해물질은 인간이나 환경에 누출되었을 때 매우 위험한 물질이다. 유해물질은 석유기반 경제시대에 매우 폭넓게 사용되고 있다. 우리나라의 환경부는 전세계적으로 유해물질의 유형이 약 십만개가 넘을 것으로 추산하고 있다. 또한 매년 4백개 이상의 새로운 물질이 개발되고 있다. 따라서 유해물질 관리측면에서 우리는 유해물질 사고로부터 안전한가에 대해 의문이 제기될 수 있다. 1984년에 발생해 6,400명이 넘는 사망자와 3만명 이상의 부상자를 낸 인도 보팔사고는 이러한 우리의 유해물질 안전에 대한 불안을 증폭시키는 대표적인 사례이다. 우리나라는 최근 산업의 고도화로 각종 유해물질 사고가 빈번하게 발생하고 있다. 따라서 낙후된 유해물질 관리시스템을 자기관리가 가능한 안전시스템으로 전환하기 위한 위험평가시스템의 구축이 우리사회에 요구되고 있다. 본 연구는 유해물질 위험평가시스템 구축을 위한 기반을 제공하기 위해 지난 10년동안 유해물질 관련시설에서 발생한 사고사례들을 연구의 대상으로 하여 유해물질 시설사고의 특성을 빈도분석, 교차분석 등의 통계기법을 적용하여 분석하였다. 분석결과 사고시설 유형과 연도, 계절, 발생지역, 사망자 발생간 관계가 있는 것으로 나타났다.

  • 위험물 수송용 탱크 차량은 사고 발생 시, 화학물질 사고에 익숙하지 않은 소방대원들이 대응하게 된다. 그 결과 소방대원들이 2차 피해자가 되는 사례가 발생하고 있다. 소방대원들이 올바르게 대응하여 2차 피해자가 되는 것을 막기 위해 위험물 수송용 탱크차량 사고를 위한 사고대응 가이드라인이 필요하다. 본 연구에서는 사고 대응 가이드라인을 작성하기 위해 기존에 존재하는 위험성 평가 기법과, 가이드라인 작성방법에 대한 조사를 진행하였고, 이에 따라 위험물 수송용 탱크 차량의 잠재 위험을 식별하고, 각각에 대하여 guideword를 부여하여 가이드라인 항목을 구성하였다. 또한 각 항목에 대한 자세한 방법, 국내 규정등을 이용하여 위험물 수송용 탱크 차량을 위한 가이드라인을 제시하였다.

수송안전정보시스템 개발 (Development of HAZMAT Information System)

  • Ministry of Environment developed ‘Emergency Response Information System (ERIS)’ in 2001, which is in operation. As a next step, currently National Emergency Response Information System (NERIS) is being developed. The main difference among ERIS and NERIS is to enhance the system in the national level, including transportation of hazardous materials. This paper introduces concepts and methods applied to NERIS, especially HAZMAT, and the information system, operating strategies. Based on GIS and transportation-network data, the best route can be offered using Risk Analysis. Strategies for reporting and first-response information systems are also designed for emergencies in the paper.

  • 본 연구는 위험물 수송의 최적경로를 결정하는 방법론을 제안하였다. 위험물 차량의 최적경로를 결정할 때에는 위험도 최소화를 목적으로 하는 공공의 입장과 통행시간 최소화를 목적으로 하는 민간기업의 입장이 서로 상충한다. 본 연구에서는 이러한 다기준 의사결정(Multi-criteria decision making)문제 중 하나인 위험물 수송용 최적경로를 탐색하는 방법론으로 Efficient Vector Labeling(이하 EVL) 알고리즘을 제시하였다. EVL 알고리즘은 위험도와 통행시간을 동시에 고려하여 복수의 Pareto optimal 경로(또는 비지배경로)를 탐색하게 한다. 본 연구는 또한 탐색된 비지배경로간의 중복도를 제어할 수 있도록 설계하였다. 개발된 Efficient Vector Labeling 알고리즘을 Test bed network에 적용하여 기존의 경로탐색 방법론과 비교하였다. 적용 결과 새로운 알고리즘이 기존의 알고리즘보다 합리적인 대안경로를 탐색할 수 있는 것으로 분석되었다.
