In this paper, we propose an approach that efficiently builds regional hazardous weather prediction models based on past weather data. Doing so requires finding the proper weather attributes that strongly affect hazardous weather for each region, and that requires a large number of experiments to build and test models with different attribute combinations for each kind of hazardous weather in each region. Using our proposed method, we reduce the number of experiments needed to find the correct weather attributes. Compared to the traditional method, our method decreases the number of experiments by about 45%, and the average prediction accuracy for all hazardous weather conditions and regions is 79.61%, which can help forecasters predict hazardous weather. The Korea Meteorological Administration currently uses the prediction models given in this paper.

In a Doppler weather radar, high resolution windspeed profile measurements are needed to provide the reliable detection of hazardous weather conditions. For this purpose, the pulse pair method is generally considered to be the most efficient estimator, However, this estimator has some bias errors due to asymmetric spectra and may yield meaningless results in the case of a multimodal return spectrum. Although the poly-pulse pair method can reduce the bias errors of skewed weather spectra, the modes of spectrum may provide more reliable information than the statistical mean for the case of a multimodal or seriously skewed spectrum. Therefore, the idea of relatively simple mode estimator for a weather radar is developed in this paper, Performance simulations show promising results in the detection of hazardous weather conditions.
In this paper, dispersion scenarios concerning various meteorological conditions and real urban structures were made to estimate the impacts of hazardous substance leakage accidents and to reduce damages. Based on the scenario of the hazardous substance dispersion, the characteristics of the risk in the pedestrian environment were analyzed in Gangnam, Seoul. The scenarios are composed of 48 cases according to the meteorological conditions of wind direction and wind speed. In order to analyze the dispersion characteristics of the hazardous substances, simulations were conducted using a computational fluid dynamic (CFD) model with hydrogen fluoride releases. The validation for the simulated wind was conducted at a specific period, and all the calculated verification indices were within the valid range. As a result of simulated dispersion field at pedestrian level, it was found that the dispersion pattern was influenced by the flow, which was affected by the artificial obstacles. Also, in the case of the weakest wind speed of the inflow, the dispersion of the hazardous substance appeared in the direction of the windward side at the pedestrian level due to the reverse flow occurred at lower layers. Through this study, it can be seen that the artificial structures forming the city have a major impact on the flow formed in urban areas. The proposed approach can be used to simulate the dispersion of the hazardous substances and to assess the risk to pedestrians in the industrial complexes dealing with actual hazardous substances in the future.

The measurement of wind speed gradient is very important for the detection of hazardous wind shear conditions since they are characterized by the abrupt shift of wind velocity and direction. These weather conditions usually imply high wind speed which requires a high PRF radar for the measurement. However, the measurement of a large absolute wind velocity is not necessary to obtain wind speed gradient. In this paper, a method was proposed to obtain wind speed gradient with a simple low PRF radar which may be very useful for the purpose of practical applications.
For the past decade, supported by the Korean government, the solar and space weather group of Korea Astronomy and Space Science Institute (KASI) has been researching towards the prevention of hazardous effects on Korean satellites, the stability of wireless telecommunications, and the safety of polar route aviation. So far, we have expanded the ground observation system, made space data more accessible, developed more advanced models for space weather forecasting, from which we have been providing forecasting services to a satisfied domestic clientele. Alongside that, we have continued our research on solar activities and the Sun-Earth connection. In this talk, I will summarize our contributions to space weather over the past 10 years and discuss future plans for next decade.
Benefits of the next generation geostationary meteorological satellite observation (e.g., GEO-KOMPSAT-2A) are qualitatively and comprehensively described and discussed. Main beneficial phenomena for application can be listed as tropical cyclones (typhoon), high impact weather (heavy rainfall, lightning, and hail), ocean, air pollution (particulate matter), forest fire, fog, aircraft icing, volcanic eruption, and space weather. The next generation satellites with highly enhanced spatial and temporal resolution images, expanding channels, and basic and additional products are expected to create the new valuable benefits, including the contribution to the reduction of socioeconomic losses due to weather-related disasters. In particular, the new satellite observations are readily applicable to early warning and very-short time forecast application of hazardous weather phenomena, global climate change monitoring and adaptation, improvement of numerical weather forecast skill, and technical improvement of space weather monitoring and forecast. Several policy plans for expanding the application of the next generation satellite data are suggested.
The existing researches related to the fog have focused on mainly the fog itself and its spatial variation. This study defined the hazardous fog as the fog with visibility under 500 m which caused the severe dangerous situation on roads and might cause traffic accident due to insufficient visibility. This study aimed to develop the hazardous fog index which quantified the degree of danger and included frequency of fog, visibility and its duration. We applied the index to 3 years weather station data in Korea and the results showed the distribution of the hazardous fog and their priority in terms of safety management. This was the first study that introduced the fog index in Korea and that quantified the degree of hazardous fog. These application results were useful for identifying the dangerous area due to hazardous fog and contributing to ensure the safety of eventual road users and road authorities.

The emergency response modeling system CARIS has been developed at CCSM (Center for Chemical Safety Management), NIER (National Institute of Environmental Research) to track and predict dispersion of hazardous chemicals for the environmental decision support in case of accidents at chemical or petroleum companies in Korea. The main objective of CARIS is to support making decision by rapidly providing the key information on the efficient emergency response of hazardous chemical accidents for effective approaches to risk management. In particular, the integrated modeling system in CARIS consisting of a real-time numerical weather forecasting model and air pollution dispersion model is supplemented for the diffusion forecasts of hazardous chemicals, covering a wide range of scales and applications for atmospheric information. In this paper, we introduced the overview of components of CARIS and described the operational modeling system and its configurations of coupling/integration in CARIS. Some examples of the operational modeling system is presented and discussed for the real-time risk assessments of hazardous chemicals.
This study proposes a novel performance measure, which is referred to as Hazardous Spacing Index (HSI), to be used for evaluating safety of traffic stream on freeways. The basic principle of the proposed methodology is to investigate whether drivers would have sufficient stopping sight distance (SSD) under limited visibility conditions to eliminate rear-end crash potentials at every time step. Both Road Weather Information Systems (RWIS) and Vehicle Detection Systems (VDS) data were used to derive visibility distance (VD) and SSD, respectively. Moreover, the K-Nearest Neighbors (KNN) method was adopted to predict both VD and SSD in estimating predictive HSIs, which would be used to trigger advanced warning information to encourage safer driving. The outcome of this study is also expected to be used for monitoring freeway traffic stream in terms of safety.
