In order to mitigate the possible hazards from electric shock due to the touch and step voltages, the high resistivity material such as gravel is often spread on the earth's surface in substations. When the grounding electrode is installed in two-layer soil structures, the surface layer soil resistivity is different with the resistivity of the soil contacted with the grounding electrodes. The design of large-sized grounding systems is fundamentally based on assuring safety from dangerous voltages within a grounding grid area. The performance of the grounding system is evaluated by tolerable touch and step voltages. Since the floor surface conditions near equipment to be grounded are changed after a grounding system has been constructed, it may be difficult to determine the tolerable touch and step voltage criteria. In this paper, to propose an accurate and convenient method for evaluating the protective performance of grounding systems, the propriety of the method for evaluating the current flowing through the human body around on a counterpoise buried in two-layer soils is presented. As a result, it is reasonable that the grounding system performance would be evaluated by measuring and analyzing the current flowing through the human body based on dangerous voltages such as the touch or step voltages and the contact resistance between the ground surface and feet.
This study aimed to suggest the way to support flood disaster older survivors with analysing how relief services and their human resources are used. For this study, the data was collected from 184 elderly aged over 65 years from Inje and Pyungchang in Gangwon province where lots of flood damages were done. The results of the study was elderly used human resources of public servant/military soldiers, volunteers as public or official services than as private resources. These results provide the evidence that public or official human resources are very helpful to control their emergency situations because there is hardly any use of their private human resources except for assistance from their family. And it shows that older people are willing to use services of life rescue and information services of their family members safety rather than basic supplies, medical care or medicine providing. With this findings we suggest informing the news of family safety including basic necessaries are highly signigicant. Thus, it is useful for disaster planners to understand building immediate life rescue and accurate information delivery systems. These are relevant to older adults' psychological well-being, thus, providing news of family safety including offering material resources are highly needed for older disaster survivors.
The vertical forces in rail fasteners at areas of bridge transitions near the embankment and on the pier will occur due to different deformations of adjoining bridges caused by the trainloads. The up-lifting forces is not large problem in the blast track because the elasticity of blast and rail pad buffs up-lifting effect. But, it is likely to be difficult to ensure the serviceability of the railway and the safety of the fastener in the end in that concrete slab track consist of rail, fastener, and track in a single body, delivering directly the up-lifting force to the fastener if the deck is bended because of the end rotation of the overhang due to the vertical load. When the up-lifting force exceeds the clamp force of the fastener clip, the rail pad is out of fastener, which makes decrease the serviceability of the railway, such as noise and vibration. Furthermore, it is possible to reduce the safety of the track as the longitudinal resistance. This study is focused on guideline suggestion to decrease up-lifting force in the fastener adjacent to the civil joint of slab track of bridge throughout the parametric analysis between the vertical spring stiffness of the fastener as the material approach, the space of fastener adjacent to bridge transition, the rigidity of the girder as the geometrical approach and up-lifting force under the train load.

A rainfall induced slope failure is a common natural hazard in mountainous areas worldwide. Sudden and rapid failures which have a high possibility of occurrence in a steep slope are always the most dangerous due to their suddenness and high velocities. Based on a series of experiments this study aimed to determine a critical angle which could be considered as an approximate threshold for a sudden failure. The experiments were performed using 0.42 mm mean grain size sand in a 200 cm long, 60 cm wide and 50 cm deep rectangular flume. A numerical model was created by integrating a 2D seepage flow model and a 2D slope stability analysis model to predict the failure surface and the time of occurrence. The results showed that, the failure mode for the entire material will be sudden for slopes greater than $67^{\circ}$; in contrast the failure mode becomes retrogressive. There is no clear link between the degree of saturation and the mode of failure. The simulation results in considering matric suction showed good matching with the results obtained from experiment. A subsequent discarding of the matric suction effect in calculating safety factors will result in a deeper predicted failure surface and an incorrect predicted time of occurrence.
This paper investigates the seismic response of buildings equipped with Self-Centering Energy Dissipating (SCED) braces. Two-dimensional models of 3, 6, 12 and 16-story SCED buildings considering both material and geometric nonlinearities are investigated by carrying out pushover and nonlinear time-history analyses. The response indicators of the buildings are studied for weight-scaled ground motions to represent the Design Basis Earthquake (DBE) level and the Maximum Considered Earthquake (MCE) event. The fragility curves of the buildings for two Immediate Occupancy (IO) and Life Safety (LS) performance levels are developed using Incremental Dynamic Analysis (IDA). Results of the nonlinear response history analyses indicate that the maximum inter-story drift occurs at the taller buildings. The mean peak inter-story drift is less than 2% in both hazard levels. High floor acceleration peaks are observed in all the SCED frames regardless of the building height. The overall ductility and ductility demand increase when the number of stories reduces. The results also showed the residual displacement is negligible for all of case study buildings. The 3 and 6-story buildings exhibit desirable performance in IO and LS performance levels according to fragility curves results, while 12 and 16-story frames show poor performance especially in IO level. The results indicated the SCED braces performance is generally better in lower-rise buildings.
The levels of aflatoxin (AFT) and ochratoxin (OCT) were assessed at different seasons in raw materials, different feed manufacture processing stages, and animal feeds in feed mills in Korea implementing the hazard analysis and critical control point (HACCP) system. Two hundred samples were collected in all four seasons from five feed mills implementing the HACCP system and examined for AFT and OCT contents. The AFT and OCT levels were analysed by using HPLC method to provide information on raw material and product stage. The AFT content of raw ingredients in the spring season was highest in corn gluten (3.84 ppb) and lowest in corn (1.82 ppb) The AFT content of corn was highest in the winter season (2.17 ppb). The content of OCT in wheat was highest in the winter season. The amounts of AFT and OCT at processing stages were higher than in the raw materials or feed. In particular, AFT content was higher in the transfer stage (3.88 ppb) than in the mixing (2.86 ppb) or filling stages (3.45 ppb) in the summer season. The means of AFT and OCT level in laying hen feed was 3.41 ppb and 1.14 ppb for broiler feed, respectively. The means of AFT and OCT level in and broiler feeds was 3.44 ppb and 1.17 ppb for broiler feed, respectively.
Fire protection is one of important issues to ensure safety and reduce risks of nuclear power plants (NPPs). While robust programs to shut down commercial reactors in any fires have been successfully maintained, the concept and associated regulatory requirements are constantly changing or strengthening by lessons learned from operating experiences and information all over the world. As part of this context, it is necessary not only to establish specific fire hazard assessment methods reflecting the characteristics of research reactors and educational reactors but also to make decisions based on advancement encompassing numerical analyses and experiments. The objectives of this study are to address fire simulation in the control room of an educational reactor and to discuss integrity of digital console in charge of main operation as well as analysis results through comparison. Three electrical fire scenarios were postulated and twenty-four thermal analyses were carried out taking into account two turbulence models, two cable materials and two ventilation conditions. Twelve supplementary thermal analyses and six subsequent structural analyses were also conducted for further examination on the temperature and heat flux of cable and von Mises stress of digital console, respectively. As consequences, effects of each parameter were quantified in detail and future applicability was briefly discussed. On the whole, higher profiles were obtained when Deardorff turbulence model was employed or polyvinyl chloride material and larger ventilation condition were considered. All the maximum values considered in this study met the allowable criteria so that safety action seems available by sustained integrity of the cable linked to digital console within operators' reaction time of 300 s.
In today's civilization, it can be impossible to prevent disasters that cause large-scale human and material harm, and the environmental industry is not excepted from this. Over the last 50 years, several large and small environmental health catastrophes have occurred in Korea. Notable instances include the phenol pollution accident in the Nakdong River, the Hebei Spirit oil spill in Taean, Chungcheongnam-do, and the humidifier disinfectant disaster. Looking at these instances, it is clear that the government failed to prevent similar incidents and accidents after the tragedies. The government created and executed different policies to prevent such incidents and accidents, but the majority of them were highly fragmented. It is understandable that depending on the political and social level of the society in which the environmental health hazard incident/accident happened, the investigation of the cause, countermeasures, and policy reaction may differ. To put it another way, the more authoritarian and non-democratic a political social system is, the more likely it is to cover up occurrences and accidents without a deep examination. This is in line with the members of society's level of political awareness and acknowledgment of the importance of life and safety. In 1985, when the Onsan pollution disease was discovered, and in 2011, when we recognized the realities of the humidifier disinfectant disaster, South Korea's political and social systems were entirely different.
Bentonite is a recommended material for the multiple barriers in the final disposal of low-level radioactive waste (LLW) to prevent groundwater intrusion and nuclear species migration. However, after drying-wetting cycling during the repository construction stage and ion exchange with the concrete barrier in the long-term repository, the bentonite mechanical behaviors, including swelling capacity and hydraulic conductivity, would be further influenced by the groundwater intrusion, resulting in radioactive leakage. To comprehensively examine the factors on the mechanical characteristics of bentonite, this study presented scenarios involving MX-80 and KV-1 bentonites subjected to drying-wetting cycling and accelerated ion migration. The experiments subsequently measured free swelling, swelling pressure, and hydraulic conductivity of bentonites with intrusions of seawater, high pH, and low pH solutions. The results indicated that the solutions caused a reduction in swelling volume and pressure, and an increase in hydraulic conductivity. Specifically, the swelling capability of bentonite with drying-wetting cycling in the seawater decreased significantly by 60%, while hydraulic conductivity increased by more than three times. Therefore, the study suggested minimizing drying-wetting cycling and preventing seawater intrusion, ensuring a long service life of the multiple barriers in the LLW repository.
Masonry arch bridges as a vital infrastructure were not designed for seismic loads. Given that masonry arch bridges are made up of various components, their contribution under the seismic actions can be very undetermined and each of these structural components can play a different role in energy dissipation. Iran is known as a high-risk area in terms of seismic excitations and according to the seismic hazard zoning classification of Iran, most of these railway infrastructures are placed in the high and very high seismicity zones or constructed near the major faults. Besides, these ageing structures are deteriorated and thus in recent years, some of these bridges using various retrofitting approaches, including sprayed concrete technique are strengthened. Therefore, investigating the behavior of these restored structures with new characteristics is very significant. The aim of this study is to investigate the cyclic in-plane performance of masonry arch bridges retrofitted by sprayed concrete technique through the finite element simulation. So, by considering the fill-arch interaction, the nonlinear behavior of a bridge has been investigated. Finally, by extracting the hysteresis and enveloping curves of the retrofitted and non-retrofitted bridge, the effect of strengthening on energy absorption and degradation of material has been investigated.
