A Quantitative Analysis on Human Errors in Shifting Hazardous Materials of Semiconductor Plants (반도체공장의 위험물 교체작업시 인적과오에 대한 정량적 분석)

  • Most plants producing semiconductors use a lot of chemicals, hazardous materials, and explosive gases. Though those materials are hazardous too much, some works still have to be done manually by human workers. However, according to a historical survey, more than half industrial accidents of those plants resulted from human errors or malfunctions. Thus, this research aimed 1) to diagnose shifting hazardous materials of semiconductor plants, 2) to estimate failure probability of human workers through human reliability analysis, and 3) to find out the tasks on which educational emphasis should be put. Through personal interview and visiting working spots, shifting tasks were analyzed, and modelled into a 24-step work, and after that, THERP and ETA was applied. During the shifting work, estimated human failure probability under the assumption of independency, 2.3004E-05, underestimated that probability 8. l008E-05 which could be calculated under the assumption of dependency. And this analysis showed that gas leakage from an old cylinder occupies 78.27% in the case of independent failures whereas gas leakage from a new cylinder occupies 75.06% in the case of dependent failures. So it was concluded that dependency assumption may gloss real situations. In addition, confirming gauge of regulators and closing valves turned out to be the most important tasks than purge tasks.

A Study on Criteria for Handling Hazardous Chemicals (유해화학물질별 구체적인 취급기준 체계 마련 연구)

  • The use of chemicals to enhance and improve life is a widespread practice worldwide. But alongside the benefits of these products, there is also the potential for adverse effects to people or the environment. Thus, If anyone handles hazardous chemicals, they should adhere to specific criteria for hazardous chemicals. This study used hazard statement(H-code) and precautionary statement(P-code) to set specific criteria for handling chemicals. According to the UN GHS, hazard statement means a statement assigned to a hazard class and category that describes. And a precautionary statement is a phrase which describes recommended measures that should be taken to minimize or prevent adverse effects resulting from exposures to a hazardous product, or improper storage or handling of a hazardous product. The study suggests the treatment criteria(Public Notice) of 785 types of hazardous chemicals managed by the Chemical Control Act.

  • Chemical products have had an favorable influence on our everyday life, and contributed very much to the development of human culture. According to the rapid change of industry and the development of scientific technique the using chemical products are increasing more and more. Chemical products can have any hazardous property such as flammability or explosiveness. There are occurring many accidents in the international trade due to the different classification and labelling of chemicals produced in various countries. The main purpose of this work is the development of global standard test methods for the chemicals, and the classification and labelling in building block approach by means of the basic technical data. Oxidizing solids, combustible solids, spontaneously combustible materials, water-prohibitive materials, flammable liquids, self-reactive materials and oxidizing liquids have been tested. The results have been classified according to the hazard material safety regulation and the UN regulation, and summarized in a data-base.

  • Hazardous materials accidents are not limited to the leakage of the material, but if the early response is not appropriate, it can lead to a fire or an explosion, which increases the scale of the damage. However, as the 4th industrial revolution and the rise of the big data era are being discussed, systematic analysis of hazardous materials accidents based on new techniques has not been attempted, but simple statistics are being collected. In this study, we perform the systematic analysis, using machine learning, on the fire accident data for the past 11 years (2008 ~ 2018), accumulated by the National Fire Service. The analysis results are visualized and presented through text mining analysis, and the possibility of developing a damage-scale prediction model is explored by applying the regression analysis method, using the main factors present in the hazardous materials fire accident data.

  • Vehicles transporting hazardous materials can make huge damage to people, properties and environment by traffic accidents. Therefore, transporting hazardous materials is a big issue with the cutting edge technology of communications in these days. However, despite this situation, Korean government gives limited efforts for systematic management, research and investment about hazardous materials. Accordingly, this research suggests the key path finding algorithm about management of real-time schedule and routes for vehicles transporting hazardous materials. Besides, the case study is progressed in transportation networks of Seoul in order to evaluate the reality of algorithm. Specifically, time-space network transformation is performed for time window attributes. In addition, this study proposes the techniques searching for non-dominated paths considering schedule by the multiobjective shortest path algorithm based on dynamic programming in dynamic transportation networks including multiobjective attributes.

  • Recently, it has been increasing for the eco-environment plating and surface treatment of eco-environment to decrease hazardous materials. Particular eco-environment can be applied to electronics or automotive parts of industry. In the case of mobile phone, if there were fired, the products bearing dye may be contaminated with the hazardous and wasted. we can obtain the original metal color by electro coloring by metal salt, get rid of hazardous gas, decrease the wasted sludges. Now, the industrial patent number is increasing in Korea, we can accomplish the development of green industry by supporting technical trend of the plating and surface treatment in eco-environment.

Development of MSDS Map for Visual Safety Management of Hazardous and Chemical Materials (유해화학물질의 시각적 안전관리를 위한 MSDS 지도 개발)

  • For preventing the accidents generated from the chemical materials, thus far, MSDS (Material Safety Data Sheet) data have been made to notify how to use and manage the hazardous and chemical materials in safety. However, it is difficult for users who handle these materials to understand the MSDS data because they are only listed based on the alphabetical order, not based on the specific factors such as similarity of characteristics. It is limited in representing the types of chemical materials with respect to their characteristics. Thus, in this study, a lots of MSDS data are visualized based on relationships of the characteristics among the chemical materials for supporting safety managers. For this, we used the textmining algorithm which extracts text keywords contained in documents and the Self-Organizing Map (SOM) algorithm which visually addresses textual data information. In the case of Occupational Safety and Health Administration (OSHA) in the United States, the guide texts contained in MSDS documents, which include use information such as reactivity and potential risks of materials, are gathered as the target data. First, using the textmining algorithm, the information of chemicals is extracted from these guide texts. Next, the MSDS map is developed using SOM in terms of similarity of text information of chemical materials. The MSDS map is helpful for effectively classifying chemical materials by mapping prohibited and hazardous substances on the developed the SOM map. As a result, using the MSDS map, it is easy for safety managers to detect prohibited and hazardous substances with respect to the Industrial Safety and Health Act standards.

  • Recently, social crimes using chemicals at home and abroad are increasing. These chemicals are readily available in the internet. Therefore, the NICS(national institute of chemical safety) runs a 'Chemical Cyber Surveillance' to help the public take control of the internet and create a healthy cyberspace through voluntary participation of the public. The study analyzed more than 1,000 sites suspected illegal hazardous information or blocked among cyber surveillance 3,500 case reports in the past yeas. And, the number of illegal hazardous information reported in the past three years is analyzed by type and substance. They want to examine the characteristics of hazardous chemical information on the internet and use it as a basic data to establish illegal information management measures that spread over cyberspace.

Development of Hazardous Materials Management Standard for Decoction Type of Personalized Herbal Medicine

  • Objectives: This study was conducted to development of hazardous materials management standards for the decoction type of personalized herbal medicines (PHMs). Methods: This study was conducted in two stages. We searched documents about criteria to use words such as 'Herb', 'Herbal medicine', and 'Botanical Drug' and summarized the results. We organized the committee consisted of seven experts, and held two meetings to reach an agreement on hazardous management standards of the decoction type of PHMs. Results: The seven documents were presented in the literature review and six items related to hazardous management standards of decoction were identified. The second expert meeting brought that a total of six items, including heavy metal, pesticide residues, sulfur dioxide, benzopyrene, mycotoxin, and micro-organism limits, were selected for safety management of decoction type of PHMs. Also, the criteria and test methods for each standard were suggested for monitoring the decoction type of PHMs. Conclusion: The study suggested hazardous material management standards and criteria for the decoction types of PHMs. In the future, it would be necessary to conduct a pilot test to ensure the validity and credibility of the safety management standard and criteria. Furthermore, the government level safety management system should be introduced to verify the safety of decoction medicines.

  • This study is a fundamental consideration for using CGS from the IGCC as a fine aggregate for concrete. For the review, the physical properties and hazardous materials content of KS F 2527 were considered. The results showed that KS F 2527 standard was generally satisfied, making it possible to confirm the possibility that it is a fine metal considering its physical properties and hazardous materials content characteristics.
